Today, People’s Daily reported the launch of a the new Facebook messaging application. Admittedly, the Chinese version of the website did not carry the news, but I still think it’s ridiculous reporting new advances in Internet computing by a Party newspaper whose paylords don’t want to have anything to do with it. Which makes me wonder: who is the People’s Daily website really made for? Probably not the Chinese population themselves, so expats in China? People from abroad who want to know what’s going on in China? Or is this another attempt to create global news brands to compete with the NY Times, the Times, etc.?

On 12 November, SARFT has issued the ‘SARFT Notice Concerning Printing and Circulation of the “Opinions on the Implementation of the Radio and Television Intellectual Property Rights Strategy”‘ to all provincial, autonomous region and municipal radio, film and television bureaus, the Xinjiang Production-Construction Corps radio and television bureau, all SARFT organ departments and all directly subordinate work units, the Notice says that, in order to implement the spirit of the 5th plenum of the 17th Party Congress, according to the “National Intellectual Property Rights Strategy Outline” and the “Cultural Industries Promotion Plan”, SARFT formulated the “Opinions on the Implementation of the Radio and Television Intellectual Property Rights Strategy”, which had been passed by the SARFT departmental meeting. It is hereby issued to you; please earnestly implement it in integration with reality.

Strengthening a Rule of Law Government Construction Work Plan

On 11 November, SARFT issued the “SARFT Notice Concerning Printing and Distribution of the Strengthening a Rule of Law Government Construction Work Plan” to all provincial, autonomous region and municipal radio, film and television bureaus, the Xinjiang Production-Construction Corps Radio and Television Bureau, all SARFT-organ departments and bureaus and all directly subordinate work units, the Notice says that, in order to implement the spirit of the 5th Plenum of the 17th Party Congress, accelerate the construction of a socialist rule of law country, accelerate the construction of a legal system government and a service-oriented government, according to the “State Council Notice Concerning Strengthening Rule of Law Government Construction” (SC No. (2010)33), integrating the radio, film and television reality, the “SARFT Strengthening a Rule of Law Government Construction Work Plan”, has been deliberated and passed at the SARFT departmental meeting. Please integrate it in the work practice and earnestly implement it.

Notice Concerning Standardizing Rebroadcast Management of Domestic Television Dramas from Before the Implementation of the Distribution Permit System

On 10 November, SARFT distributed the “SARFT Notice Concerning Standardizing Rebroadcast Management of Television Dramas from Before the Implementation of the Distribution Permit System” to all provincial, autonomous region and municipal radio, film and television bureaus, CCTV and the PLA General Political Department’s Propaganda Division, the Notice says that since 1 November 1998, the State has formally implemented a distribution permit system for television dramas, and has made corresponding provisions concerning television drama distribution and broadcast: only after domestic television dramas have obtained a distribution permit, is it permitted to conduct distribution work. In view of the fact that demand exists for the continued distribution, broadcast, export, etc., of television dramas of which the production was finished before the distribution permit system was implemented, to standardize management, hereby, the following is notified:
