Since suppressing the Beijing counterrevolutionary riot, Western, Hong Kong and Taiwan news organs have started rumours about us on a large scale, and launched vicious attacks,
and have disseminated their reactionary propaganda materials inside our territory through all sorts of channels. The United States’ News Office has strengthened reactionary propaganda, and has broadcast its worldwide television images into our country’s ether during the period of the riot. Some United States, Hong Kong and Taiwan broadcast companies have produced large amounts of reactionary videotapes, and prepare to disseminate them inside our borders. The “News Workers Association in America” has published a “Guide to News Freedom”, claiming that they want to “break through the news blackouts on the Chinese mainland, and diffuse information about the students’ democratic movement and the truth about the bloody suppression by the CCP to the Chinese mainland through all sorts of means”. The “China Information Network Centre” in the Eastern region of the United States spreads around that it wants to incite a global “blood transfusion movement”, and use all sorts of “pipelines” to infiltrate us. A small number of Hong Kong trading companies have published newspaper announcements, indicating that they may provide the fax numbers of number of organs in Guangdong province, in order to disseminate overseas reactionary propaganda in the interior through this channel.
In the light of this situation, the Party Centre and the State Council have charged the Ministry of Public Security, the Ministry of State Security, the Ministry of Radio, Film and Television, the Administration of Press and Publications, the General Administration of Customs and other departments to respectively research and formulate concrete measures to resist overseas reactionary propaganda and political infiltration. Until provisions or notices have been issued by the abovementioned departments, the relevant matters are hereby notified as follows:
I, Work units subscribing to overseas newspapers and periodicals with reactionary content must examined these again and formulate strict reading, management and use regulations, they may not be duplicated or diffused without authorizations, persons who do not need this for their work may not read them.
II, Work units that have installations permitting the reception of foreign, Hong Kong and Taiwan satellite television programmes, may receive relevant programmes if it is truly required for work and with approval of higher-level controlling departments; departments who do not require this for work, shall immediately cease the reception of foreign, Hong Kong and Taiwan television programmes. All foreign-related hotels shall without exception cease the reception and broadcast of foreign, Hong Kong and Taiwan television programmes; as for the question whether or not commercial information in these programmes may be broadcast, this is to be handled according to the regulations to be formulated by the Ministry of Radio, Film and Television and other departments.
III, Work units having telephone and fax installations shall make clear regulations for the use and management of these installations, it is prohibited for personnel using and managing these installations to use fax equipment to receive and send reactionary propaganda, those already having received them must immediately submit them to the local public security organs.
IV, All regions and all departments must, after receiving regulations or notices from the Ministry of Public Security, the Ministry of State Security, the Ministry of Radio, Film and Television, the Administration of Press and Publications, the General Administration of Customs or other departments, transmit them as soon as possible, and earnestly inspect the situation in the work units according to the requirements of regulations and requirements.
