Notice concerning Strictly Implementing Relevant Rules on Editing and Publishing Speech Anthologies and Research Works on Major Party and State Leading Comrades
Recently, relevant departments have successively requested instructions with the Central Committee with regard to editing and publishing anthologies of major Party and State leading comrades’ speeches, as well as on editing and publishing works of major Party and State leading comrades’ thoughts and lives. Editing and publishing this sort of anthologies and research works is an extremely solemn work, the “CCP Central Committee Approval of the Central Propaganda Department and Central Documentary Research Institute ‘Instruction Report concerning Publishing, Issuing and Examination Rules for Works by Mao, Zhou, Liu, Zhu and Incumbent Central Standing Committee Members'” (ZF No. 33) and other such documents have made clear provisions concerning this. These provisions still have effect and must be continuously implemented strictly. In order to guarantee the authority and gravity of the editing and publishing of speech anthologies of major Party and State leading comrades, and works researching their thoughts and lives, with the agreement of the Central leading comrades, the following demands are reiterated and put forward:
I, Where it is requested that speeches by incumbent Politburo Standing Committee comrades included in Central Committee documents, Central Committee General Office documents and the “Central Committee General Office Circular” that have not yet been openly published, are openly published, the Central Committee General Office shall apply for approval with the Centre. Without approval, no department or work unit may publish them on its own initiative.
II, For public or internal publication of speech anthologies, extracts from discussions, topical work collections as well as all sorts of picture albums, audiovisual products or electronic publications concerning incumbent Politburo Standing Committee comrades, Central Committee Documentary Research Institute or another work unit appointed by the Centre is uniformly responsible for editing, the Central Committee General Office applies with the Centre for approval, no other work department, work unit or individual may engage in editing. Speech anthologies, extracts from discussions and topical work collections, are to be published without exception by the People’s Publishing House and the Central Documentary Publishing House, according to the established division of work, no other publisher may publish these.
III, Works and collections researching the thoughts and lives of incumbent Politburo Standing Committee comrades are generally not published; where it is requested that they are published because of special circumstances, the publisher reports this with the Administration of Press and Publication according to the rules for major topic filing; after the Administration of Press and Publication consults with relevant departments and puts forward an opinion, it reports this to the Centre, and a relevant publisher is appointed to publish it.
IV, In order to ensure that the spirit of the Party Centre can be timely, accurately and systematically disseminated to all levels’ Party organizations and the whole body of Party members, with the approval of the Centre, the “CCP Central Committee Office Bulletin” will set up a journal in January 1999, that will systematically publish Central Committee documents, Central Committee General Office Documents and speeches by Politburo Standing Committee comrades for internal reading.
