In order to earnestly implement the State Council “Regulations Concerning Strictly Prohibiting Obscene Goods“, during the work of suppressing and capturing obscene goods, it is necessary to strictly control the scope of personnel examining and appraising obscene video tapes, realistically strengthen management over captured obscene goods and prevent their dissemination or diffusion. For this purpose, with the approval of the Central Propaganda Department, the questions related to video tape investigation and appraisal are notified as follows:
I, Where, during the work of suppressing obscene goods, the appraisal of whether or not something counts as an obscene videotape is inaccurate or disputed, it shall be submitted without exception to the provincial, autonomous region and municipal public security office or bureau, and investigation and appraisal will be organized by the provincial, autonomous region or municipal Party Committee Propaganda Department with participation from radio and television, culture, public security and other departments. Apart from this, no person may borrow obscene videotapes to watch them under the name of investigation.
II, For video tapes tracked down by public security organs during investigating and handling cases, when differentiating whether or not they count as obscene videotapes, two relatively old comrades with good politics and ideology and with an upright work style must be appointed to be responsible for investigation and appraisal, other personnel may without exception not participate. It is strictly prohibited to lend investigation and appraisal machines for a broader viewing scope, and disseminate obscene videotapes.
III, All levels’ public security organs must strictly implement Ministry of Public Security document no. GF(Z)165 “Notice Concerning Preserving and Dealing with Obscene Goods” concerning captured obscene goods. They must appoint old comrades with good politics and ideology, and upright work style and a strong sense of responsibility, and adopt two-person two-lock management systems, and appropriately take care of matters. They must also timely submit tem to the provincial, autonomous region or municipal public security office or bureau public order department, who will take care of destruction uniformly according to regulations. Non-appointed preservation personnel may without exception not come into contact with this sort of goods.
