Management Rules Guarding Wired Radio and Television Transmission Coverage Cable Network Safety

The “Management Rules Guarding Wired Radio and Television Transmission Coverage Cable Network Safety” were passed by the Administration Council on 22 August 2001, are hereby promulgated, and take effect on 22 September 2002.

Article 1: In order to ensure the safety of wired radio and television transmissions, strengthen the safety management of wired radio and television transmission coverage networks, guard against all sorts of violations, according to the provisions of the “Radio and Television Management Regulations”, “Radio and Television Facilities Protection Regulations” and other relevant regulations, these Rules are formulated.
Article 2: These Rules apply to activities such as planning, construction, transformation, etc. of wired radio and television coverage networks.
Article 3: The planning, construction and transformation of wired radio and television transmission coverage networks shall conform to State standards or sector standards, strictly enforce the “Provision Technical Requirements for the Safety of Wired Radio and Television Networks”, and ensure cable safety.
Article 4: Cables used for radio, film and television transmission coverage networks must pass State Administration of Radio, Film and Television network-entry verification.
Article 5: Planning and installation works of wired radio, film and television transmission coverage networks, must be undertaken by work units holding the “Wired Radio and Television System Planning (Installation) Permit” issued by the provincial-level or higher administrative radio, film and television.
Article 6: Wired radio and television transmission coverage network operating work units must accelerate optical cable transformation work. The latest A-level optical node user count of newly constructed or transformed wired radio and television transmission coverage networks shall be lower than 500.
Article 7: Laying of optical cables shall adopt pipeline or directly buried methods, and avoid open-wire laying, in order to guarantee network safety.
Article 8: Wired radio and television transmission coverage networks operating work units must change electrical cables on poles into pipeline or directly buried methods, and install wired television network safety inspection and control equipment, and implement effective safety inspection and control.
Article 9: Electric cables inside buildings shall enter within the walls through underground pipes or adopt open-pipe laying. Exposed external parts must be laid in safe places and oversight must be strengthened.
Article 10: Wired radio and television transmission coverage networks operation work units shall strengthen the management of amplifiers and distributors of wired radio and television transmission coverage networks, and must allocate protection to locked safes.
Article 11: Wired radio and television transmission coverage networks operation work units must establish and perfect a team and inspection system safeguarding networks, and make responsibility and steps for safeguarding all network segments, sectors and equipment clear.
Article 12: Wired radio and television transmission coverage networks operation work units must establish and perfect a duty system and a reporting system. Ensuring that persons are on duty every 24 hours, guaranteeing unimpeded contact, timely handling of occurring problems, timely reporting of major problems, are forbidden for any reason to be delayed, responsibilities shifted, or matters concealed.
Article 13: When any work unit and individual discovers man-made damage, he shall timely report this to the public security organs, and vigorously cooperate with the public security organs to investigate and prosecute the case, wired radio and television transmission coverage networks operations work units must within the shortest time resume normal radio and film transmission.
Article 14: Wired radio and television transmission coverage networks operations work units must formulate practical emergency preparations, establish speedy and effective emergency response mechanisms, timely and correctly deal with network breakdowns or sudden incidents, to maximally limit and reduce harmful effects.
Article 15: Administrative radio and television entities and wired radio and television transmission coverage networks work units must strengthen coordination with entities such as central dispatch, public security, security and neighbourhood and community entities, etc., jointly perform wired radio and television transmission coverage networks safety protection work.
Article 16: Issue of the “Radio and Television Programme Transmission Sector Business Permit” must conform to the provisions of Articles 7, 8, 9, 10, 11, 12 of these Rules, for all of those not conforming to these provisions, issue will not be granted.
Article 17: Administrative radio, film and television entities of all levels, within 30 days after these Rules take effect, according to these Rules and the “Provision Technical Requirements for the Safety of Wired Radio and Television Networks”, with the city (county) administrative radio and television entities as basic inspection work units, conduct a complete safety examination of the wired radio and television transmission coverage network cables in their administrative locality.
Where examination is not passed, administrative radio and television entities shall order repair and transformation within a set period, where repair and transformation does not meet standards, business qualifications shall be cancelled.
Article 18: These Rules take effect on 25 September 2002
