Provisional Publishing Specialist Technology Personnel Professional Qualifications Management Regulations
Article 1: In order to implement the spirit of the document “Central Propaganda Department, SARFT, and General Administration of Press and Publications Some Opinions concerning Deepening Press, Publications, Radio, Film and Television Sector Reform: transmitted by the Central Committee Secretariat and the State Council Secretariat, raise the overall quality of personnel in the publishing sector, strengthen publishing specialist technology personnel team construction, according to the relevant provisions the State Council “Publishing Management Regulations” and the “Audiovisual Product Management Regulations” and the Ministry of Personnel and General Administration of Press and Publications “Provisional Publishing Specialist Technology Personnel Professional Qualification Examination Regulations”, these Provisional Regulations are formulated.
Article 2: The State establishes a publishing specialist technology personnel professional qualifications system in official publishing work units (including book, audiovisual and electronic publishing houses, periodical publishers, similar hereafter).
Article 3: The General Administration of Press and Publications is responsible for formulating provisional regulations for managing publishing sector specialist technology personnel professional qualifications (hereafter simply named publishing specialist qualifications) and implementing management. All provincial, autonomous region and municipal press and publications management departments conduct inspection and supervision according to the implementation system of the publishing work units’ publishing specialist qualifications in their jurisdiction, and manage those obtaining publishing specialist qualifications. All Centre and State organs’ ministries and commissions and all people’s organizations’ publishing management organs assist the General Administration of Press and Publications to manage the implementation situation concerning publishing specialist qualifications by their subordinate publishing work units.
Article 4: Publishing specialist qualifications are an accreditation of the essential qualities and abilities by the State for personnel employed in publishing who engage in specialist publishing technology work.
Article 5: Specialist technology personnel as named in these Regulations refers to personnel engaged in specialist technology work such as editing, publishing , proofreading, etc., of books, periodicals, audiovisual, electronic and other publications in official publishing work units.
Article 6: The basic requirements of publishing specialist qualification systems are: all specialist technology personnel working in official publishing work units must obtain the stipulated rank of publishing specialist qualifications through publishing specialist qualification exams organized uniformly by the State, and be employed on the basis of the corresponding “People’s Republic of China Publishing Specialist Qualification Certification”.
Article 7: All personnel newly entering into publishing work unit to take the position of publishing director (vice-publishing director), editor-in-chief (vice-editor-in-chief) or chief editor (vice-chief editor), apart from having the appointment conditions provided by the State, shall also have secondary-level or higher (including secondary-level, similar hereafter) publishing specialist qualifications. Those not having secondary-level or higher publishing specialist qualifications, shall pass secondary-level or higher publishing specialist qualification exams within two years of appointment. Otherwise, they cannot continue to hold the abovementioned leading positions in publishing work units.
Article 8: All specialist technology personnel undertaking executive editing in official publishing work units, must obtain secondary-level publishing specialist qualifications. Otherwise, they cannot undertake executive editing.
Article 9: All university junior undergraduates and undergraduates newly entering work and entering official publishing work units to engage in publishing specialist technology work, shall pass the primary-level publishing specialist qualification exam within one year after entering publishing work units, and may only participate in secondary-level publishing specialist qualification exams after working for four years or more in a corresponding specialist technology position.
Article 10: Non-publishing specialist technology personnel newly posted into official publishing work units, must within one year of transfer, pass the publishing specialist qualification exam of the provided grade. Otherwise, they cannot engage in corresponding publishing specialist technology work.
Article 11: Those obtaining publishing specialist qualifications may, according to the relevant provisions of the “Trial Publishing Specialist Personnel Duty Regulations”, compete to engage in the following publishing specialist personnel posts:
1, Those obtaining primary-level publishing specialist qualifications may compete to engage in assistant-level publishing specialist technology posts.
2, Those obtaining secondary-level publishing specialist qualifications may compete to engage in middle-level publishing specialist technology posts.
Article 12: Those obtaining publishing specialist qualifications must persist in the following basic requirements:
1, Observing the Constitution and relevant laws and regulations, implementing the principles and policies of Party and State concerning publishing work, persisting in the principle of serving the people and serving Socialism.
2, Forcefully disseminating and accumulating scientific, technological and cultural knowledge, forcefully carrying advanced culture forward, putting social interest first, realizing the integration of social interest and economic interest.
3, Strictly observing discipline and abiding by the law, conducting publishing activities according to the law. Not participating in any illegal publishing activities and illegal business activities and absolutely not participating in selling of book numbers, periodical numbers or edition numbers.
4, Abiding by the professional ethics of Socialist printing work, wholeheartedly serving readers and writers, uniting and cooperating, honestly keeping promises, consciously resisting unhealthy tendencies in the sector.
Article 13: Those obtaining publishing specialist qualifications must strengthen a consciousness of quality and a consciousness of guidance. When editing or producing books, periodicals, audiovisual, electronic and other publications in the job, they must persist in the correct orientation, and guarantee the quality of publications.
Article 14: Those obtaining publishing specialist qualifications shall incessantly renew their knowledge, accept continuous education and professional training, strive to study and scrutinize publishing specialist theory and practical matters, understand trends in the publishing sector, incessantly raise work capacity. The annual duration of continued education for employed personnel shall not be less than 12 days (or 72 hours).
Article 15: Publishing work units shall, according to the principle of work requirements and having both ability and integrity, according to the relevant provisions of the “Trial Publishing Specialist Personnel Duty Regulations”, select suitable personnel from the best personnel having publishing specialist qualifications to be appointed at corresponding specialist technology posts.
Article 16: As for personnel already working in a publishing specialist technology post before the promulgation of these Regulations, the work unit where they work shall create conditions and support their participating in professional training, make them pass publishing specialist qualification exams within five years and obtain corresponding publishing specialist qualifications. As for personnel that still cannot pass corresponding publishing specialist qualification exams after training, they may not continue to be appointed in their original post after five years, and publishing work units must transfer them to other work posts.
Article 17: Regular registration systems are implemented for publishing specialist qualification certification. Every three years, registration should be conducted once. Those obtaining publishing specialist qualifications go to the organ appointed by the General Administration of Press and Publications to conduct registration formalities ton the basis of the letter of introduction of the publishing work unit where they work, the assessment certifications of the last three years provided by the work unit, the newest qualification certificates for continued education of the last three years issued by official schools, institutes or provincial-level or higher education and training centres. Concrete rules will be notified separately.
Article 18: For those obtaining publishing specialist qualifications, when being out of publishing specialist technology posts for one year in one registration period, registration is delayed for 1 year, for those out of publishing specialist technology posts for two years or more, their publishing specialist qualifications are cancelled, if they engage in publishing specialist technology work again, they must pass publishing specialist qualification exams of the corresponding grades again.
Article 19: Publishing work units must conduct inspection, supervision and annual assessment of the work implementation situation of employed persons having obtained publishing specialist qualifications. The inspection, supervision and annual assessment situation is to be reported in written form annually to the press and publishing management organs for filing. For those having obtained publishing specialist qualifications that do not meet standards at one annual examination in one registration period, registration is delayed one year; all those not meeting standards at two annual examinations in one registration period, will not be registered, and permit-issuing organs obtain their publishing specialist qualifications, and revoke their qualification letters; publishing work units may dismiss them or transfer them out.
Article 20: Those having obtained publishing specialist qualifications must provide corresponding materials of their participation of continued education in one registration period, those who cannot provide materials according to requirements, registration in delayed one year. Personnel of whom registration is delayed, must participate in continued education for the provided period, and only when having completed the stipulated study requirements, may recover their registration.
Article 21: All those having obtained publishing specialist qualifications of whom registration is delayed once, entry for examination for a higher-level publishing specialist qualification is postponed for one year.
Article 22: Of those having obtained publishing specialist qualifications that violate regulations relating to publishing work, and receive an administrative punishment higher than a grave warning, the permit-issuing organ must cancel their publishing specialist qualification and revoke their qualification certification, and they may not engage in publishing work within five years.
Article 23: Of those having obtained publishing specialist qualifications violating the law and receiving criminal punishment, the permit-issuing organ must cancel their publishing specialist qualifications, revoke their qualification certification, and from now on, they are not permitted to participate in publishing specialist qualification exams, and may not again engage in publishing work.
Article 24: Publishing specialist qualification systems for publishing work units subordinate to the Chinese People’s Liberation Army are formulated by the Liberation Army General Political Department.
Article 25: The interpretation of these Regulations is the responsibility of the General Administration of Press and Publications.
Article 26: These Regulations take effect on the day of promulgation.
