Notice Concerning Further Strengthening Television Drama Import, Co-Production and Broadcast Management
According to the spirit of relevant Central memos, In order to standardize television drama broadcast order, promote domestic television drama flourishing, further strengthen macroeconomic regulation of importing and coproducing television dramas, the relevant matter are hereby notified as follows:
I, Further giving high regard to and strengthening important television drama management. Strictly abiding by relevant provisions such as the “Radio and Television Management Regulations” and the “Provisional Television Drama Examination Regulations” (SARFT Decree No. 1), etc., it is necessary to expand regulation and control strength over imported drama production areas and themes, avoiding concentrated importation of television dramas from one country or region or the repetition and duplication of themes. It is necessary to control palace and martial-themed important television dramas rather strictly; the import of this sort of television drama may not exceed 25% of the total import amount.
II, Strictly controlling imported drama broadcast proportions and broadcast hours. All television stations, cable radio and television stations shall, according to the “Regulations Concerning Importing and Broadcasting Foreign Television Programmes” (MRFT Decree No. 10), strictly control the proportion of imported drama broadcast during the golden hours (18.00 to 22.00) to be within 15%. Of those, all television stations, cable radio and television stations, except for foreign dramas that SARFT has approved for broadcast, foreign dramas may not be scheduled for broadcast between 19.00 and 21.30. The same imported drama may not be broadcast on three or more provincial-level television stations’ satellite channel.
II, Further standardizing production and broadcast of coproduced dramas. Work units having obtained the “Television Drama Production Permit (Category A)” must produce and complete 60 domestic drama episodes, and only after passing through examination, may apply for coproducing one television drama of 20 episodes. The completed picture, after passing SARFT Television Drama Examination Committee examination, SARFT shall determine according to its ideological and artistic quality, whether or not it may be broadcast in the golden hours.
IV, Further strengthening management over foreign actors and functionaries participating in the production of television dramas. Television dramas employing foreign actors and functionaries to participate in production, shall be reported for approval in advance to the SARFT Foreign Department according to regulations, the finished picture, after preliminary examination by the local provincial-level office (bureau) or the higher-level controlling authority, is reported to the SARFT Television Drama Examination Committee for examination, and issued a “Television Drama Distribution Permit” issued by SARFT.
V, This Notice takes effect on 15 February 2000.
