All provincial, autonomous region and municipal radio, film and television offices (bureaus), the three central stations:
Hereby, the “Provisional Radio and Television Mass-Participation Live Programme Management Rules” are issued to you, please obey and implement them.

Article 1: In order to strengthen management over mass-participation live radio and television programmes, guarantee the correct orientation of radio and television propaganda, on the basis of the “Radio and Television Management Regulations” as well as the Central Propaganda Department and SARFT “Notice concerning Strengthening Mass-Participation Radio and Television Live Programme Management”, these Rules are formulated.
Article 2: Mass-participation live radio and television programmes include:
1, live programmes or columns in which listeners or viewers participate through telephone hotlines and other forms, that are broadcast by radio stations, television stations, cable radio and television stations, radio and television stations;
2, live radio and television programmes and columns with on-the-spot participation by listeners and viewers;
3, programmes with on-the-spot relay of participation of listeners of viewers in another department.
Article 3: Radio stations, television stations, cable radio and television stations and radio and television stations offering mass-participation live programmes must conform to the following conditions:
1, having “delay equipment”, “storage telephones” and other technological guarantee measures;
2, having broadcast editing personnel with relatively high policy levels, skilled in mastering relevant operations and techniques;
3, Radio and television stations’ directors, producers and presenters must undergo training and have certificates for their posts, telephone editors, programme supervisors and other broadcast editing personnel must have middle-level or higher specialist technological qualifications;
4. having relatively perfect programme operation procedures and management regulations;
5. having response plans for unexpected situations.
Article 4: Mass-participation live programmes offered by radio stations, television stations, cable radio and television stations and radio and television stations must be approved by administrative radio and television departments. If the Central People’s Radio Station, China International Radio Station or China Central Television Station offer mass-participation live programmes, they must report this to the State Administration of Radio, Film and Television after obtaining signed agreement from the station head; mass-participation live programmes offered by provincial-level radio station, television stations and cable radio and television stations must be reported to the provincial-level radio, film and television office (bureau) for examination and approval after obtaining signed agreement from the station head, and be reported to the State Administration of Radio, Film and Television for filing; mass-participation live programmes offered by local (city) county-level or higher radio stations, television stations, cable radio and television stations or radio and television stations must be reported to the local (city) radio and television bureaus for examination and approval according to relevant regulations after obtaining signed agreement from the station head, and be reported to the provincial-level radio and television office (bureau) for filing.
Article 5: Radio stations, television stations, cable radio and television stations and radio and television stations applying to offer mass-participation live programmes, must submit written materials including the following content:
1. the name, used channel (frequency), times and a content description of about 300 characters of the programme or column;
2. the names, functions and specialist technology duties of the responsible person, editor, producer, director and presenter of the programme or column;
3. the model and quantity of “delay equipment”, “storage telephones” and other technological guarantee equipment to guarantee broadcast security.
Article 6: The responsible person of the work unit applying to offer mass-participation live programmes must be responsible over the programme or column applied for, examination and approving work units must supervise and manage approved programmes and columns.
Article 7: Concerning unauthorized mass-participation live programmes offered without approval, county-level or higher administrative and television departments order the broadcasting work unit to immediately cease broadcasting according to regulations, and a report for criticism issued.
Article 8: Where political accidents occur in mass-participation live radio and television programmes, county-level or higher People’s Government administrative radio and television departments order provisional cessation of the column in question according to regulations, conduct rectifications, and impose administrative punishment on the basis of the “Radio and Television Management Regulations” and other relevant regulations, the responsible persons in the work units and directly responsible persons are to be given administrative punishment. It may be decided in consideration of the circumstances whether broadcast of the provisionally ceased column is to be restored or not.
Article 9: Mass-participation live programmes already offered by radio stations, television stations, cable radio and television stations, radio and television stations, must be reported for approval procedures according to these Rules, before 31 December 1999.
Article 10: These Rules take effect on the date of promulgation.
