State Council of the People’s Republic of China Decree No. 129
This has been passed at the 7th Business Meeting of the State Council on 20 August 1993, is hereby promulgated and takes effect on the date of promulgation.

Chapter I: General Principles
Article 1: In order to strengthen management over satellite television broadcast terrestrial reception equipment, and stimulate the construction of a Socialist spiritual society, these Regulations are formulated.
Article 2: Satellite television broadcast terrestrial reception equipment named in these Regulations (hereafter simply named satellite terrestrial reception equipment), refers to antennas, low noise blocks, receivers encoders and decoders, and other equipment for the reception of television programmes transmitted through satellites.
Article 3: The State Council implements a permit system for the production, import, sale, installation and use of satellite terrestrial reception equipment.
The conditions for the production, import, sale, installation and use of satellite terrestrial reception equipment are provided by the relevant State Council administrative department.
Article 4; Satellite terrestrial reception equipment is to be produced by enterprises appointed by the State Council administrative electronic industry department, no other work unit may produce this.
Article 5: Satellite terrestrial reception equipment is to be sold by work units appointed by provincial, autonomous region or municipal People’s Government administrative industry and commerce management departments jointly with administrative domestic trade, radio and television, and electronic industry departments, no other work units or individuals may sell this.
Article 6: To import satellite terrestrial reception equipment, certification provided by the State Council administrative radio, film and television department must be held, for import of specialized parts of satellite terrestrial reception equipment, certification provided by the State Council administrative electronic industry department must be held, examination and approval formalities are to be conducted with the State Council administrative department for mechanical and electronic product import and export, Customs are to let these pass on the basis of examination and approval documents.
It is prohibited for individuals to carry along or mail satellite terrestrial reception equipment into the borders.
Article 7: Satellite terrestrial reception equipment quality authentication certificates and authentication symbols are to be provided by the State Council product quality supervision and management department or authentication organs accredited by departments authorized by the State Council product quality according to relevant quality authentication laws, regulations and rules, after being found to meet qualifications; those not passing quality authentication may not be sold or used.
Article 8: Work units installing satellite terrestrial reception equipment must put forward an application with the local county or city People’s Government administrative radio and television department, and report to the provincial, autonomous region or municipal People’s Government administrative radio and television department for examination and approval, satellite terrestrial reception equipment may be purchased on the basis of the certificates provided by the examination and approval organ. When satellite terrestrial reception equipment installation is complete, the examination and approval organ issues a “Permit to Receive Satellite-Transmitted Television Dramas”.
Article 9: individuals may not install or use satellite terrestrial reception equipment. If there are special circumstances, where individuals truly require to install and use satellite terrestrial reception equipment, and they conform to the permission conditions provided by the State Council administrative radio, film and television department, they must put forward an application with the work unit in which they reside, and report to the provincial, autonomous region or municipal People’s Government administrative radio and television department after agreement from the local county or city People’s Government administrative radio and television department.
Article 10: Where satellite terrestrial reception equipment has been installed without approval before the issuance of these Regulations, examination and approval formalities must be conducted according to these Regulations within six months of the promulgation of these Regulations.
Article 11: Those producing satellite terrestrial reception equipment in violation of these Regulations and without authorization will be ordered by the administrative electronic industry department to cease production. Those selling satellite terrestrial reception equipment in violation of these Regulations and without authorization, are ordered by the administrative industry and commerce management department to cease sales, their satellite terrestrial reception equipment is confiscated, and a fine of two times or less the sales value may also be imposed. Those installing and using satellite terrestrial reception equipment in violation of these Regulations and without authorizations will have the satellite terrestrial reception equipment they installed or used confiscated by the administrative radio and television departments, individuals may also be fined 5.000 Yuan or less, work units may also be fined 50.000 Yuan or less.
Article 12: Where parties refuse to obey the fining decision, they may apply for administrative redress or put forward administrative litigation according to the provisions of relevant laws and administrative regulations.
Article 13: Implementation rules for these Regulations are to be formulated by the State Council administrative radio, film and television department in consultation with relevant administrative departments.
Article 14: These Regulations take effect on the date of promulgation.
