The “Provisional City Community Cable Television System Management Rules” were passed at the executive meeting of 11 December 2001, are hereby promulgated, and take effect on 1 February 2001.

Article 1: In order to strengthen city community cable television system management, stimulate the construction of a community spiritual civilization, according to the “Radio and Television Management Regulations” and relevant State provisions, these Rules are formulated.
Article 2: These rules apply to concentrated residential areas such as residential quarters and organ and enterprise work unit living quarters, etc. (not including residential districts especially provided for foreigners and Hong Kong, Macao and Taiwan residents).
Article 3: Where the local administrative regional cable television transmission coverage network has already reached the community, the community cable television network must be connected to it.
Article 4: Where the local administrative regional cable television transmission coverage network has not yet reached the community, the community may apply for establishment of a city community cable television system, install satellite earth receiver facilities to receive central and provincial-level television programmes transmitted by satellite, to transmit programme signals to the residents of that district.
Article 5: For applications for of a city community cable television system and installation of satellite earth receiver facilities, the local neighbourhood committee must agree, and relevant certification must be held of its drawing up, applications will be put to the county-or higher (including county-level, hereafter likewise) administrative radio and television entity, and after approval by the city-level administrative radio and television entity, obtain a “City Community Cable Television Permit” and a “Domestic Programme Satellite Transmission Receiver Permit”.
Article 6: For city community cable television systems establishment, a construction work unit having the corresponding qualifications must be responsible for construction, its facilities and installation must conform to radio and television entity technological standards and demands, and only after being examined as meeting standards by a county level or higher administrative radio and television entity, may it be put into operation.
Article 7: For city community cable television systems, a relevant management system must be established and perfected, allocated with enough specialized personnel being trained by the county-level or higher administrative radio and television entities to meet qualifications, to overhaul and safeguard regularly the equipment and transmission network, and timely deal with technological hitches such as programme signal breaks and static images etc., possibly endangering propagating safety, where major breakdowns occur, they must be reported to the county-level or higher administrative radio and television entity within one hour
Article 8: City community cable television systems may not broadcast television programmes by itself and may not operate television selection programmes.
Article 9: City community cable televisions may not install foreign satellite television earth receiver facilities, and may also not receive or transmit foreign television programmes.
Article 10: Those violating these Rules, will be punishes by the county-level or higher administrative radio and television entity according to the relevant provisions of the “Radio and Television Management Regulations” and the “Satellite Television Broadcast Earth Receiver Equipment Management Regulations”, etc, to those obstructing, or resisting administrative radio and television entities in administrating according to the law, shall be punished by the public security entities according to the law; where circumstances are grave, and constitute a crime, the judiciary organs shall investigate the responsible persons for criminal liability according to the law.
Article 11: City community cable television systems already established before these Rules were implemented, shall within three months according to the provisions of these Rules, again conduct examination and verification, those conforming to conditions shall be granted to conduct examination and approval formalities; those not meeting conditions, shall remove already installed satellite earth receiver facilities, and their “Domestic Programme Satellite Transmission Receiver Permit” shall be recalled by the issuing organ.
Article 12: These Rules shall take effect on 1 February 2002.
