Notice concerning Strengthening Examination and Approval Management of Internal Newspapers and Periodicals

In recent years, internal newspapers and periodicals in some regions have been openly old for fixed prices, or engaged in advertising and other commercial activities, some have even organized open social activities, have openly solicited subscriptions or sent internal newspapers and periodicals abroad, “Printing Permits”, edition numbers and printing is also extremely chaotic, which gravely violates the principles of internal newspaper and periodical management. In order to ensure that the publishing work of internal newspapers and periodicals is conducted lawfully and orderly, the following is notified:
I, Internal newspapers and periodicals are not-for-sale continuous publications within their systems, sectors or work units that are used to guide work, exchange experience and communicate information. There must be proper funding sources for their setup and publishing. The “Internal Newspaper and Periodical Management Principles” and the “Provisional Newspaper and Periodical Management Regulations” clearly provide that the distribution and circulation scope of internal newspapers and periodicals may not exceed their own sector or system; they may not be openly displayed, and may certainly not be disseminated overseas and in the Hong Kong, Macau and Taiwan regions; they may not conduct or participate in any commercial activity (including commercial advertising) and public social activities; it is not permitted to sell them at fixed prices, etc. All localities’ internal newspapers and periodicals must strictly abide by this.
II, The examination and approval of internal newspapers and periodicals must strictly abide by all provisions of the “Internal Newspaper and Periodical Management Principles”. All provincial (regional, municipal) press and publications bureaus should annually report the management situation of internal newspapers and periodicals over the past year to the Administration of Press and Publications before 1 March of every year, including a list of existing internal newspapers and periodicals and the situation of modification of registration items.
Any existing newspaper or periodical that was approved without authorization by administrative work units of district or city level and lower who have should be immediately declared invalid, and publishing activities should cease.
III, All internal newspapers and periodicals shall completely print the whole line “Printing Permit” and its number under the masthead or at the bottom of the back cover of periodicals, and in the colophon, the line “Printing Permit” may not be abbreviated, and replaced with the two words “edition number”, or be replaced with pinyin or the publication number to replace “Printing Permit” and the edition number. It is not permitted that “fixed price” is printed in internal newspapers and periodicals.
IV, For examination, approval and registration of internal newspaper and periodicals in the future, all examination, approval and registration organs must conduct matters strictly according to the scope defined in the “Internal Newspaper and Periodical Management Principles”. Those not falling into the scope of internal newspapers and periodical are not granted approval or registration, the responsibility of those who approve and register them in violation of regulations will be prosecuted. The Administration of Press and Publications implements supervision over the examination and approval of internal newspapers and periodicals, internal newspaper and periodical approval documents shall be reported to the Administration of Press and Publications for filing. If it is discovered that filed approval documents do not conform to the provision on internal newspapers and periodicals or exceed the scope, the Administration of Press and Publications may declare that those approval documents are invalid, and disallow registration.
V, Within two months from the date of receipt of this document, all internal newspapers and periodicals violating regulations shall correct themselves of their own accord. Those not having corrected at the end of that period, will have their publication ceased by all localities’ administrative press and publications organs according to the “Internal Newspaper and Periodical Management Principles.”
