Notice concerning Conditions for the Examination and Approval of Newly Established Publishing Houses

After the Central Propaganda Bureau published the “Notice concerning Temporary Non-Examination and Approval of Newly Established Newspapers, Periodicals and Publishing Houses” on 9 August 1985, one year has passed, and our Bureau has basically ceased the examination and approval of newly established publishing houses. But following the further development of the science, technology and culture undertakings, there still are many requests to establish publishing houses. In order to implement the spirit of the Centre’s instructions concerning strictly controlling newly established publishing houses, our Bureau has drafted conditions and rules for the examination and approval of newly established publishing houses, and reported them to the Central Propaganda Department for approval. The following is hereby notified:
I, Work units sponsoring publishing houses must be Party or government organs, or enterprise or undertaking work units owned by all the people. To establish a central first-level publishing house, the ministry, commission or first-level work unit equal to a ministry or commission makes an application, the publishing house that they run must be under the direct leadership of the responsible person of the controlling department. To establish a local publishing house, it must be reported to the provincial, autonomous region or municipal Party Committee Propaganda Department and the provincial, autonomous region or municipal People’s Government for examination and approval, the provincial-first-level administrative publishing management department shall apply with our Bureau. The established local publishing house must be under the direct leadership of the responsible person of the provincial, autonomous region or municipal controlling office or bureau.
II, Having a clear purpose to set up a publisher, book publishing policy, specialist work division and book publishing scope.
III, Having corresponding full-time editors-screeners, vice-editors-screeners, editors and complete editorial organs, as well as the necessary professional publishing personnel, when applying to establish a publisher, a list of names of editorial personnel must be reported, and their schooling records and CVS must be attacked.
IV, Having the special State-provided funding needed to set up a publisher. If non-operational losses are incurred due to limits to the book publishing scope, it shall be made clear that the controlling department is responsible for subsidy.
V, Having fixed office premises.
VI, Having a printing plant and distribution work units suited to the scale of book publishing.
Before establishing publishers, personnel allocation, printing conditions and other matters shall be ascertained in advance, it is not permitted to wait for the permission to establish a publisher to apply to higher levels for personnel allocation and other conditions.
Higher education institutes establishing new publishing houses must, at the same time as handling an application according to the above provisions, apply with the State Education Commission, the State Education Commission is in specialized charge, comprehensively plans and puts forward an examination and verification name list.
New establishment of publishing houses in the military system is specially examined, verified and put forward by the General Political Department.
