In recent years, a number of news work units have been relatively chaotic in the issuance and use of journalist cards, and situations have even emerged of excess issue of journalist cards, covert sale of journalist cards as well as lawbreakers forging journalist cards or using them under a false name to swindle by posing as a journalist; some non-news organs have also wildly issued journalists cards, engendering a very bad influence on society. In order to safeguard regular newsgathering activities of news work units, guarantee the proper rights and interests of news journalists, and strengthen management over journalists’ activities, it is hereby decided to re-approve and issue journalist cards to all newspaper (periodical) publishers, news agencies, radio stations, television stations and newsreel studios, the relevant matters in this regard are notified as follows:
I, Newspaper publishers and new periodical publishers listed in the “Domestic Uniform Periodical Number”, which mainly disseminate news, may issue journalist cards. Non-news organs may not issue journalist cards.
II, Rules for internal newspaper (periodical) publishers holding an “internal newspaper and periodical printing approval permit” issuing credentials are formulated separately.
III, persons holding a journalist cards must be the journalists among the official work personnel of the news organ who hold specialist news technology posts and engage in newsgathering, business, editors and leading personnel in the editorial department that are simultaneously responsible for newsgathering work.
Non-newsgathering personnel of newspaper (periodical) publishers are not issued with a journalist card.
IV, All those who are not official work personnel of a newspaper publisher or a new periodical publisher, but who are work personnel of Party and government organs, enterprises, undertakings and other work units simultaneously responsible for compiling news contributions for newspaper (periodical publishers) (hereafter named “part-time journalists”), are not issued with a journalist card. Where there is a real need, newspaper (periodical publishers) may invite a small number of special correspondents, and a special correspondent card is issued to them. Special correspondents shall have a specialist technology function of journalist or higher or corresponding to journalist or higher (including journalist) and the quantity shall not exceed 10 to 15 per cent of the journalists of the work units (those of 100 people or more shall not exceed 10 per cent, those of less than 100 people shall not exceed 15 per cent).
Reporters and special contributors engaged by newspaper (periodical) publishers, are not issued with a journalist card or a special correspondent card.
V, The inside of the re-approved and issued journalist cards are numbered uniformly and printed uniformly by the Administration of Press and Publication, and a “Special Journalist Card Approval and Issue Stamp” is added; no uniform provisions are made as to the colour, font and production method of the cover of the journalist card and special correspondent card.
VI, For re-approval and issuance of journalist cards for the organic newspapers of all Central Committee and State Council ministries and commissions, all subordinate organs and same level work units, all provincial, autonomous region, municipal and plan-listed city Party Committee and government organic newspapers (including the “Wenhui Daily” and the “Yangcheng Evening Post”), the newspaper periodical is responsible for verifying the journalists’ qualifications and filling out a “Form to Obtain Registration for a Journalist Card” and a “Form of the Personnel Situation for Obtaining a Journalist Card”, and obtain a uniformly numbered and uniformly printed inside of a journalist card and filing from the provincial-level press and publications bureau of the locality of the newspaper publisher.
VII, For newspapers other than those listed in Article VI, journalist cards are re-approved and issued jointly by the newspaper publisher and the provincial-level press and publications bureau of the locality of the newspaper publisher. The newspaper publisher verifies the qualifications of their journalists, fills out a “Form to Obtain Registration for a Journalist Card” and a “Form of the Personnel Situation for Obtaining a Journalist Card”, and after reporting to the provincial-level press and publications bureau of the locality of the newspaper publisher, a uniformly numbered and uniformly printed inside of a journalist card is issued.
VIII, For journalist cards for news periodicals, re-approval and issue formalities are handled according to the above principles.
IX, For re-approval and issue of Liberation Army system newspaper (periodical) journalist card, the Liberation Army General Political and Propaganda Department formulates concrete re-approval and issue rules on the basis of the relevant provisions of this Notice
X, Rules for examination, verification and issue of special correspondent cards are the same as approval and issue of journalist cards.
XI, Journalist cards and special correspondent cards must carry a “Special Journalist Card Approval and Issue Stamp” and a stamp from the relevant newspaper publisher, and only then have effect.
It is strictly prohibited to counterfeit, produce, transfer, pledge or sell journalist cards (including special correspondent cards) or use them under an assumed name, offenders are severely punished by the government’s administrative press and publications management departments in consultation with relevant departments; where a criminal offence is committed, criminal liability is prosecuted according to the law.
XII, All newspaper (periodical publishers) shall strictly implement the relevant provisions of this Notice in the process of re-approving and issuing journalist cards, and strengthen management over the journalist cards in those work units, in all work units secretly issuing journalist cards to non-newsgathering personnel or using invalid journalist cards, the responsibility of their leaders must be prosecuted.
XIII, All provincial, autonomous region and municipal press and publications bureaus may formulate concrete implementation rules according to the provisions of this Notice, and integrating the real local situation.
XIV, The work of re-approving and issuing journalist cards in all localities shall be concluded before 15 August 1989, at that time, the new journalist cards are to be used uniformly, the old cards become invalid.
XV, All relevant newspaper (periodical) publishers shall, after re-approving and issuing journalist cards, through their newspapers (periodicals) indicate the form of those work units’ new journalist cards, and announce at the same time that the original journalist cards have become invalid.
XVI, Before credential issuance rules are transmitted to internal newspaper (periodical) publishers holding an “Internal Newspaper and Periodical Printing Approval Permit”, the journalist cards of this sort of newspaper (periodical) publisher may be used until the end of 1989.
XVII, Management rules for journalist cards are formulated separately.
XVIII, For re-approval and issue of journalist cards to all press agencies, radio stations, television stations and newsreel studios, the Ministry of Radio, Film and Television, the Xinhua Press Agency and other organs, according to the relevant provisions of this Notice, respectively formulate concrete rules, and this is conducted uniformly with the re-approval and issue of newspaper (periodical) journalist cards.
