Strengthening emergency response management, is a large matter relating to the overall picture national economic and social development, and the security of people’s lives and property, it is an important content in completely implementing the scientific development view, building Socialism and a harmonious society, and is an important reflection of all levels of government persisting in taking people at the core, governing for the people and completely implementing government functions. At present, our country’s modernization construction enters a new phase, reform and development is at a key juncture, increasingly many factors influence public security, all sorts of sudden public incidents happen from time to time. But, our country’s emergency response management work is basically still relatively weak, structures, mechanisms and the legal system are not yet perfect, prevention and management capacity of sudden public events remain to be raised.
