Notice concerning Firmly Curbing the Issuing and Publication of Articles and Books with Errors in Political Views

All provincial, autonomous region and municipal press and publications bureaus, the Xinjiang Production-Construction Corps Press and Publication Bureaus, all Centre and State Council ministries and commissions and all democratic parties, the main departments of the people’s organization publishing houses, the Liberation Army General Political Department Propaganda Department, book and periodical publishing work units in Beijing:

In the recent period, small numbers of periodicals and publishers, because they lack political acuteness and a sense of responsibility in their work, ignored the rules, did not strictly keep the gate, and issued or published a number of articles and books with erroneous viewpoints violating the Four Cardinal Principles, violating the policy of reform and opening up, and violating the principles and policies of the Party. Some advocated pluralization of the guiding ideology, and denied the guiding position of Marxism; some played up Western democracy and freedom, and denied the Party’s leadership and the Socialist system; some played up historical nihilism, and distorted the history of struggle of the Party and the people; some held doubtful and negative attitudes concerning reform and opening up, etc. Concerning these erroneous ideological and political viewpoints, a laissez-faire attitude may absolutely not be taken, and effective measures must be adopted to realistically strengthen management. In order to guarantee the correct orientation of publishing work, stimulate the flourishing and healthy development of our country’s Socialist publishing undertaking, hereby, the relevant matters are notified as follows:

I, All levels’ publishing management departments and all publishing work units must earnestly study and comprehend Secretary-General Jiang Zemin’s important thoughts concerning the “Three Represents” and his important speech at the Central Ideological and Political Work Conference, fully understand the important responsibility of publishing work in constructing the two civilizations, further strengthen a sense of politics, a sense of the larger picture, a sense of responsibility and a sense of the battlefield, consciously safeguard and consolidate the guiding position of Marxism, and must show their colours clearly in issues of basic principles regarding the political orientation, have a firm standpoint, letting it truly become a battlefield with propagating scientific theory, disseminating advanced culture, moulding fine spirits and carrying forward correct social atmospheres.

II, Looking from the situation of publications investigated and prosecuted in the recent few years, an extremely small number of a few people incessantly disseminate viewpoints that are politically completely erroneous in their articles and writings. Against this, all publishing work units must attract high attention, and must strictly keep the gate against issuing and publishing the works of these people, they can absolutely not provide dissemination channels for erroneous viewpoints violating the Four Cardinal Principles, violating the policy of reform and opening up, and violating the Party’s principles and policies.

III, Looking from the problems that have already been discovered, not a few books with political errors are organized and planned by some offices, cultural companies and other non-publishing work units, some publishing work units sell book numbers in violation of regulations, enabling the publishing of these books. From now on, all publishing work units, without exception, may not sell book numbers for book publication, and it is strictly prohibited to engage in the act of book number trading in violation of regulations and in violation of the law under the name of cooperation.

IV, All levels’ administrative publishing management departments and publishing work units’ sponsoring and controlling departments must realistically strengthen management, supervision and inspection over their subordinate publishing work units, and strictly execute publishing discipline, achieving their responsibility to protect their territory. From now on, administrative publishing management departments are to strictly punish work units issuing and publishing articles and works with erroneous political viewpoints in violation of management regulations  according to the “Publishing Management Regulations” and relevant regulations, and submit matters to the relevant department to impose the corresponding Party discipline and government discipline punishment to the publishing work unit’s responsible person and relevant responsible persons.

各省、自治区、直辖市新闻出版局，新疆生产建设兵团新闻出版局，中央、国务院各部委和各民主党派、人民团体出版社主管部门，解放军总政治部宣传部，在京图书、报刊出版单位：
近一个时期，少数报刊和出版社由于缺乏政治敏锐性和工作责任心，有章不循，把关不严，发表和出版了一些违反四项基本原则、违反改革开放政策、违反党的方针政策的错误观点的文章、图书。有的主张指导思想多元化，否定马克思主义的指导地位；有的鼓吹西方的民主和自由，否定党的领导和社会主义制度；有的鼓吹历史虚无主义，歪曲党和人民的奋斗历史；有的对改革开放持怀疑和否定的态度，等等。对这些错误思想政治观点，绝不能听之任之，必须采取有效措施切实加强管理。为确保出版工作的正确导向，促进我国社会主义出版事业繁荣健康发展，现就有关问题通知如下：
一、各级出版管理部门、各出版单位要认真学习领会江泽民总书记关于“三个代表”的重要思想和在中央思想政治工作会议上的重要讲话，充分认识出版工作在两个文明建设中肩负的重要责任，进一步增强政治意识、大局意识、责任意识和阵地意识，自觉维护和巩固马克思主义的指导地位，在事关政治方向和根本原则问题上，必须旗帜鲜明，立场坚定，真正成为宣传科学理论、传播先进文化、塑造美好心灵、弘扬社会正气的阵地。
二、从近几年查处的出版物情况看，有极少数几个人在其文章和著作中不断散布在政治上十分错误的观点。对此，各出版单位要引起高度重视，对发表和出版这些人的作品必须严格把关，绝不能给违反四项基本原则、违反改革开放政策、违反党的方针政策的错误观点提供传播渠道。
三、从目前已发现的问题看，有政治错误的图书，不少是由某些工作室、文化公司等非出版单位组织策划的，一些出版单位违反规定卖书号而使这些图书得以出版。今后，所有出版单位一律不得卖书号出版图书，严禁以合作为名行买卖书号之实的违规违法行为。
四、各级出版行政管理部门和出版单位主办主管部门要切实加强对所属出版单位的管理、监督和检查，严格执行出版纪律，做到守土有责。今后，对违反管理规定，发表和出版错误政治观点的文章、作品的出版单位，出版行政管理部门将依照《出版管理条例》和有关规定予以严肃处理，并提请有关部门对出版单位负责人和有关责任人，给予相应的党纪政纪处分。
