Instruction from Chairman Mao: act accordingly
All provincial, municipal and autonomous region Revolutionary Committees (Small Planning Groups), Military Control Commissions, all large military regions and provincial military regions.
Recently, it has been discovered that there are privately established radio stations in some localities, broadcasting unlawful factional radio programmes, in some localities, there are privately-established secret broadcast stations, wireless transceivers and transceiver networks, editing without authorization and using code, and conduct secret communication and signals. It must be strictly pointed out that: these matters violate Party discipline and State laws, and are absolutely not permitted. This sort of method gravely destroys the Cultural Revolution, and destroys the dictatorship of the proletariat. It has not only created chaos in the broadcast of radio waves, and influenced the regular broadcasts of central and local radio stations, but also it gravely exposed Party and State secrets, causing grave damage to the Party and State politically. Some of these are run by hidden counterrevolutionaries and enemy spies, and must attract our high vigilance. Broadcast stations, radio stations, transceivers, etc., can only be propaganda and communication organs of the Party, government and army after the Party Centre with Chairman Mao in the lead has approved their establishment, and can only reflect the basic interests of the proletariat dictatorship, they are absolutely not permitted to serve some faction. They must strictly abide by Party and State discipline and regulations, and may absolutely not express anarchist attitudes. Therefore, the Centre reiterates: all privately established broadcast stations, radio stations, transceivers, etc., shall be completely cancelled unconditionally, immediately from this day. It is strictly prohibited to create and use codes secretly. No person may, under whatever excuse or in whatever form, set up broadcast stations, radio stations, transceivers, etc. If it transpires in the future that there still are privately established broadcast stations, radio stations or transceivers, that codes are created and used and other matters, it shall be punished under State law, and the local garrison commands, police commands, garrisons or other military leading organs are to implement this.
This matter may be propagated in town and country to the broad revolutionary masses.
