Opinion concerning Strengthening Our Foreign Language Book and Periodical Distribution and Doing Foreign Propaganda Work Well

Following the further broadening of our country’s reform and opening up, increasing numbers of Hong Kong, Macau and Taiwan compatriots, overseas compatriots and foreigners enter the borders, the tasks for foreign propaganda work are very formidable. With domestically published foreign language books and periodicals introducing our country’s situation as medium, the moment is to be seized to launch propaganda work, to ensure that the people of even more countries and regions understand China, to serve the reform, opening up and economic construction of our country, this is an important channel for foreign propaganda.
Since many years, under the leadership of the relevant departments of our country’s Foreign Languages Bookstores at the centre and in provincial cities, a consciousness of foreign propaganda has incessantly strengthened, and work has been launched vigorously. With the support of tourism, transportation, financial and other departments, selling points have been successively established in foreign-oriented hotels, restaurants, airports and stations in a number of large and mid-size cities, these distributed large amounts of foreign language books and periodicals, and engendered a positive influence. But, at present, some problems still remain. For example: the variety of books and periodicals for Hong Kong, Macau and Taiwan compatriots, overseas compatriots and foreigners to buy or read is relatively small; distribution channels are insufficiently smooth; some foreign-oriented work units give insufficient regard to displaying and selling domestically published foreign language books and periodicals. In order to further strengthen foreign language book and periodical distribution, do foreign propaganda work well, and serve reform, opening up and economic construction even better, the following opinions are hereby put forward:
I, Foreign propaganda work is an important component of the country’s overall foreign affairs, all levels’ foreign propaganda, press and publications, tourism and financial departments must give full regard to launching foreign propaganda work though our foreign language books and periodicals. Under new circumstances, the distribution work of domestically published foreign language books that introduce our country’s situation must persist in the basic Party line of “one centre, two basic points”, transform work styles, improve work methods, do service work well in order to stimulate and develop our country’s economic and scientific cooperation with all countries in the world, as well as exchange in cultural, educational and other areas.
II, All provincial, autonomous region and municipal foreign propaganda groups must strengthen linkages with Foreign Languages Bookstores, guide Foreign Languages Bookstores in adopting flexible and varied methods to launch foreign book and periodical propaganda work, assist them and coordinate with them to resolve the difficulties and problems they meet in foreign propaganda work. In the process of launching work, the vigour of distribution of foreign language books and periodicals must be further mustered according to the provisions of the Ministry of Finance “Notice concerning Issuing the ‘Nationwide Non-Trade Foreign Exchange Retention Rules'”, and Foreign Languages Bookstores must be supported and encouraged to vigorously and effectively launch foreign propaganda work.
III, State-regulated tourism work units and foreign-oriented venues must further give regard to foreign propaganda work, vigorously support Foreign Languages Bookstores in distributing domestically published foreign language books and periodicals that introduce our country’s situation, provide conveniences as much as possible in commercial premises, or adopt consignment selling method, to jointly do foreign propaganda work well.
In order to encourage the vigour of Foreign Languages Bookstores, hotels and restaurants to engage in the sale of domestically published foreign language books and periodicals that introduce our country’s situation, on the basis of the relevant provisions of the Central Foreign Propaganda Group, Ministry of Finance and Ministry of Culture “Notice concerning Some Matters on Doing Foreign Propaganda Book and Periodical Display and Sale Work Well” (WWWZ No. (86)1514), awards must be instituted earnestly for relevant personnel.
IV, Foreign Languages Bookstores must closely revolve around serving the centre of economic construction. Strengthen distribution strength for foreign propaganda books and periodicals, vigorously organize goods supplies, increase variety, and give prominence to characteristics. Many kinds of methods must be adopted to launch sales promotion activities, actively and enthusiastically recommend domestically published foreign language books and periodicals that introduce our country’s situation to Hong Kong, Macau and Taiwan compatriots and foreign guests, earnestly and timely do non-trade propaganda goods transmission, gift-giving and display work well. Expand our foreign language book and periodical sales in any way possible, adopt realistic measures to raise the political and professional quality of Foreign Languages Bookstore distribution personnel, strengthen business training and operational management, strive to raise social effect and economic effect.
V, All provincial, autonomous region and municipal People’s Governments, information offices, Party Committee foreign propaganda groups and press and publications bureaus must strengthen leadership over foreign propaganda, put forward concrete tasks and requirements to Foreign Languages Bookstores on the basis of central foreign propaganda policies and principles, and conduct regular supervision and inspection. Work units and individuals that obtain outstanding achievements in launching foreign propaganda work shall be timely rewarded and commended. Foreign propaganda, press and publications, finance, tourism and other departments must link up closely, provide mutual support, and must at the same time strengthen investigation and research, earnestly summarize popularization experience, timely resolve problems that occur, and further do foreign propaganda work well.
