Notice concerning the Fact that Foreign Newspapers and Periodicals May Not Solicit Subscriptions and Be Distributed by Themselves in the Interior

I, The distribution work of foreign newspapers and periodicals in the interior must be conducted through State-approved newspaper and periodical import work units, foreign newspapers and periodical working bodies in the interior may not directly engage in subscription solicitation and distribution work of foreign newspapers and periodicals in the interior. Foreign newspapers and periodicals may not use other interior channels through offices of interior departments abroad in conducting distribution work.
II, At present, the internal distribution method is still adopted for the distribution of foreign newspapers and periodicals (including our newspapers and periodicals in Hong Kong, for which the major task is doing overseas distribution work well) in the interior.
III, All relevant work units may, without permission, not openly solicit subscriptions for or propagate foreign newspapers and periodicals through newspapers, radio stations, television stations and other news media without exception.
IV, All foreign book, newspaper, periodical and audiovisual enterprises setting up organs in the interior, must obtain agreement from the Administration of Press and Publications. Working bodies permitted to be established must act strictly within the scope provided by regulations, and may not expand their scope of activities without authorization. Working bodies’ activity situations must be reported once annually to the Administration of Press and Publications, and a copy sent to the State Council Information Office.
V, In the future, if foreign newspapers and periodicals violate the spirit of the above notifications, the press and publications management departments shall impose punishments of a warning, provisional cessation of activities, up to cancellation of an organ, in view of the gravity of the circumstances.
VI, From the date of receipt of this text, all relevant provincial and municipal press and publications bureaus are requested to conduct a one-time inspection of the situation of working bodies established by foreign newspapers and periodicals within their jurisdiction. In all cases where problems are discovered, handle them timely according to the spirit of this Notice, report the handling situation to the Administration of Press and Publications, and send a copy to the State Council Information Office.
