Supplementary Provisions concerning Issuing and Publishing Works Relating to the Work and Life Situation of Main Party and State Leaders

Correctly propagating the glorious achievements and revolutionary spirit of main Party and State leaders, has an important significance for inheriting and carrying forward the excellent traditions of the Party, encouraging and inspiring the broad popular masses to vigorously through themselves into Socialist modernization construction. But, in the recent period, a number of news and publishing work units have disregarded regulations from relevant Centre departments, and without examination or approval, have issued an published unauthorized works relating to the situation of main Party and State leaders, some of the content of these has harmed the image of Party and State leaders, has exposed Party and State secrets, and has harmed the interests of Party and State. In order to realistically strengthen management, we must continue to earnestly implement the “Regulations Concerning Strengthening Management over Publications Depicting Main Party and State leaders (ZXF No. 5, no. XCTZ551), and at the same time, on the basis of the present situation, with the approval of the Party centre, the following supplementary provisions are made:
I, Main Party and State leaders as named in these regulations includes: incumbent and past Central Committee Politburo Standing Committee members, State chairmen and vice-chairmen, State Council premiers, Central Military Commission chairmen, National People’s Congress Standing Committee heads, and Chinese People’s Political Consultative Conference chairmen.
II, Works relating to Party and State leaders as named in these regulations refers to: books, newspaper and periodical articles, audiovisual products, films, television works, etc., depicting, recording or involving the work and life situation of the abovementioned persons.
III, In all cases of publishing and issuing of this sort of works, the viewpoints must conform to the spirit of the CCP Central Committee “Decision concerning Some Historical Questions”, “Decision Concerning Some Historical Questions Since the Founding of the Nation” as well as relevant Centre documents. Content absolutely must be accurate, no gossip and hearsay may be used, nothing may be concocted or fabricated, the image of Party and State leaders may not be harmed, no Party and State secrets may be exposed, no Party and State interests may be harmed.
IV: For all issuing and publishing of this sort of work, the submission for examination and approval system must be strictly implemented.
Concerning news reports. News reports published by the People’s Daily, Xinhua Press Agency, the Central Television Station and the Central People’s Radio Station, are reported for approval according to the examination and approval procedure of each. News reports published by other central and local news work units are to be reported to departments or personnel appointed by Party and State leaders for examination and approval.
Concerning films and television works. These shall, after examination and verification by the Major Revolutionary and Historical-Themed Film and Television Creation Leading Small Group, be reported to the Ministry of Radio, Film and Television for examination and approval.
Concerning books. Publication of books with this sort of content is limited to the People’s Press, Central Historical Documents Press, Central Party History Press, CCP Central Party School Press, China Youth Press, 1 August Press and all provincial, autonomous region and municipal People’s Presses, other publishers may without exception not arrange publication. When the abovementioned central first-level publishers arrange publication of this sort of books, they must report the theme selection and manuscript to the controlling department for verification and putting forward opinions, and report to the Administration of Press and Publications for approval. When local People’s Presses arrange the publication of this sort of books, they must report the theme selection and the manuscript to the provincial, autonomous region and municipal press and publications bureau for examination and putting forward opinions, and after agreement of the provincial, autonomous region and municipal Party Committee Propaganda Department, report them to the Administration of Press and Publications for examination and approval.
Concerning newspaper and periodical articles. Newspapers and periodicals publishing or reprinting this sort of works, must conform to their nature and work division, where it does not conform, it may not be carried. Local newspapers, before issuing this sort of work, must report to the provincial-level government controlling department for examination and verification, the controlling department puts forward an opinion, and after agreement by the provincial, autonomous region and municipal Party Committee Propaganda Department, is to be reported to the Administration of Press and Publications for examination and approval; central newspapers must report to their controlling department for examination and verification, the controlling department puts forward an opinion, this is reported to the Administration of Press and Publications for approval.
Concerning audiovisual products, publishing and reproduction (copying) of products with this sort of content is limited to the China Record Company, China Audiovisual General Publishing, Shenzhen First Laser Television Co. Ltd., other audiovisual publishers without exception may not arrange publication. When the abovementioned publishers arrange publishing of this sort of works, they must report the theme selection, draft and specimen to the controlling department for examination and putting forward opinions, and submit it to the Administration of Press and Publications.
The Administration of Press and Publications, during the process of examining and approving books, newspaper and periodical articles and audiovisual products, may when necessary and in view of the situation, respectively request the Central Historical Document Research Centre, the Central Party History Research Centre, the Military Academy and other departments to assist in examination and verification. For issuing and publishing all works involving living persons, the agreement of that person must be obtained.
V, It is strictly prohibited to user the image and prestige of main Party and State leaders to make advertising or covertly make advertising.
VI, Publishing, translating and publishing or reprinting this sort of works written by foreign authors or Taiwan, Hong Kong and Macau authors, is to be examined and approved according to the above provision.
VII, This sort of publications may not be published in cooperation, or published in cooperation with the outside world. Special themes are to be reported to the Administration of Press and Publications under exceptional circumstances.
VIII, Those violating regulations, are severely dealt with by the controlling department according to the provisions of Article 9 of document no. ZXF No. 5, no. XCTZ551.
All levels’ Party Committee Propaganda Departments and controlling government departments must realistically strengthen management over this work. Questions on important situations shall be timely reported to the local Party Committee and government, and be reported to the CCP Central Propaganda Department and the relevant State Council controlling department.
