The socialist culture undertakings are an important content of the socialist spiritual civilization construction, and are also an important component of socialist modernization construction. Making socialist cultural undertakings flourish and develop, has an irreplaceable important function in regard to satisfying the popular masses’ daily increasing spiritual culture life needs, raising all ethnicities’ ideology and moral level and scientific culture level, fostering socialist citizens having ideals, having morals, having discipline and having culture, promoting economic development and overall social progress, strengthening comprehensive national strength.

From now until 2010, is an important period in our country’s reform and opening up, and socialist modernization construction linking the past with the future, carrying forward the cause. The firm establishment of reform and opening up, and the socialist market economy system, especially the convention of the 6th Plenum of the 14th Party Congress, has provided extremely good opportunities for our country’s socialist culture undertaking development. According to the “Ninth Five-Year Plan on National Economy and Social Development and Long-term Prospects and Objectives for 2010”, integrating our country’s cultural undertaking development reality, the “Cultural Undertaking Development “Ninth Five-Year Plan” and Long-term Prospects and Objectives for 2010 Outline” is formulated.

 

I, The cultural undertaking development situation in the “Eighth Five-Year Plan” period

Taking art performance troupe structural reform and especially Central Committee- subordinate theatres and troupes reform as focal point, cultural structural reform has been vigorously and reliably moved forward. According to the requirement that reform must be both adapted to the establishment of a socialist market economy system and the construction of a socialist spiritual civilization, and the guiding ideology that culture and art themselves conform to development laws, change of State financial input into theatres and troupes has been conducted over Central Committee-subordinate theatres and troupes and the first reform step has been implemented with performance subsidy systems as focus, establishing new relations between the State and theatres and troupes; with implementing distribution restructuring and assessment appointments as focus, a second reform step of new relations between the State and theatres and troupes, and theatres and troupes and performers has been established, which has successively obtained remarkable achievements, and have shaped the beginnings of an operational system with a scientifically reasonable distribution setup and vitality, and relatively stable funding source channels. During the “Eighth Five-Year Period”, a comprehensive cultural market including entertainment, music, fine arts, performances, films, cultural heritage, culture and art training, books and periodicals, etc., has developed swiftly. Persisting in the policy of “grasping flourishing with one hand, grasping management with one hand”, according to the cultural market management way of thinking of equally stressing flourishing and purifying, equally stressing protective inclines and restrictive taxation control, equally stressing government management and social supervision, a number of policy and regulatory documents strengthening cultural market management have been formulated and promulgated. Culture legislation progress has been further accelerated, cultural management progressively marches the track of legal systematization. During the “Eighth Five-Year Plan” period, the National People’s Congress, the State Council and the Ministry of Culture (including the State Administration of Cultural Heritage by the Ministry of Culture jointly with other ministries and commissions” have promulgated and implemented 77 cultural regulations. Of those, 2 were cultural statutory provisions, 3 were administrative culture regulations, 5 were culture regulatory documents, 43 were culture administrative rules and 24 were culture normative documents. Social culture and ethnic minority culture undertakings have had considerable development. During the “Eighth Five-Year Plan” period, more than 40000 specialized art talents of all levels and all categories have been brought into society, an increase of 8% over the “7th Five-Year Plan” period.

Public libraries have gone from 2527 to 2615. A public library appraisal system has begun to be established, 47% of country-level or higher libraries reach the third-level or higher standard. Vehicle libraries are developed to 176 vehicles. One third of district or city-level or higher libraries begin to use computers. Libraries’ automatization and concentration software enters the phase of application, and a few provinces and cities have realized library region networking, the Chinese machine-readable catalogue has been distributed domestically and abroad, database construction is beginning to gain speed. All levels’ library service capacity and service levels have clearly risen.

Cultural science and technology and cultural art theory research have had new developments, and obtained more than 200 cultural science and technology achievements, among which 12 won the State science and technology progress award or invention award. The “Ten Large Culture and Art Compendiums” compilation work makes smooth progress. Focus state matters such as the “Chinese xiqu survey” , the “Introduction to Xiqu Art”, the “History of Chinese Drama”, the “History of Chinese Fine Arts”, etc., have been completed.

Externally, exchange channels with the Hong Kong, Macau and Taiwan regions have been further broadened, the exchange surface incessantly expands, exchange programmes, varieties and human-hours have all greatly grown, dispatched exchange programmes reach 4652 times, and those coming into China 2385 times, which has engendered a vigorous function in enhancing the understanding and friendship with the peoples of all countries, stimulating the unification of the motherland and the return of Hong Kong and Macau.

The nationwide cultural system has used its own resource superiority to launch paid-for services and diversified businesses, and has obtained new progress in “supporting culture with culture” activities. A number of regions have developed in the direction of multi-layered and upscaled industries, self-development capacity has somewhat strengthened.

A batch of large-scale cultural facilities, such as the Shaanxi Province History Museum, the Shanghai Library, the Fujian Library, the Shanghai Museum, the Tibet Library, etc., have been built.

2, Persisting in the orientation of serving the people and serving Socialism and the principle of “letting a hundred flowers bloom and a hundred schools contend”, “moulding the people with noble spirits, inspiring the people with excellent works”, carrying forward the main melody, advocating diversification, creating excellent works that do not fail to live up to the grand times, presenting glorious spiritual nourishment to the people. The broad cultural workers must go deeply into the masses, go deeply in to life, enrich and substantiate themselves, persist in integrating disseminating and raising, stimulating the complete flourishing and development of Socialist culture and art undertakings.

3. Persisting in the principles of “making the past serve the present, making the foreign serve China” and “weeding out the chaff to bring out the new” inheriting and carrying forward the excellent culture of the nation, vigorously attracting and absorbing excellent culture and art achievement from all countries of the world, making our country’s Socialist culture and art flourish and develop.

4, Persisting in putting social interest first, striving to realize the optimal integration of social interest and economic interest. Further perfecting cultural economic policies, expanding input, progressively shaping “environments and conditions beneficial for putting social interest first”.

5, Persisting in the principle of “grasping flourishing with one hand and grasping management with one hand”, forcefully fostering and developing Socialist culture markets. Supporting vigorous and upward, civilized and healthy cultural products, guiding cultural consumption, letting cultural markets flourish, enriching cultural life. Further strengthening cultural market management, standardizing market activities, safeguarding lawful business, attacking illegal business, protecting intellectual property rights, persisting in unremittingly “Sweeping Pornography and Striking Illegality”, making cultural markets develop in the direction of vitality, order, flourishing and healthy.

 

(2) General objectives

During the “9th Five-Year Plan” period, the main objectives of cultural development are: beginning to establish cultural undertaking management systems and operation mechanisms adapted to the Socialist market economy system, consistent with the requirements of constructing a Socialist spiritual civilization, and conform to the own development rules of culture and art; focusing on organizing 50 performance troupes representing national levels and having local or ethnic characteristics, creating 100 excellent art products with uniform ideology and artistry, having strong attraction and influence, that the people love to see and hear, and that suit refined and popular tastes; completely implementing focus cultural projects such as “building cultural advanced counties”, and the “10000 Li Border Cultural Long Corridor Construction”, the “Dandelion Plan”, “Cultural Poverty Aid” the “Knowledge Project”, the “Golden Culture Project”, etc.; establishing 50 libraries, museums, community art centres, art galleries, theatres and other symbolic cultural facilities displaying national and regional images, with the Great National Theatre as representative; completing and consolidating nationwide town and country culture networks, constructing 500 advanced cultural regions having a demonstration function; fostering 100 outstanding artists, folk art master and a batch of cross-century excellent culture and art talents and management talents; announcing 500 new cultural heritage protection work units nationwide, further expanding cultural exchange with the outside world and the Hong Kong, Macau and Taiwan regions; making modern science and technology gain broad application in the cultural sphere; rationalized cultural structures beginning to take shape; cultural market development to be perfected, flourishing and healthy; beginning to establish relatively comprehensive cultural law and regulation systems adapted to the development of Socialist cultural work units, and having Chinese characteristics; cultural activities to become richer and more varied, letting the popular masses’ spiritual cultural life reach a moderately well-off level.

By 2010, the long-term objectives for cultural undertaking development are: establishing relatively perfect cultural undertaking management structures and operating structures that are full of vitality; cultural undertaking financial input channels to be further broadened, the material basis and conditions cultural undertaking development gaining a large improvement; basically building a “Golden Culture Project” with cultural electronic information service networks at the core; continuing the construction of the Grand National Theatre, the National (Art) Museum and a batch of other State and local focus cultural facilities, all categories of cultural facilities to be spread all over, extending into town and country; all art categories to be mutually supportive and mutually stimulating, letting a desirable picture of flourishing, development and letting a hundred flowers bloom emerge; public interest-type cultural undertakings to vigorously develop; cultural legal systems to become relatively perfect; cultural markets to flourish dynamically; cultural industrialization levels to rise greatly; cultural consumption to expand to a reasonable level in the people’s daily consumption, cultural life quality to rise clearly, the international influence of the Chinese nation’s excellent culture to expand day by day.

 

III, Basic tasks and concrete objectives

(1) Literature and art undertakings

Concentrating forces, planning comprehensively, focusing on organizing the creation and production of excellent art products. During the “9th Five-Year Plan” period, creating 100 excellent stage art products. Central Committee theatres and troupes to annually create and perform 10 excellent dramas (programmes), all provincial, autonomous region and municipal directly-subordinate art performance troupes to respectively roll out two to three newly-created excellent dramas (programmes). Nationwide state-run art performance troupes must have a general performance output reaching 500000performances annually.

Strengthening art talent fostering, raising the overall level and comprehensive quality of art talents, establishing scientific and rational art talent structures. Strengthening drama office (creation office, art office) construction, establishing culture and art creation subsidy and award systems, supporting the creation of excellent art products. Every province, autonomous region and municipality is to establish one or two culture and art creation bases, in order to provide necessary conditions for writers and artists to go deeply into the masses and go deeply into life. Continuing to deepen art and performance groups’ structural reform, focusing on moving forward local State-operated art and performance troupe structural reform, by the year 2000, completing the adjustment of nationwide art and performance troupes’ distribution structures, establishing distribution structures suited to all localities’ economic and social development levels, that satisfy the popular masses’ cultural life requirements, operating mechanisms that are full of vitality and financial source channels with long-term stability.

Establishing art and performance troupe appraisal systems, aiming at the characteristics of different kinds of theatre troupes, formulating complementary management measures and support policies. It is necessary to protect theatres (troupes) representing national or ethnic art levels. Organizing theatre troupes representing national artistic levels. Further strengthening country-level theatre troupe and professional folk troupe management, stabilizing grass roots specialized art teams.

Establishing government macro-level management structures of literary undertakings. Standardizing fine art undertaking management, completing collection and exhibition systems for fine artworks, giving high regard to the construction of art galleries and art academies. Vigorously launching healthy literature and art appraisal, giving rein to the correct guidance function of literature and art appraisal, stimulating the flourishing of artistic creation. Conducting artistic reform and innovation, exploring new art modes adapted to the development of the time, and the aesthetic requirement and enjoyment level of the masses.

Organizing one Chinese Art Festival every three years, as well as the annual Ministry of Culture Spring Festival television Gala, New Year Concert, New Year Beijing Opera Gala, and New Spring Concert (folk music); organizing  cultural activities for large-scale celebrations such as the “1997 Return of Hong Kong”, the “1999 Return of Macau”, “50 Years of Founding the Nation”, “Welcoming the New Century”, etc.

 

(2) Art education undertakings

From the strategic height of fostering cross-century Socialist culture and art talents, giving priority to developing art education undertakings. All levels’ and all sorts of art schools must strengthen students’ education of world views, views of life and value systems according to the requirements of the “Three Facings”, disseminate and strengthen education of art talents’ quality, and foster the complete development of all levels’ and all categories of artistic talents in aspects of morals, knowledge, healthy, etc., for the sake of the construction of a Socialist spiritual civilization and the development of culture and art undertakings. Higher art education must face society in running schools, and stress raising school-running quality and efficiency. Focusing on organizing good undergraduate courses and graduate-level education, constructing existing doctoral and master research students course specializations. Appropriately developing specialized education, focusing on fostering applied art talents. Appropriately developing foreign study fostering scales. Concentrating forces to construct existing higher art education institutes well, striving for one to two ministry-subordinate higher schools and a batch of focus coursed to enter the “211” Project. By the year 2000, nationwide higher art institute student numbers are to reach 28500, student intake numbers 9100 and graduation numbers 7700.

Forcefully developing secondary level art education, fostering all sorts of vocational secondary education art talents. By the year 2000, all provinces, autonomous regions and municipalities must focus on constructing one to two comprehensive backbone secondary-level art institutes having local development characteristics. Vigorously developing adult education with on-the-job training and continued education as focus points. Establishing nationwide culture and art professional personnel on-the-job and job transfer training systems. Adult degree education should develop towards diversification and professionalization. By the year 2000, adult degree education student numbers are to reach 35% of the total amount of common higher art institute students.

 

(3) Social cultural undertakings

Strengthening grass-roots cultural undertakings, fully giving rein to the functions of community art centres, cultural centres and cultural stations to further develop healthy and dynamic community culture, town culture, enterprise culture, and school campus culture. Vigorously developing multi-level and diversified holiday and vacation culture activities and public square cultural activities that are convenient for the masses to participate in. Conducting mass cultural festivals with characteristics well. Vigorously protecting, excavating and carrying forward excellent ethnic, folk and customary culture and art. In famous historical cultural cities and regions correspondingly rich cultural or historical remains, striving for financial departments’ transferring funds of no less than 10% of annual urban maintenance fees to be used for the protection and safeguard of cultural relics. Levying 3% of the building cost per square metre for newly-built urban residential communities as a cultural facility supplement fee, to be used for public-interest type cultural facility construction in those communities. It is necessary to implement preferential policies for cultural facility construction, including the free-of-charge provision of construction land or reducing land lease fees, mitigating all sorts of tax in construction, it is necessary to have a certain proportion of the funds from lease income to be used for public interest-type cultural facility construction in that locality.

 

IV, Main measures and policy guarantees

(1) Deepening cultural structural reform, completing operational mechanisms for cultural undertaking development

Further deepening cultural structural reform is the basic path for the flourishing and development of culture and art undertakings. It is necessary to, according to the requirements of constructing a spiritual civilization, abide by the internal rules of cultural development, giving rein to the vigorous function of market mechanisms, continuing to move cultural structural reform forward.

Administrative cultural management departments must transform government functions, establish strong macro-level control systems. Differentiating the situation of all sorts of cultural work units, and guiding them in a differentiated manner, rationalizing the relationship between the State, work units and individuals, progressively shaping state guarantee focus points, encouraging society to initiate the development setup of cultural undertakings. Formulating sector standards and norms, strengthening the macro-level management of cultural undertakings. Conducting specialized sector management of the nationwide cultural market as well as arts performance troupes, libraries, museums and all sorts of culture and arts activities. Stimulating all sorts of cultural undertakings to develop in a healthy and coordinated manner. Continuing to deepen the structural reform of arts performance troupes, art academies, libraries, museums, community art centres, cultural centres and other cultural undertaking work units, strengthening internal management, correctly dealing with the relationship between social interest and economic interest, progressively shaping management structures and organizational mechanisms that are both competitive and encouraging and responsible and binding, fully giving rein to the guiding function of State-organized culture.

 

(2) Strengthening the construction of the cultural legal system, managing cultural undertakings according to the law

All levels’ administrative culture departments must vigorously move cultural legislation and law enforcement work forward, completing and perfecting cultural law and regulation systems. During the “9th Five-Year Plan” period, formulating basic cultural laws and regulations, beginning to establish a complete cultural law and regulation system adapted to the development of Socialist cultural undertakings, and having Chinese characteristics. Researching the formulation of a “Cultural Law”, striving to roll it out at the beginning of next century, making it become a guiding mother law for the culture and arts sector, and provide legal support for the development of cultural undertakings. Striving to roll out as soon as possible the “Cultural Market Management Regulations”, the “Commercial Performance Management Regulations”, the “Cultural Entertainment Sector Management Regulations”, the “Artwork Commerce Management Regulations”, the “Cultural Market Inspection Regulations”, the “Cultural Centre (Station) Regulations”, the “Nationwide Minors and Children’s Culture and Art Undertaking Management Regulations”, the “Public Library Regulations”, the “Museum Management Regulations”, the “Cultural Relic Auctioning Management Regulations”, the “Historical Famous Cultural City Protection Regulations”, the “Nationwide Foreign-Oriented Cultural Exchange Management Regulations”, the “Supplementary Provisions Concerning Adjusting Foreign-Oriented Culture Specialized Management Duties”, the “Secondary Art School Establishment and Management Rules:, the “Management Rules for Domestic and Foreign Enterprise and Undertaking Work Units Assisting and Participating in Foreign Cultural Exchange Activities”, the “Reward and Punishment Rules for Foreign-Oriented Culture Specialized Management”, the “Foreign-Related Art Performance and Exhibition Management Regulations”, the “Management Regulations for Society Supporting Cultural Undertakings”, the “Nationwide Art Science Plan Focus Research Theme Management Rules”, the “Nationwide Art Science Research Excellent Achievement Award Rules” and other relevant laws and regulations. Also, adopting effective measures to bring departmental rules and administrative regulations with mature conditions up to the level of law, striving to formulate the “Library Law” before the year 2000; and formulate the “Cultural Market Law” and the “Museum Law” by the year 2010, in order to change the present situation of the low effectiveness and standing of cultural law and regulation. It is necessary to timely formulate implementation regulations for already promulgated cultural laws and regulations, and earnestly implement them. Laws and regulations of which the legislative period is still relatively early, such as the “Cultural Heritage Protection Law”, and that need to be revise, it is also necessary to grasp perfection of revision. All localities must also formulate corresponding local cultural regulations on the basis of the local cultural work reality.

Persisting in equally stressing law enforcement and legislation, forcefully strengthening cultural law enforcement strength. Continuing to propagate and disseminate cultural law and regulation knowledge across the entire country, making cultural laws and regulations deeply enter people’s hearts. Establishing and completing administrative culture redress systems. Completing cultural market inspection organs, substantiating cultural market inspection teams, improving law enforcement work conditions.

 

(3) Implementing cultural economic policies, strengthening cultural undertaking input.

Expanding input into cultural undertakings, encouraging social investment to initiate culture, progressively shaping fundraising mechanisms and multi-channel input systems adapted to the requirements of the Socialist Market Economy. Implementing a series of cultural economic policies put forward by the 6th Plenum of the 14th Party Congress and in other documents. All levels’ controlling departments for culture must, under the leadership of the Centre, the State Council and local Party Committees and governments, vigorously coordinate with relevant department to implement and use all following policies: the policy that the expansion extent of cultural undertaking input is not lower than the extent of growth of financial income, the policy of levying cultural undertaking construction fees; the policy of establishing and completing special fund systems for cultural undertakings; the policy to encourage social forces to subsidize cultural undertakings; the policy to expand input into less-developed Central and Western regions and ethnic minority regions’ cultural undertakings; the policy to  properly use a certain proportion of border construction funds and ethnic region development funds for cultural undertaking construction; the policy to expand subsidy funds for the “10000 Li Border Culture Long Corridor”; the policy to grant financial guarantees to government-initiated public culture undertaking work units; the policy to grant a single category for special appropriations budgets from public library purchasing budgets in all levels’ financial budgets, and progressively expend it following economic growth and the extent to which book prices rise; the policy to expand support strength for spiritual products reflecting national and ethnic learning and artistic levels; the policy to expand support strength to art schools and performance troupes representing national levels, and localities with State focus cultural heritage protection work units, that have a representative level, and ethnic characteristic art troupes, the policy to continue to implement the “Four Priorities” of cultural facility construction, culture and art talent fostering, foreign-oriented cultural exchange and cultural heritage protection for ethnic minority regions’ cultural undertakings, etc., etc. Realistically resolving the problem that the quantity of inputs into cultural undertakings is on the low side, and that proportions are on the low side.

Continuing to perfect relevant cultural economic policies. Striving to clearly provide and implement a zero-tax rate in adjustable tax for investors constructing cultural facilities such as museums, art galleries, concert halls, theatres, cinemas, etc., as well as cultural work unit personnel residences implementing tax exemption, reduced tax rates, tax rebate after levying, tax returns and a number of other different preferential tax policies for cultural undertaking work units launching paid-for services and many sorts of operations, as well as income obtained by newly-established economic bodies, differentiating different categories of work units; implementing multi-channel and multi-form fundraising policies, which mainly include: all levels’ banks broadening lending to cultural undertakings, and implementing low-interest, government discounts and other preferential policies to public interest-type cultural programmes and activities; bringing large cultural enterprises and groups into domestic debt and share distribution planning policies, establishing policies for cultural investment funds, cultural economic development funds, culture and art development funds, cultural scientific research and development funds and cultural heritage protection funds, all levels’ financial departments establish policies for revolving funds for cultural industry development, supporting cultural industry start-up, supporting focus programme launching, etc.

 

(4) Developing cultural industries, strengthening cultural vitality

Further liberating thoughts, transforming concepts, according to the requirements of the Centre’s “Two Basic Transformations”, at the same time as organizing all undertakings well, continuing to launch “subsidizing culture with culture” activities, fully utilizing cultural resources to initiate cultural industries, and progressively shaping economies of scale, incessantly strengthening the self-regulation capacity and “self-help” functions of cultural undertakings under the conditions of the Socialist market economy.

Eastern coastal regions must develop towards high-level and upscaled industry. Central and Western regions must create conditions to strive to reach the level of the Eastern regions in the “Eighth Five-Year Plan” period during the “9th Five-Year Plan” period. Cultural industries’ output value is to grow annually by 15% or more. Striving to achieve that cultural work units meeting conditions have a good product, and that every county has a pillar industry.

Focusing on supporting film and television production and audiovisual disc production sectors, the cultural tourism sector, the art intermediary sector, the information service sector, the culture and art training sector, the cultural entertainment sector, the stage facilities sector and other superior sectors having a guiding and pillar nature. Forcefully developing these products with high technology, strong market competitiveness and high efficiency.

On the basis of the new characteristics of the present stage of economic development and market competition, encouraging commercial culture work units to complement each others’ superiorities, stimulating the rational pooling of assets, talent, technology and other resources, shaping large-scale cultural enterprise groups with excellent talents, high and new technology, branded products and high-efficiency commercial work units as drivers, that operate across sectors and regions with assets as nodes. Strengthening management of intangible assets and real estate, preventing that State-owned assets are eroded through cooperation, partnerships, foreign investment, sale or replacement,   important cultural facilities’ and cultural work units’ real estate  sale or transfer to other users must be examined and approved by the controlling department for culture of one level higher.

It is necessary to continue to expand preferential policies and input support strength for cultural economies that are in the early growth phase. For work units launching commercial cultural activities, persisting in maintaining their nature and personnel allocation; persisting in not reducing funding because of income through commercial activities; persisting in not changing preferential policies related to commercial activity income to be used to subsidize culture; standardizing the distribution and application of commercial work units’ after-tax profit, dealing well with the relationship between subsidizing culture, market competition and enterprise development, within a certain period, permitting the complete or a certain proportion of it to be kept for use in commercial development.

 

(5) Realistically strengthening leadership over cultural work

All localities shall on the basis of the requirements of the “‘Ninth Five-Year Plan’ for the Development of Economic and Social Development and Long-term Prospects and Objectives for 2010 Outline” and the spirit of the resolution of the 6th Plenum of the 14th Party Congress and this Plan, integrating the realities of each, on the basis of earnest investigation and research, further formulating “9th Five-Year” plans for cultural undertaking development in their regions and long-term objective outlines for the year 2010, and bring them into the long-term planning for economic construction and social development in their regions, bring them into annual work plans, bring them into government budgets, earnestly organize implementation, strengthening inspection and supervision, making them become powerful weapons for conducting macro-level regulation of cultural undertakings.

Cultural undertakings are undertakings of the entire Party and the entire People, and are the basic undertakings of social development. Realizing that everyone can enjoy vigorous, healthy, rich and varied cultural lives, relates to the personal interest of every citizen. All levels’ Party Committees, governments and relevant departments shall give this high regard and forceful support, and must persist in “grasping with both hands, both hands must be tight”, deploying cultural work and economic work together, implementing it together and inspecting it together, “like completing economic work tasks, guaranteeing the completion of cultural work tasks”. All levels’ Party Committees and governments must further strengthen leadership and management over cultural work, realistically resolve the real problems in cultural work, stimulate the coordinated development of cultural construction and economic construction. All levels’ controlling departments for culture and the broad culture and art workers must further strengthen a sense of urgency and of responsibility for developing cultural undertakings, have staunch confidence, inspire spirits, do solid work, and struggle hard for the complete realization of the cultural undertaking development “Ninth Five-Year Plan” and long-term prospects and objectives for 2010 outline.

根据我国《国民经济和社会发展“九五”计划和2010年远景目标纲要》精神制定的《文化事业发展“九五”计划和2010年远景目标纲要》,已按照党的十四届六中全会精神作了进一步修改完善,并提交1997年1月20日至22日在北京召开的全国文化厅(局)长会议讨论

修改。现将部党组审定的《文化事业发展“九五”计划和2010年远景目标纲要》及李源潮副部长所作的说明印发给你们。请按照《纲要》精神,结合本地文化工作实际,安排好本地区、本部门工作,为顺利完成《纲要》提出的各项目标任务,繁荣和发展我国社会文化事业而努力奋斗。

文化事业发展“九五”计划和2010年远景目标纲要

社会主义文化事业是社会主义精神文明建设的重要内容,也是社会主义现代化建设的重要组成部分。建设有中国特色社会主义文化,是中华民族振兴、强盛,自立于世界民族之林的根本大计。繁荣发展社会主义文化事业,对于满足人民群众日益增长的精神文化生活需求,提高全民族思

想道德素质和科学文化素质,培养有理想、有道德、有纪律、有文化的社会主义公民,促进经济发展和社会全面进步,增强综合国力,具有不可替代的重要作用。

从现在起到2010年,是我国改革开放和社会主义现代化建设事业承前启后、继往开来的重要时期。改革开放和社会主义市场经济体制的确立,特别是党的十四届六中全会的召开,为我国社会主义文化事业的发展提供了极好机遇。我们要抓住时机,加快建设有中国特色社会主义文化

,使具有五千年悠久历史的中华民族文化再创辉煌,以崭新的姿态跨入21世纪。

根据《国民经济和社会发展“九五”计划和2010年远景目标纲要》,结合我国文化事业发展的实际,制定《文化事业发展“九五”计划和2010年远景目标纲要》。

 

一、“八五”期间文化事业的发展状况

“八五”期间,是我国由计划经济体制向社会主义市场经济体制过渡的关键时期,我国的文化事业在以江泽民同志为核心的党中央领导下,坚持邓小平建设有中国特色社会主义理论和党的基本路线,坚持“二为”方向和“双百”方针,积极推进文化体制改革,各项文化事业蓬勃发展,

取得了显著的成就。

各级文化主管部门坚持以邓小平建设有中国特色社会主义理论为指针,学习并运用这一理论的立场、观点、方法,对改革开放后,特别是在建立社会主义市场经济体制的新形势下,由于经济运作方式的变化而引发的文化领域中一系列重大理论问题和实践问题,诸如文化产品的商品属性

及其特殊性的关系,文化产品与文化市场的关系,社会效益与经济效益的关系,高雅文艺与通俗文艺的关系,民族文化与外来文化的关系,文化体制改革与经济体制改革的关系等重要方面,都进行了系统的研究和深入的探讨,作出了符合马克思主义原理的回答,从而在广大文化工作者中形

成了良好的理论学习之风,增强了文化队伍在正确认识基础上的团结,也提高了各级文化主管部门运用邓小平建设有中国特色社会主义理论指导文化工作实践的能力。

以艺术表演团体体制改革特别是中直院团改革为重点,积极稳妥地推进文化体制改革。按照改革要与建立社会主义市场经济体制相适应,与社会主义精神文明建设的要求相一致,与文化艺术自身发展规律相符合的指导思想,对中直院团进行了以改变国家对院团的资金投入方式,实行演

出补贴制为重点,建立国家与院团新型关系的第一步改革;以实施布局结构调整和考评聘任为重点,建立国家与院团、院团与演职员之间新型关系的第二步改革,相继取得了显著成效,初步形成了科学合理的布局结构、具有活力的运行机制和比较稳定的经费来源渠道。同时,其他各项文化

事业的体制改革也全面推进。按照党中央、国务院的统一部署,完成了中央和地方文化主管部门的机构改革,为建立与社会主义市场经济体制相适应的文化管理体制和有利于文化艺术事业发展的运行机制奠定了基础。

“八五”期间,特别是党的十四大以来,各级文化主管部门大力倡导高雅艺术、民族艺术和健康的通俗艺术,以精品生产引导普遍繁荣,以普遍繁荣促进精品生产,积极组织重点剧(节)目的创作生产和演出,涌现了一批思想性和艺术性都达到相当水平的新剧(节)目。其中弘扬主旋

律的作品占三分之二,艺术创作和生产呈现主题积极向上,形式健康多样的局面。以交响乐、京剧等为代表的高雅艺术和民族艺术愈来愈被人民群众所喜爱。全国2,689个国有艺术表演团体平均每年演出总场次达40余万场,年观众量约4亿人次,地市以上剧团每年创作演出的新剧(

节)目达300余台。每年一度的文化部“文华奖”评奖,五年中共有26台剧目获文华大奖,120台剧目获文华新剧目奖。共260人次在72项国际重大艺术比赛中获奖。社会业余文艺创作演出也十分活跃,每年一度的文化部“群星奖”,五年间共评出优秀作品和节目金奖75个,

银奖150个,铜奖250个。成功地举办了第三、四届中国艺术节,纪念梅兰芳、周信芳诞辰一百周年活动,纪念抗日战争暨世界反法西斯战争胜利50周年大型文艺晚会《光明赞》,一年一度的文化部春节电视晚会、新年音乐会、新年京剧晚会、新春音乐会(民乐)等大型活动,获得

社会普遍赞誉。

“八五”期间,包括娱乐、音像、美术、演出、电影、文物、文化艺术培训和书刊等在内的综合型文化市场得到迅速发展。坚持“一手抓繁荣,一手抓管理”的方针,按照繁荣与净化并重、保护性倾斜与限制性税控并重、政府管理与社会监督并重的文化市场管理思路,制定和颁布了一

系列加强文化市场管理的政策、法规性文件。持续开展“扫黄打非”,加强了文化市场的管理机构和稽查执法队伍建设,特别是对演出市场加大了宏观调控力度,改变了港台歌星充斥屏幕和舞台的不正常状况,对音像市场进行集中治理,初步形成了文化市场活跃有序、健康繁荣的局面。

文物工作坚持“保护为主,抢救第一”的方针,顺利完成了以西藏布达拉宫为代表的一批古建筑的维修工程,一大批濒临毁坏的文物得到有计划、有重点的抢救和保护。对三峡工程淹没区的文物进行了全面调查,并制定出抢救保护规划。“八五”期间,共实施维修保护和考古发掘项目

1,162项,其中较大型工程303项,新建和改建了一批博物馆及文物库房,有效地保护了大量馆藏文物。

文化立法的进程进一步加快,文化管理逐步走上法制化轨道。“八五”期间,由全国人大常委会、国务院和文化部(含国家文物局和文化部与其他部委联合)颁布实施了文化法规77件。其中,文化法律规定2件,文化行政法规3件,文化法规性文件5件,文化行政规章43件,文化

规章性文件24件。各地人大和政府也制定了一大批地方性文化法规和规章。

社会文化和少数民族文化事业有了长足的发展。“八五”期间,实施了“创建文化先进县”、“万里边疆文化长廊建设”、“蒲公英计划”,以及“文化扶贫”、“送戏下乡”等重点文化工程,涌现出120个全国“文化先进县”、83个“万里边疆文化长廊建设”先进地区和单位,

创建了13个“蒲公英农村儿童文化园”。社区文化、村镇文化、企业文化、校园文化都有很大发展。

全国艺术教育基本形成了门类齐全、多层次、多形式的办学体系,新增建中等艺术学校20所。全国中、高等艺术院校增加了适应社会发展需要的新专业,不断优化专业结构,拓宽办学路子,增强办学活力。“八五”期间向社会输送各级各类专业艺术人才4万余人,比“七五”期间增

长了8%。

公共图书馆从2,527座增至2,615座。初步建立了公共图书馆评估制度,47%的县级以上图书馆达到三级以上标准。汽车图书馆发展到176个。三分之一的地市级以上图书馆开始使用计算机。图书馆自动化集成软件进入应用阶段,个别省市实现了图书馆地区联网,中国机

读目录向国内外发行,数据库建设开始起步。各级图书馆的服务能力和服务水平有了明显提高。

文化科技与文化艺术理论研究有了新的发展,取得了200多项文化科技成果,其中12项荣获国家科技进步奖和发明奖。《十大文艺集成》的编纂工作进展顺利。完成了《中国戏曲通论》、《戏曲艺术概论》、《中国话剧史》、《中国美术史》等国家重点课题。

对外、对港澳台地区文化交流渠道进一步拓宽,交流面不断扩大,交流项目、品种和人次都有较大增长,派出的交流项目达4,652起,来华2,385起,对增进与各国人民的了解和友谊,促进祖国统一和港澳回归产生了积极的作用。

全国文化系统利用自身资源优势开展的有偿服务、多种经营即“以文补文”活动取得新的进展。一些地方向产业的多层次、规模化方向发展,自我发展能力有所增强。

兴建了陕西省历史博物馆、上海图书馆、福建省图书馆、上海博物馆、西藏图书馆等一批大型文化设施。

“八五”期间,文化事业发展存在的主要问题是:文化事业发展落后于经济发展和社会其他领域的发展;一些地方对文化工作重视不够,没有摆到应有的位置;文化事业投入总量偏少,比例偏低;在文化事业总体有很大发展的同时,文化站等基层文化阵地有所萎缩;“六五”就提出的

“县县有图书馆、文化馆,乡乡有文化站”的目标仍未实现;图书馆购书经费严重短缺,新书入藏品种和数量连年下降;文化设施不足,现有设施相当一部分破旧落后;文化艺术人才特别是尖子人才仍很缺乏,文化艺术队伍结构不合理、整体素质有待提高。

 

二、指导方针与奋斗目标

(一)指导方针

1、坚持以马克思列宁主义、毛泽东思想和邓小平有中国特色社会主义理论为指导,坚定不移地贯彻党的基本路线和基本方针,坚定不移地贯彻“两手抓、两手都要硬”和“精神文明重在建设”的方针,不断满足人民群众日益增长的精神文化需求,提高文化生活质量,促进社会全面进

步,为培养有理想、有道德、有文化、有纪律的社会主义公民,提高全民族的思想道德素质和科学文化素质作出应有的贡献。

2、坚持“为人民服务,为社会主义服务”的方向和“百花齐放、百家争鸣”的方针,“以高尚的精神塑造人,以优秀的作品鼓舞人”,弘扬主旋律,提倡多样化,创作无愧于伟大时代的优秀作品,把美好的精神食粮奉献给人民。广大文艺工作者要深入群众,深入生活,丰富充实自身

,坚持普及与提高相结合,促进社会主义文艺事业的全面繁荣和发展。

3、坚持“古为今用,洋为中用”、“推陈出新”的方针,继承和弘扬优秀民族文化,积极引进和吸收世界各国优秀文化艺术成果,繁荣和发展我国社会主义文化艺术。

4、坚持把社会效益放在首位,力求实现社会效益和经济效益的最佳结合。进一步完善文化经济政策,加大投入,逐步形成“有利于把社会效益放在首位的环境和条件”。

5、坚持“一手抓繁荣,一手抓管理”的方针,大力培育和发展社会主义文化市场。扶持积极向上、文明健康的文化产品,引导文化消费,繁荣文化市场,丰富文化生活。进一步加强文化市场管理,规范市场行为,维护合法经营,打击非法经营,保护知识产权,坚持不懈地“扫黄打非

”,促使文化市场朝着活跃有序、繁荣健康的方向发展。

(二)总体目标

“九五”时期,文化事业发展的主要目标是:初步建立与社会主义市场经济体制相适应,与社会主义精神文明建设要求相一致,与文化艺术自身发展规律相符合的文化事业管理体制和运行机制;重点办好50个代表国家水平和具有地方、民族特色的艺术表演团体,创作100部思想性

艺术性统一,具有强烈吸引力和感染力,为人民群众喜闻乐见、雅俗共赏的艺术精品;全面实施“创建文化先进县”、“万里边疆文化长廊建设”、“蒲公英计划”、“文化扶贫”、“知识工程”、“金文工程”等重点文化工程;建设50座以国家大剧院为代表的图书馆、博物馆、群艺馆

、美术馆、剧院等展示国家和地区形象的标志性文化设施;健全和巩固全国城乡文化网络,建成500个具有示范作用的文化先进地区;培养100名杰出的艺术家、民间艺术大师和一批跨世纪优秀文艺人才和管理人才;新公布500处全国文物保护单位,进一步扩大对外和对港澳台地区

的文化交流;现代科学技术在文化领域得到广泛应用;文化产业结构合理,初具规模;文化市场发育完善、繁荣健康;初步建立与发展社会主义文化事业相适应、具有中国特色的较为完整的文化法规体系;文化活动丰富多采,人民群众文化生活达到小康水平。

到2010年,文化事业发展的远景目标是:建立起比较完善的文化事业管理体制和充满活力的运行机制;文化事业资金投入渠道进一步拓宽,文化事业发展的物质基础和条件得到很大改善;基本建成以文化电子信息服务网络为核心的“金文工程”;国家大剧院、国家(艺术)博物馆

等一批国家和地方的重点文化设施相继建成,各类文化设施星罗棋布,遍布城乡;各艺术门类互相补充,互相促进,呈现百花齐放繁荣发展的良好局面;公益性文化事业蓬勃发展;文化法规体系较为完善;文化市场繁荣活跃;文化产业化程度有很大提高;文化消费在人们日常消费中的合理

比例增大,文化生活质量显著提高,中华民族优秀文化在国际上的影响日益扩大。

 

三、基本任务和具体目标

(一)文学艺术事业

集中力量,统筹规划,重点组织好艺术精品的创作和生产。“九五”期间,创作舞台艺术精品100台。中直院团每年创作演出10台优秀剧(节)目,各省、自治区、直辖市直属艺术表演团体分别推出2至3台新创作的优秀剧(节)目。创作出一批优秀的文学、美术作品。建立重点

剧(节)目评审制度,加强对重点剧(节)目创作生产的指导和协调工作,初步形成符合艺术规律的重点剧(节)目创作、排演机制。

加强对文艺评奖的管理,完善文艺创作的激励机制。继续办好“文华奖”,在原有奖项的基础上增设“文华新节目奖”、“文华文学奖”、“文华美术奖”、“文华组织奖”。各地也要办好本地区重大的有代表性的文艺评奖。建立优秀剧(节)目宣传和推广制度,对在“文华奖”等文

艺评奖中获奖的优秀剧(节)目要有计划地组织展演、移植等活动,扩大获奖作品的社会影响。

加强演出经营管理,逐步建立适应市场经济体制的演出机制。中直院团和各省、自治区、直辖市直属院团每院(团)每年演出不少于100场,市、县级剧团一般每团每年演出场次不少于200场,在边远山区和少数民族地区的县级剧团,每团每年演出场次不少于100场。全国国办

艺术表演团体每年演出总场次达到50万场。

加强艺术人才培养,提高艺术人才的整体水平和综合素质,建立科学、合理的艺术人才结构。加强剧目工作室(创作室、艺术室)建设,建立文艺创作的补贴和奖励制度,扶持艺术精品的创作。每省、自治区、直辖市建立一至两个文艺创作基地,为作家、艺术家深入群众、深入生活提

供必要的条件。到2000年全国要培养并评选出100名优秀青年表演艺术家,100名优秀青年作家、画家、编剧、导演、舞台设计制作、艺术评论等专家,100名优秀艺术表演团体经营管理人才。根据表演艺术的规律和特点,基本实现中直院团和各省、自治区、直辖市直属院团艺

术人员年轻化。形成全国艺术人才合理、有序流动的机制。

与完善知识产权保护体系相结合,建立与社会主义市场经济相适应的演艺人员和剧(节)目有偿使用制度。对剧(节)目的移植、复制、播映、演职员的使用和经济补偿等方面进行规范,加强演艺行业管理,保护各有关方面的合法权益。

继续深化艺术表演团体体制改革,重点推进地方国办艺术表演团体体制改革,到2000年,完成全国艺术表演团体布局结构的调整,建立与各地经济、社会发展水平相适应、满足人民群众文化生活需求的布局结构,充满活力的运行机制和长期稳定的经费来源渠道。

建立艺术表演团体评估制度,针对不同类型剧团的特点,制定配套的管理措施和扶持政策。对代表国家、民族艺术水平的剧院(团)要加以保护。办好代表国家艺术水平的院团。进一步加强县级剧团和民间职业剧团的管理,稳定基层专业艺术队伍。

建立政府宏观管理文学事业的体制。规范美术事业管理,健全美术品的收藏和展览制度,重视美术馆和画院的建设。积极开展健康的文艺评论,发挥文艺评论的正确引导作用,促进艺术创作的繁荣。进行艺术形式的改革和创新,探索适应时代发展、群众审美要求和欣赏水平的新的艺术

样式。

办好三年一届的中国艺术节,以及一年一度的文化部春节电视晚会、新年音乐会、新年京剧晚会、新春音乐会(民乐);组织好“’97香港回归”、“’99澳门回归”、“建国50周年”、“迎接新世纪”等大型庆典文艺活动。

(二)艺术教育事业

从培养跨世纪的社会主义文化艺术人才的战略高度,优先发展艺术教育事业。各级各类艺术院校要按照“三个面向”的要求,加强学生世界观、人生观和价值观的教育,普遍加强艺术人才的素质教育,为社会主义精神文明建设和文化艺术事业发展,培养德、智、体等方面全面发展的各

级各类艺术人才。到2000年,各级各类艺术人才培养的总量基本满足我国文化艺术事业发展和现代建设的需要,形成具有中国特色的面向21世纪社会发展需要的艺术教育体系基本框架。

高等艺术教育要面向社会办学,注重提高办学质量和办学效益。重点办好本科、研究生层次教育,建设好现有博士、硕士研究生学科专业点。适度发展专科教育,重点培养应用型艺术人才。适度发展留学生培养规模。集中力量建设好现有高等艺术院校,力争有1—2所部属高校和一批

重点学科进入“211”工程。到2000年,全国高等艺术院校在校生28,500人,招生9,100人,毕业生7,700人。

大力发展中等艺术教育,培养各类实用型中等艺术人才。到2000年,各省、自治区、直辖市要重点建设好1—2所适合当地发展特色的综合性的骨干中等艺术学校。全国要建立15所国家级重点中专和25所省部级重点中专。全国中等艺术学校在校生约达45,000人,招生2

0,000人,毕业生16,000人。有条件的国家级重点中专试办高中后职业教育,探索高等艺术职业教育发展的新路子。

积极发展以岗位培训和继续教育为重点的成人教育。建立全国文化艺术从业人员在岗和转岗培训制度。成人学历教育应向多样化、职业性方向发展。到2000年,成人学历教育在校生总数达到普通高等艺术学校在校生总数的35%。

(三)社会文化事业

加强基层文化建设,充分发挥群艺馆、文化馆、文化站的作用,进一步发展健康活跃的社区文化、村镇文化、企业文化、校园文化。积极开展多层次、多样式的便于广大群众参与的节、假日文化活动和广场文化活动。搞好各具特色的群众文化节。积极保护、挖掘、弘扬优秀的民族、民

间、民俗文化艺术。进一步完善群众文艺评奖制度,继续办好“群星奖”、“蒲公英奖”。到2000年,推出500个群众文艺创作优秀作品。

“九五”期间,继续加强县级图书馆、文化馆,乡镇文化站建设。采取中央与地方相结合的办法,解决文化站列编问题。建立和规范文化馆、站评估定级制度,实施分类管理。到2000年,全国50%的文化馆和乡镇文化站达到三级以上标准。加强社会文化事业管理人才培训,群艺

馆、文化馆专业管理人员60%以上达到大专水平;中级以上职称人数占总人数50%以上。

“九五”期间,要以提高农民素质为目标,以建设小康文化为主要任务,进一步加强农村文化工作。各地要把农村小康文化建设纳入当地经济和社会发展总体规划。健全县、乡(镇)、村三级文化网络,巩固农村社会主义文化阵地。坚持开展文化下乡、文化扶贫、万村书库活动,继续

实施“为农村儿童送戏工程”,发展流动文化车。加强对农村电影发行放映工作的管理,发展和巩固农村基层放映队。大力扶植群众业余演出队、民间剧社,到2000年,文艺队由“八五”时期的4万个增加到5万个;民间剧社发展到6,000个;民间艺人增加到2万人。继续推进“

文化先进县”创建活动,到2000年,有500个县(地区)进入全国和省级文化先进县行列,并建成300个各具特色的艺术之乡,100个少儿文化艺术培训基地。继续推进一些省、区的文化工程。

大力发展少儿文化事业。认真落实文化部、国家教委、广电部、新闻出版署等八部委共同制定的少儿文艺“蒲公英计划”,加强少儿文化工作的行业管理,完善监督保障机制。抓紧实施少儿文艺“蒲公英计划”第二期建设。到2000年,力争建成国家和省级农村儿童文化园100个

;生产儿童剧目80台,儿童影片60部,电影动画片750本(约7,500分钟),儿童电视剧400集,儿童电视小品250集,儿童电视动画片5,100分钟,儿童广播剧100集,儿童广播专栏50个。省、自治区、直辖市和地区(市)的群艺馆、文化馆设少儿部,县(区)

文化馆、有条件的乡镇文化站设少儿文化活动室,所有的地(市)和50%的县设立业余儿童艺术学校(班)和艺术团,省、自治区、直辖市和有条件的地区(市)建立少儿文化中心和独立的公共少儿图书馆。

(四)少数民族文化事业

充分发挥少数民族地区的优势,开发利用少数民族地区丰富的文化资源,因地制宜搞好少数民族地区的各项文化建设,促进各民族文化的共同繁荣。逐步改变少数民族地区文化事业相对落后的状况,使之与全国文化事业同步发展,与当地经济发展相适应。“九五”期间建成5个文化模

范自治州、20个文化先进自治县。每个少数民族培养出1至2名艺术水准高、被社会公认的歌唱家和1至2名舞蹈家,有一首代表性歌曲。

搞好万里边疆文化长廊建设,并以此促进边疆少数民族地区文化事业发展。到本世纪末,要在边疆地区新建、扩建(改建)图书馆、文化馆、文化站、军营文化中心、俱乐部、青年之家、妇女之家、儿童文化园、工人文化宫、林业工人乐园、农场俱乐部等文化设施约4,500个,培

养和造就一支由专业文艺工作者、群众文艺骨干、文化管理人才组成的文化队伍,使边疆一线文化设施齐全,文化队伍壮大,文化活动丰富多彩,构成布局合理、成龙配套的环形文化网络。

保护和发展少数民族文化艺术,继承少数民族优秀文化艺术传统。继续办好少数民族艺术“孔雀奖”,“九五”期间创作出100台少数民族优秀剧(节)目,扶持少数民族剧种建设,促进少数民族文艺繁荣和发展;办好第二届全国少数民族文艺汇演;组织开展形式多样的民族文化活

动,不断满足各族人民群众不同层次的文化生活需求;增强少数民族地区艺术表演团体的活力,弘扬乌兰牧骑精神,更好地发挥这些艺术表演团体在繁荣和发展民族艺术、深入基层为各族人民群众服务方面的作用。

加强少数民族地区的文化设施建设。到2000年,在30个自治州中80%以上建有博物馆。在地广人稀的地方建立包括图书馆、文化站在内的综合性多功能的县级文化活动中心。在牧区、山区、戈壁、沙漠等地方发展多功能流动文化车150辆。逐步为乌兰牧骑和乌兰牧骑式文艺

演出队更新和配备下乡服务的汽车200辆。

继续开展文化援藏工作,落实“文化援藏计划”,“九五”期间完成50个文化援藏项目。加强少数民族文化艺术人才培养,中央和有关省、自治区、直辖市艺术院校继续开办少数民族班,“九五”期间开办15个少数民族大专班。

(五)图书馆事业

“九五”期间,图书馆要在填平补齐、扩大规模的基础上,以图书馆现代化建设为中心,注重提高质量,优化藏书结构,促进资源共享,增强服务能力,扩大图书馆的服务区域和信息市场占有率,使文献资源信息成为国家信息高速公路的主信息流和经济、科技、文化发展的重要支柱。

 

加强图书馆事业行业管理,建立和规范图书馆登记、评估制度。完善图书馆内部管理。

按照“区域覆盖,就近服务”的原则,基本建成藏书丰富、类别齐全、布局合理的国家、省、市、县、乡五级图书馆网络。进一步改善图书馆设施条件,新建一批作为地区标志性建筑的图书馆。继续发展汽车图书馆,到2000年发展到300个。全国县以上公共图书馆每年平均新增

藏书量1,000万册,到2000年,县以上图书馆藏书总量达到3.8亿册。加强地方文献和特色文献收藏,搞好各种缩微、音像和电子文献的收集工作,开办电子阅览室,进行数字化图书馆的研究和试验。建成中国古代、近代至现代出版的全部图书文献书目数据库,有计划、有重点

地建设各种地方文献数据库,开发、引进满足社会需求的各类专题数据库和全文数据库,逐步形成社会效益和经济效益相结合的文献信息服务市场。

实施以倡导读书、传播知识、推动社会文明与进步为目的的“知识工程”。以公共图书馆为主体,开展各种类型的全国和地区性的读书活动,进行爱国主义、集体主义、社会主义教育和科学、文化、道德、法制教育,传播精神文明,引导人们爱书、藏书、读书、用书,创建“文明图书

馆”。

到2000年,全国的省级图书馆、地市级图书馆和40%的县级图书馆实现自动化管理,初步建立“中国图书馆信息网络”(CLINET)即“金图工程”,到2000年,地市级以上图书馆基本入网,县级图书馆入网率达到30%以上,并成为国家信息高速公路的重要组成部分

。先期发展京、津、沪、珠江三角洲和长江三角洲地区及自动化发展有一定基础的省市图书馆的计算机网络建设,并与INTERNET国际网络和国内其它主要信息网络互连,实现信息资源共享和电子文献传输。加强图书馆信息网络的标准化、规范化工作及规划、组织、协调工作,推广

使用有关图书馆自动化的国家标准和文化行业标准。到2010年,县以上公共图书馆实现联网。

建设一支高素质的图书馆工作人员队伍。在一些重要业务岗位实行持证上岗制度,培养跨世纪的图书馆专业和管理人才,重点培养适应新型信息服务的人才。

(六)文化科技与文艺研究

大力发展文化科技事业,重视现代科学技术对文化事业发展带来的巨大变革与影响,增强文化艺术事业在现代化社会的适应与发展的能力。充分利用现代高新技术和手段,提高文化事业发展中的科技含量,增加对文化科技的投入,加速文化科技成果向现实生产力的转化。“九五”期间

要把握世界高技术发展趋势,重点建设与高科技相结合、具有先导产业性质的文化电子信息服务网络即“金文工程”。这一工程主要包括国家文化艺术管理信息网络,中国图书馆电子信息网络(金图工程),艺术资源信息网络,文物、博物馆资源信息网络,文化市场管理及社会服务信息网

络,对外文化宣传、交流信息网络等建设。充分利用现代传播技术,利用自身人才和文化资源优势,进行影视、广播剧的制作和音像光盘制品的开发与生产。

“九五”期间,文化科技重要领域达到八十年代世界先进水平,舞台电子调光控制技术继续保持与国际同等水平,积极采用电子技术、计算机技术,开展现代化剧场灯光音响控制系统、舞台机械系统的研究并注重形成产品,力求上规模、上档次。舞台技术、乐器科技、艺术嗓音防治、

计算机应用以及图书馆科技等领域有新的发展。

在充分利用传统文物科技保护技术的同时,加强多部门、多学科的合作与项目攻关。推广运用现代化高新科技手段,重点研究考古发掘现场有机物提取和保护技术;土质遗址保护、石质文物保护技术;潮湿环境下壁画和彩塑的保护;木构建筑防虫防霉技术;文物保护环境因素及质量标

准等项目,力争达到或超过世界先进水平。

加强文化艺术理论研究,调整文化科研布局,搞好重点学科建设。在重视基础理论研究的同时,加强文化事业现状和发展的对策性研究。到2000年,推出全国艺术科学重点研究专著10部,青年优秀理论专著和地方重点理论专著各10部,完成“有中国特色社会主义文化理论建设

丛书”的编写出版工作,基本完成《十大文艺集成》的整理编辑和出版工作。

(七)文化市场管理

大力发展和繁荣社会主义文化市场,继续从总量、布局、结构和效益等方面加大对文化市场的宏观调控,从以发展规模数量为主,转向以讲求质量效益为主,促进城市和乡村、内地与边远地区文化市场的协调发展,使文化市场布局结构更趋合理。

按照国务院关于文化部门归口管理文化市场的要求,进一步理顺文化市场管理体制,加强归口管理。音像市场重点抓好音像制品批发、租赁业,积极推进京、沪、汉、穗四大音像批发市场试点工作,逐步形成以大、中城市为中心的音像批发销售体系,建立音像制品租赁网络,实现连锁

化经营;演出市场实现演出与经营管理规范化、科学化、现代化为目标,在条件具备的城市建立演出市场电脑联网售票试点,争取“九五”期末实现全国联网。建立3至5个与国际市场接轨的演出经纪机构;加强娱乐市场的管理,大力发展适合广大群众消费水平的健康有益的文化娱乐场所

,严格控制高档文化娱乐场所,严禁以发展文化、旅游为名,兴建宣扬封建迷信的场所;加强美术市场管理;建立艺术品鉴定机构,评定200个国家一、二级画廊,在全国建立起3至5家集艺术创作、学术交流、艺术品展览交易为一体的艺术品交流中心;加强和改善对社会流散文物的保

护管理工作,对国有文物经营单位和外销文物的商店从数量上进行总体规模控制,完善经营机制,充分发挥其在文物流通中主渠道作用。建立并完善文物拍卖管理办法,规范文物收购、流通、拍卖、收藏的管理,打击文物走私,增设文物出境鉴定机构,从现有17个增加到30个以上。打

击电影发行放映中走私影片和侵权盗版行为,加强电影市场管理。

继续完善文化市场管理法规体系,健全文化市场执法机构,充实执法队伍,加大执法力度,“九五”期间落实全国文化稽查队的行政编制;维护合法文化经营,保护知识产权,大力扶持健康的文化产品,使合法、健康的文化产品的市场占有率逐年提高。建立和完善文化市场管理监督机

制。建立文化经营行业协会,增强行业自律。加强文化市场理论建设,促进文化市场管理的科学化和规范化。

(八)对外文化事业和对港澳台地区文化交流

切实加强和完善对外文化工作的归口管理。进一步理顺体制,改进工作,既要加强宏观调控,又要调动各方面的积极性。充分发挥文化外交和文化宣传的独特优势,进一步推动中国文化走向世界,积极引进外国文化艺术优秀成果。

双边文化交流与合作要加强官方交流的主导和示范作用,根据我国外交政策和不同国家、不同地区的的实际情况,有针对性地做好政府间的交流与合作;在保证交流质量的前提下,不断扩大对外文化交流的规模和范围;集中财力和人力搞好重大对外文化交流活动,推动对外文化交流工

作的全面发展。

多边文化交流要完善管理机制,统筹规划,积极参与国际艺术比赛,力争取得优异成绩,充分展示当代中国艺术发展水平。有重点地扶持国内已有的国际比赛和艺术节,继续办好“吴桥国际杂技节”、“上海国际芭蕾舞比赛”、“武汉国际杂技节”,筹办国际小提琴、钢琴比赛和国际

民族、民间音乐、舞蹈节等有一定影响的国际艺术比赛。到21世纪初,使我国成为亚洲地区高水平的和在世界上具有较大影响的国际文化活动中心之一,进一步确立我文化大国的国际地位。

有计划地把我国戏曲、杂技、民族音乐、歌舞等门类的艺术精品推向国外,使之进入世界艺术殿堂。在世界重点国家和地区举办或参加艺术展览、艺术表演、文物展览等综合性的大型文化活动。有选择、有计划地引进外国优秀文化艺术精品,努力办好交响乐年、歌剧舞剧年、民族音乐

年、民族歌舞年、美术年等国际艺术年活动。每年至少举办一起世界一流水平的艺术展览。

“九五”期间,在扩大规模、拓宽范围的基础上,努力提高外宣品的质量;初步实现宣传手段的现代化,提高对外文化宣传的整体能力。每年编印出版并更新《中国文化》专集;每年向驻外使、领馆提供20余个主题外宣片,拍摄《中国艺术》系列短片;每年组织两套高水平的艺术展

览品到世界各地有影响的展览机构巡回展出。加强文化外事干部队伍建设,增设驻外文化处、组,增派驻外文化干部,扩大对外文化工作的覆盖范围。

围绕’97香港回归祖国,’99澳门回归祖国两件大事,扩大对香港、澳门地区的文化交流,做好人心回归工作。筹备设立对港澳台地区文化交流基金。对台文化交流工作要按照中央对台工作方针,统一规划,加强协调,以民促官,增进往来。在港澳设立文化艺术传播机构,增强对

外文化传播辐射力,使港澳成为对外文化交流的窗口。有选择地资助高水平的艺术团体或个人以非商业性质赴港澳台开展文化交流,不断增强港澳台同胞对祖国文化的认同感。

(九)文物博物馆事业

继续坚持“保护为主,抢救第一”的方针和“有效保护,合理利用,加强管理”的指导思想,建立适应社会主义市场经济体制,符合社会主义精神文明建设要求和文物保护规律,国家保护为主同时动员全社会参与的文物保护体制。各级文物保护单位要进一步深化内部管理体制改革,提

高管理水平。

“九五”期间,继续做好文物调查,特别要集中力量完成边疆和少数民族地区的文物调查,重点做好南海和渤海水下文物普查。新公布国家级重点文物保护单位500处左右,省级文物保护单位4,000处左右,县级文物保护单位10万余处。加强和完善大遗址的保护与管理,重视

野外文物保护与管理,对一批重要古建筑、石窟和革命遗址实施保护维修。继续搞好三峡工程地区文物抢救性发掘与保护,并将其纳入三峡工程建设的总体规划。

有重点地开展考古发掘与研究,积极开展与夏商周断代工程相关的考古工作,加强古代城市和边疆及少数民族地区的考古发掘和研究。重视和加强现代科学技术在考古工作中的应用。每年平均安排大中型考古发掘项目800—1,000项,其中配合经济建设进行的考古发掘项目应达

85%以上。积极稳妥地开展涉外考古工作,逐步使中国考古学走向世界。

建立以国家级博物馆为龙头,省、自治区、直辖市博物馆为骨干,带动地方、行业及私人博物馆全面发展、布局合理的博物馆体系,力争到2000年我国博物馆总数达到2,000座,2010年达到2,500座。不断丰富馆藏文物,做好馆藏文物特别是珍贵文物的清理、建档工

作,编制《全国博物馆一级藏品总目录》,并尽快完成二、三级藏品的鉴定和建档工作。“九五”期间全国博物馆每年要推出40个精品展览,年观众数量达到2亿人次以上。充分利用博物馆、纪念馆和有关文物保护单位进行爱国主义、革命传统和历史唯物主义教育,搞好爱国主义教育基

地建设。

培养造就一批热爱文物工作的学科带头人和高级管理人才,逐步形成合理的人才配置,基本满足文物博物馆事业发展的需求,形成一支在文物、考古、博物馆、文物保护科技等方面具有敬业精神,学术造诣较深的文物保护专家、学者队伍。充分利用我国的文物优势,拓宽文物对外交流

与合作的渠道,加强文物展览、文物保护技术和文物保护科研人员等方面的交流与合作。

(十)文化设施建设

按照合理布局、优化结构、突出重点的原则,大力加强公益性文化基础设施建设。“九五”期间完成“市市有博物馆,县县有图书馆、文化馆,乡乡有文化站”的建设任务。直辖市、省会城市和有条件的大中城市,要有重点地规划建设一批展示国家或地区形象、与经济发展水平相适应

的图书馆、博物馆、美术馆、大剧院、群艺馆等标志性文化设施群体。国家重点艺术院团、重点艺术院校都建有一个剧场,其它艺术团体和部属院校建有排练厅。加强电影院、影剧院的建设。要注重危旧房屋设施的维护改造,有计划有步骤地改建、重建现有落后破旧的文化设施。

今后5—15年,重点进行国家大剧院、国家(艺术)博物馆、北京图书馆二期工程、中国历史博物馆和中国革命博物馆扩建工程的建设。“九五”期间,有计划地兴建中国戏曲学院排练场、北京市锦华娱乐大厦、首都图书馆新馆,天津自然博物馆、平津战役纪念馆、天津杂技剧场,

河北省艺术中心,山西大剧院,内蒙古自治区图书馆新馆,辽宁省博物馆、省艺术中心,吉林省图书馆、省博物馆、省群艺馆,黑龙江省文化中心、省图书馆新馆,上海马戏城、东方音乐厅,江苏大剧院、省美术馆新馆、南京图书馆新馆,浙江图书馆新馆、浙江自然与科学博物馆标本陈列

楼,安徽省图书馆、省美术馆,福建大剧院、福建省博物馆,江西省群艺馆、省博物馆,山东省图书馆新馆、省音乐厅,河南艺术宫,湖北剧场、武汉音乐厅,湖南省历史博物馆、省多功能影剧院,广东省演艺中心、广东星海音乐厅,广西民族文化艺术中心、广西自然博物馆,海南省图书

馆、省歌舞剧院,四川省博物馆新馆、图书馆新馆、省文化交流大厦、省少儿活动中心,重庆文化艺术中心,贵州省博物馆改扩建工程、省图书馆新馆,云南省图书馆、省民族文化活动中心,西藏人民剧院,陕西省图书馆、陕西文化艺术城,甘肃敦煌艺术大厦,青海省博物馆、省民族文化

娱乐活动中心,宁夏自治区文化艺术中心、宁夏红旗剧院,新疆自治区群艺馆、新疆生产建设兵团“军垦博物馆”等一批省级文化设施。

各类公共文化设施建设要纳入城乡建设总体规划,安排较好地段,合理布局,方便群众,就近利用。在城市改造土地置换过程中,要保证文化设施相应等级的地段。拆除文化设施,要拆一建一。对于历史文化名城和文物遗存相对丰富的地区,争取财政部门从每年的城市维护费中划拨不

低于10%的经费用于文物的维修和保护。新建城市住宅小区按每平方米建筑造价的3%征收文化设施配套费,用于该小区的公益性文化设施建设。要对文化设施建设实行优惠政策,包括免费提供建设用地或减收土地租金,减免建设中的各种税费;在批租收入中要有一定比例的经费用于当

地公益性文化设施建设。

 

四、主要措施与政策保障

(一)深化文化体制改革,健全文化事业发展运行机制

进一步深化文化体制改革是文化艺术事业繁荣发展的根本出路。要按照精神文明建设的要求,遵循文化发展的内在规律,发挥市场机制的积极作用,继续推进文化体制改革。

文化行政管理部门要转变政府职能,建立强有力的宏观调控体系。对各类文化单位区别情况,分类指导,理顺国家、单位、个人之间的关系,逐步形成国家保证重点、鼓励社会兴办文化事业的发展格局。制订行业标准和规范,加强文化事业的宏观管理。对全国的文化市场以及艺术表演

团体、图书馆、博物馆和各类文化艺术活动进行行业归口管理。促进各类文化事业协调健康发展。

继续深化艺术表演团体、艺术院校、图书馆、博物馆、群艺馆、文化馆等文化事业单位的体制改革,加强内部管理,正确处理社会效益和经济效益的关系,逐步形成既有竞争激励又有责任约束的管理体制和运行机制,充分发挥国办文化的主导作用。

(二)加强文化法制建设,依法管理文化事业

各级文化行政部门要积极推进文化立法和执法工作,健全和完善文化法规体系。“九五”期间,制定出基本的文化法律和法规,初步建立起与发展社会主义文化事业相适应、具有中国特色的完整的文化法规体系。研究制订《文化法》,争取在下个世纪初出台,使之成为文化艺术行业的

指导性母法,为文化事业发展提供可靠的法律支持。力争尽快出台《文化市场管理条例》、《营业演出管理条例》、《文化娱乐业管理条例》、《艺术品经营管理条例》、《文化市场稽查条例》、《文化馆(站)条例》、《全国少年儿童文化艺术事业管理条例》、《公共图书馆条例》、《

博物馆管理条例》、《民族民间文化遗产保护条例》、《少数民族文化工作条例》、《文物市场管理条例》、《文物拍卖管理办法》、《历史文化名城保护条例》、《全国对外文化交流管理条例》、《关于调整对外文化归口管理职责范围的补充规定》、《中等艺术学校设置及管理办法》、

《国内外企事业单位赞助和参与对外文化交流活动的管理办法》、《对外文化归口管理奖惩办法》、《涉外艺术演出和展览的管理规定》、《社会赞助文化事业管理条例》、《全国艺术科学规划重点研究课题管理办法》、《全国艺术科学研究优秀成果评奖办法》等有关法规。并采取有效措

施把条件成熟的部门规章和行政法规上升为法律,争取在2000年之前制订出《图书馆法》;在2010年之前,制订出《文化市场法》、《博物馆法》,以改变现有文化法规效力层次低的状况。对已颁文化法规,要及时制定实施细则,认真落实。对《文物保护法》等立法时间较早,需

要修订的法律、法规,也要抓紧修订完善。各地也要根据当地文化工作的实际制定相应的地方性文化法规。

坚持执法与立法并重,大力加强文化执法力度。继续在全国宣传、普及文化法规知识,使文化法规深入人心。建立健全文化行政复议制度。健全文化市场稽查机构,充实文化市场稽查队伍,改善执法工作条件。

(三)落实文化经济政策,增加文化事业投入

认真贯彻国务院《关于进一步完善文化经济政策的若干规定》。各级文化主管部门要与有关部门具体商定“文化事业建设费”和“宣传文化发展专项资金”拨转文化部门使用的合理比例;制订鼓励“对文化事业捐赠”的具体规定;管好用好“优秀剧(节)目创作演出专项资金”、“万

里边疆文化长廊补助经费”等专项资金;落实国家对文化事业的财税优惠政策。加大对文化事业的投入,鼓励社会投资兴办文化,逐步形成适应社会主义市场经济要求的筹资机制和多渠道投入体制。

落实党的十四届六中全会决议和其他文件中提出的一系列文化经济政策。各级文化主管部门,要在中央、国务院及地方党委和政府的领导下,积极协同有关部门,落实和用好以下各项政策:即文化事业投入的增加幅度不低于财政收入的增长幅度的政策;开征文化事业建设费的政策;建

立健全文化事业财政专项资金制度的政策;鼓励社会力量资助文化事业的政策;对中西部欠发达地区和少数民族地区文化事业增加投入的政策;在边境建设费和民族地区发展经费中应有一定比例用于文化事业建设的政策;增加“万里边疆文化长廊”补助经费的政策;对政府兴办的公益性文

化事业单位给予经费保证的政策;对公共图书馆购书费在各级财政预算中予以单列,专款专用,并随经济增长和书价上涨幅度逐年增加的政策;对反映国家和民族学术、艺术水平的精神产品加大扶持力度的政策;对代表国家水平的艺术院校、表演团体和国家重点文物保护单位及有代表性的

地方、民族特色艺术团体加大扶持力度的政策,对少数民族地区文化事业继续实行文化设施建设、文化艺术人才培养、对外文化交流、文物保护“四优先”的政策,等等。切实解决文化事业投入总量偏少、比例偏低的问题。

继续完善有关文化经济政策。争取对博物馆、美术馆、音乐厅、剧场、影剧院等文化设施以及文化单位职工住宅建设的投资方向调节税明确规定实行零税率;对文化事业单位开展有偿服务和多种经营以及兴办经济实体获得的收入,区分不同类型的单位,实行减免税收、调整降低税率、

先征税后退税、税收返还等几种不同的税收优惠政策;实行多渠道、多形式筹资融资政策,其中主要包括:各级银行放宽对文化事业的贷款,并对公益性文化项目及活动实行低息或政府贴息等优惠政策;将大型文化企业、集团纳入国内债券和股票发行计划的政策;建立文化投资基金、文化

经济发展基金、文化艺术发展基金、文化科研发展基金和文物保护基金的政策,各级财政建立文化产业发展周转金,扶持文化产业启动,支持重点项目开发的政策等。

(四)发展文化产业,增强文化活力

进一步解放思想,转变观念,按照中央“两个根本转变”的要求,在办好各项事业的同时,继续开展“以文补文”活动,充分利用文化资源兴办文化产业,并逐步形成规模效益,不断增强文化事业在社会主义市场经济条件下的自我调节能力和“造血”功能。

东部沿海地区要向产业的高层次、规模化方向发展。中西部地区则要创造条件,争取在“九五”期间达到东部地区“八五”期间的水平。文化产业产值年均增长达到15%以上。力争有条件的文化单位有一个好产品,每个县有一项支柱产业。

重点扶植影视制作和音像光盘制品业、文化旅游业、艺术中介业、信息服务业、文化艺术培训业、文化娱乐业及舞台设备等具有先导、支柱性质的优势产业。大力发展那些高科技的、市场竞争力强、效益高的产品。

根据现阶段经济发展和市场竞争的新特点,鼓励文化经营单位之间优势互补,促进资产、人才、技术等要素的合理组合,形成以优秀人才、高新技术、名牌产品、高效益经营单位为龙头的,以资产为纽带的跨行业、跨地区的大型文化企业集团。加强无形资产和地产的管理,防止国有资

产在合作、合股、对外投资、出让、置换中的流失,重要文化设施、文化单位地产的出让和转作他用,要经上一级文化主管部门审批。

对于处于初级成长阶段的文化经济,要继续加大政策优惠和投入支持的力度。对开展文化经营活动的单位,坚持其性质和人员编制不变;坚持不因经营活动收入而抵减经费;坚持对经营活动收入用于补文部分有关优惠政策不变;规范经营单位税后收益的分配使用,处理好补文与市场竞

争和企业发展后劲的关系,在一定时期内允许全部或按一定比例留作经营发展使用。

(五)切实加强对文化工作的领导

各地应根据《国民经济和社会发展“九五”计划和2010年远景目标纲要》的要求和党的十四届六中全会决议以及本规划精神,结合各自实际,在认真调查研究的基础上,进一步修订本地区文化事业发展“九五”计划和2010年远景目标纲要,并将其纳入当地经济建设和社会发展

中长期规划,纳入年度工作计划,纳入财政预算,认真组织实施,加强检查和监督,使其成为对文化事业进行宏观调控的有力手段。

文化事业是全党全民的事业,是社会发展的基础性事业。实现人人享有积极健康、丰富多彩的文化生活,关系到每个公民的切身利益。各级党委、政府和有关部门对此应给予高度重视和大力支持,要坚持“两手抓,两手都要硬”,把文化工作和经济工作一起部署,一起落实,一起检查

,“象完成经济工作任务那样,确保完成文化工作任务”。各级党委和政府要进一步加强对文化工作的领导和管理,切实解决文化工作中的实际问题,促进文化建设与经济建设的协调发展。各级文化主管部门和广大文化艺术工作者要进一步增强发展文化事业的紧迫感和责任感,坚定信心,

振奋精神,扎实工作,为全面实现文化事业发展“九五”计划和2010年远景目标而努力奋斗。
