Notice concerning that Mass-Participation Live Radio and Television Programmes Must Be Broadcast with Delay
All provincial, autonomous region and municipal radio, film and television bureaus (offices), the Xinjiang Production-Construction Corps Radio and Television Bureau, the three central stations:
In order to guarantee the public opinion orientation and broadcast security of radio and television, and further strengthen management over mass-participation live radio and television programmes, hereby, the relevant issues are notified as follows:
I, All levels’ radio and television departments must give high regard to mass-participation live radio and television programme management work, strictly implement the Central Propaganda Department and SARFT “Notice concerning Strengthening Radio and Television Mass-Participation and Live Broadcast Programme Management” (GFBZ No. 703) and the SARFT “Provisional Radio and Television Mass-Participation Live Programme Management Rules” (GFBZ No. 746), complete and perfect relevant mechanisms and guarantee the correct guidance and broadcast security of mass-participation live radio and television programmes.
II, From now onwards, all sorts of mass-participation live radio and television programmes (including news, sports, literature and art, etc.), must be broadcast with delay without exception. Radio stations and television stations not having delay equipment may not broadcast mass-participation radio and television broadcast programmes. All mass-participation live television programmes are to be broadcast with a delay of 20 seconds or more. Mass-participation live radio programmes, if this is the same activity as a local live television broadcast, must be delayed by 20 seconds or more, together with the television station; if it is an independent live broadcast, it must be delayed by six seconds or more.
III, Radio stations and television stations offering mass-participation live radio and television programmes must fully consider unforeseen situations they may occur on the scene and through technology, make plans in advance and guarantee that it is possible to timely handle emergency situations.
IV, Radio stations and television stations offering mass-participation live radio and television programmes must conduct propaganda discipline education and pre-appointment professional training for relevant personnel, strengthen the sense of politics, sense of the larger picture, sense of responsibility and sense of gatekeeping of relevant personnel and especially presenters, guarantee that they are able to use delay equipment in a skilled manner, and resolutely deal with matters on the basis of plans formulated in advance.
V, All levels’ administrative radio and television management departments, must conduct a one-time complete inspection of mass-participation live radio and television programmes offered by all subordinate levels’ radio stations and television stations, and order the cessation of broadcast for rectification of all those not conform to conditions.
