Notice concerning Strengthening Book and Periodical Market Management Work

Following the incessant deepening of reform and opening up, our country’s publishing undertaking has developed greatly, newspaper, periodical and book distribution and sales markets have also become more dynamic every day, enriching the cultural life of the people in town and country, and stimulating the construction of a Socialist spiritual civilization. But, a few problems still exist in management work. In order to further strengthen book and periodical publishing, distribution and sales management work, the Ministry of Culture and the Administration of Press and Publications have done research, and notify the following:

I, In all districts and cities that have not established press and publications bureaus, the local cultural controlling department is responsible for managing the printing, distribution and sales of newspapers, periodicals, paintings (calligraphy, pictures), books (including literature, collectanea, pictorials, images, single-page calendars, New Year pictures, wall calendars) and other publications in that locality and printing work of covers, librettos, advertising and propaganda pictures, etc., of audiovisual publications.

II, Where districts and cities have established press and publications bureaus, the said bureau controls press and publications work in those regions. The local culture department, in consultation with the press and publications department, manages printing, distribution and sales of regional newspapers, periodicals, paintings (calligraphy, pictures), books (see higher) and other publications, and the printing of covers, librettos, advertising or propaganda pictures, etc., of audiovisual publications.

III, On the basis of work requirements, districts, cities and counties (regions) that have not established independent press and publications management organs, may, with the agreement of the local government, establish press and publications sections within their culture management departments (it is also permitted to have the culture market management office be the same office with two name plates).

District and city or lower culture controlling departments shall, on the basis of the requirements of the abovementioned culture and press and publications departments, vigorously and actively to book and periodical management work.

 

文化部、新闻出版署关于加强书刊市场管理工作的通知

随着改革开放的不断深入,我国出版事业有了很大发展,报刊、图书的发行销售市场也日趋活跃,丰富了城乡人民的文化生活,促进了社会主义精神文明建设。但是,在管理工作上还存在一些问题。为了进一步加强书刊出版、发行和销售的管理工作,文化部和新闻出版署研究,特作如下通知:

一、地市凡未成立新闻出版局的,由当地文化主管部门负责管理本地区报纸、期刊、书画(书法、绘画)、图书(含书籍、丛刊、画册、图片、年画、年历、挂历)等出版物的印刷、发行、销售工作和音像出版物的彩封、唱词、广告宣传画等的印刷工作。

二、地市已成立新闻出版局的,由该局主管本地区的新闻出版工作。当地文化部门会同新闻出版部门管理本地区报纸、期刊、书画(书法、绘画)、图书(内容同上)等出版物的印刷、发行、销售工作和音像出版物的彩封、唱词、广告宣传画等的印刷工作。

三、根据工作需要,未单独设立新闻出版管理机构的地市、县(区),经当地政府同意,可在文化管理部门内设立新闻出版科(也可与文化市场管理办公室为同一机构两块牌子)。

地市以下文化主管部门应根据上级文化和新闻出版部门的要求,积极主动地做好书刊市场管理工作。
