Notice concerning Conducting Clean-Up, Rectification and Re-Registration of Newspaper (Periodical) Journalist Stations

The journalist stations of all newspaper and periodical publishers (including newspapers and periodicals in the radio and television system and run by press agencies) in all localities have had a vigorous function in disseminating information, exchanging experience and reflecting achievements of construction in all localities. But in recent years, journalist stations have greatly increased in number, development is overly excessive and management is weak. Some journalist stations have not conducted registration formalities with the local Party Committee propaganda department and government press and publications management department, not a few journalist stations use their main energy for activities outside of newsgathering (such as canvassing advertising, support or engaging in commercial activities), some non-news work units have also disorderly established journalist stations in violation of regulations, gravely disturbing regular newsgathering activities, yielding unhealthy tendencies and creating a very bad social influence. In order to rectify the situation that journalist stations are excessive in number, and strengthen leadership and management over journalist stations, clean-up, rectification and re-registration must be conducted of newspaper (periodical) journalist stations. Hereby, the following matters are notified as follows:
I, Journalist stations are work organs of newspaper (periodical) publishers stationed in localities other than that of the editorial department on the basis of newsgathering needs, they are not independent organs and do not have legal person status. Their function and powers are newsgathering, organizing copy, communications and other news activities. Journalist stations may not engage in other activities not related to news, and may certainly not utilize their powers to canvass advertising, support or engage in commercial activities.
II, Those permitted to apply for establishment of journalist stations, must be newspapers or periodicals having news reporting as main content that are approved by government press and publications management departments, and having a “Domestic Uniform Serial Number” (CNXX- -XXXX). Newspapers and periodicals not mainly having news-type content, non-newspaper work units and newspapers holding an “internal newspaper and periodical printing permit” may without exception not establish journalist stations.
III, Journalist station personnel numbers shall be strictly controlled. The journalists in journalists stations shall be mainly personnel from within the personnel allocation of newspaper (periodical) publishers who have specialist skilled news duties and specially engage in newsgathering, they may also be personnel specially transmitted to the said newspaper (periodical) publisher by the personnel allocation committee of the locality of the stations, having newsgathering abilities and who engage in newsgathering for the newspaper (periodical) publisher full-time.
IV, For establishment of journalist stations, the newspaper (periodical) publisher must put forward an application, the newspaper (periodical) publisher’s controlling department is to examine, verify and agree with this and permission from the local Party Committee propaganda department and government press and publications management department is to be obtained.
V, The national newspapers and periodicals run by all Central and State Council ministries and commissions, directly subordinate organs, and all people’s groups, which are comprehensive newspapers may establish stations in provincial capitals and plan-listed cities, other specialist or sector newspapers and news-type periodicals may establish journalist stations in the provincial-level controlling work unit of that system provincial capitals and plan-listed cities, on the basis of the specialist division of labour and the reporting needs of the newspaper or periodical. In exceptional cases where journalist stations are to be established because of true newsgathering needs, station establishment formalities may only be conducted after examination, verification and approval by the provincial-level Party Committee propaganda department and government press and publications bureaus of the locality where the station is to be established.
All provincial, autonomous region and municipal Party committee and government organ newspapers may establish journalist stations in districts (cities, counties) in their localities, and generally are not to establish stations in other provinces, where stations must be established because of true newsgathering needs, station establishment formalities may only be conducted after joint approval by both the Party Committee propaganda departments and government press and publications bureaus of the own province and the province where the station is to be established.
All provincial, autonomous region and municipal regional (city) Party Committee organ newspapers may not establish journalist stations across regional.
All provincial office (bureau) newspapers, county papers and provincial-level or lower specialist or sector newspapers are not to establish journalist stations,
VI, For this rectification of journalist stations, newspaper (periodical) controlling departments shall first and foremost put forward rectification plants on the basis of the provisions of this Notice, and applications made for re-registration to the provincial-level Party Committee propaganda department and government press and publications bureau of the locality of the journalist station.
VII, All provincial, autonomous region and municipal Party Committee propaganda departments and government press and publications bureaus shall, on the basis of the provisions of this Notice, conduct examination and verification of journalist stations in their localities. The examination and verification content includes:
(1) relevant examination and approval documents for journalist station establishment;
(2) a reason for journalist station re-registration application put forward by journalist (newspaper) publishers’ controlling departments, the journalist stations’ work situation in this region and the rectification and clean-up situation;
(3) The situation of journalist stations’ organizing organs, personnel and funding sources, and documents that can certify the personnel allotment of journalist stations. All those who are not official personnel within the personnel allocation of the newspaper (periodical) publisher, shall provide certification documents of the government personnel allotment committee of the locality where the station is established;
(4) the professional programmes that the journalist station is planning to launch;
(5) the situation of office premises.
Those completing application formalities and conforming to the station establishment conditions provided in this Notice, are to go to the provincial-level press and publications bureaus for re-registration after undergoing approval by the provincial-level Party Committee propaganda department and the government press and publications bureau, and are to announce this locally through newspapers and other news media.
All those not conforming to the provisions of this Notice, are not granted re-registration, and the local Party Committee propaganda department and government press and publications management department are to notify them to immediately cease their activities, and on the basis of needs, announce this locally through newspapers and other news media. Those not conforming to the provisions of this Notice and refusing to cease activities, shall be severely punished by government press and publications management departments jointly with relevant departments, up to investigating the leading responsibility of the newspaper (periodical) publishing and controlling departments.
VIII, Newspaper (periodical) publishers may not establish sub-publishing houses or external editorial departments and offices in other provinces. Those already established shall be cancelled.
IX, All provincial, autonomous region and municipal Party Committee propaganda departments and government press and publications bureaus may, on the basis of the relevant provisions of this Notice, integrate the real situation of their reality, and formulate concrete rules for journalist station re-registration.
X, All newspaper (periodical) publishers must realistically strengthen leadership and management over journalist stations established in their localities. All local Party Committee propaganda departments and government press and publications management departments must strengthen leadership and management over journalist stations in their localities, and are empowered to investigate and prosecute their activities that violate the law or violate management regulations, up to cancellation of regulations.
XI, All localities’ work in clean-up, rectification and re-registration of journalist stations and clean-up and cancellation of offices, shall be concluded before 31 July 1990. All provincial, autonomous region and municipal Party Committee propaganda departments and provincial press and publications bureaus shall at that time write a written report on this work to the Central Propaganda Department and the Administration of Press and Publications.
