Provisional Regulations concerning Strengthening Management over Collective, Individual and Privately-Run Bookstores (Stalls)

In order to implement relevant State principles, policies and regulations, further strengthen management over collective, individual and privately-run bookstores (stalls), let the cultural market flourish and stimulate the construction of a Socialist spiritual civilization, the following provisions are made:

I, All localities’ administrative press and publications, culture, and industry and commerce management organs must strengthen management over collective, individual and privately-run bookstores (stalls), supervise collective, individual and privately-run bookstore (stall) managers in earnestly implementing State regulations concerning the distribution of books and periodicals, encourage and support them in distributing more good books, pay attention to social effect, and protect their lawful rights and interests.

Since the counterrevolutionary revolt calmed down and social turmoil was prevented, overseas, xx reactionary organizations have been set up overseas, which have organized x sorts of reactionary periodicals. They put forward that the main task at present is to strength public opinion and propaganda work, and break down the mainland’s news blackouts. The way in which they profess to conduct “peaceful evolution” in China is to organize a “Voice of China” which is even stronger than the “Voice of America”, and organize a “Chinese Times” which is even higher in quality than the “New York Times”. They also say that “the tanks, machine guns and flamethrowers of democratic movements are our radio stations, newspapers and periodicals”. In our understanding of the situation, the main reactionary periodicals are the following types:

The CCP Central Committee Secretariat and State Council Secretariat “Notice concerning Rectification and Clean-up of Books, Newspapers and Periodicals and Strictly Attacking Criminal Activities in the Audiovisual Market” provides that: “Economic losses for confiscated publications, where they concern matters published by official publishing work units and stocked through official channels; is borne by the publishing work unit; where they concern matters stocked through unofficial channels, it is borne by the wholesaler or retailer. The higher-level controlling department of publishing work units must be responsible for supervising publishing work units’ payment of compensation.” In order to implement the above provisions, hereby, the following supplementary provisions concerning related concrete issues are issued as follows:
