Notice Concerning Strengthening Judicial Drama Examination and Broadcast Management

On 19 April 2004, the State Administration of Radio, Film and Television issued the “Notice Concerning Strengthening Judicial Drama Examination and Broadcast Management to all provincial, autonomous region and municipal radio, film and television bureaus (offices), the Xinjiang Production-Construction Corps Radio and Television Bureau, CCTV, China Educational Television, the Liberation Army General Political Department Art Bureau, and all directly Central-subordinate relevant work units, the “Notice” points out that, in order to implement the Party Central Committee and State Council “Some Opinions Concerning Further Strengthening and Improving Minors’ Ideology and Moral Construction”, create a desirable public opinion atmosphere for minors’ healthy upbringing, further purifying television screens, reducing the negative function of police and gangster dramas with judicial themes to the lowest possible extent, further standardizing examination and broadcast work of television dramas with this sort of themes, the following is hereby notified:

I, All channels of all television stations (including satellite channels and non-satellite channels) currently broadcasting and preparing to broadcast television dramas, films or television films with judicial themes, as well as special subject television programmes using the technique of recreations of reality to show the actual events of cases, must all schedule broadcast at 23:00 or later in the evening, in case of special needs, a special request for approval must be filed with SARFT;

II, All provincial-level television drama examination organs must strengthen examination gatekeeping over television dramas, films and television films with judicial themes, especially over television dramas, films, television films and special subject television programmes displaying large and major cases, or displaying criminal cases, in which gore, violence, murder and terror scenes or images must be deleted, weakened or adjusted.

III, All levels’ television broadcast organs must strictly control special subject television programmes displaying records of cases using the technique of recreation of reality;

IV, All relevant management entities must strictly control the quantity of imported judicial theme television dramas and films;

V, All levels’ administrative radio and television entities must strengthen theme planning examination of judicial theme television dramas, films and television films, and strictly control theme quantities.

All levels’ examination and broadcast organs immediately implement this Notice after receipt.

关于加强涉案剧审查和播出管理的通知

　　2004年4月19日，国家广播电影电视总局向各省、自治区、直辖市广播影视局（厅）、新疆建设兵团广电局，中央电视台、中国教育电视台、解放军总政艺术局、中直有关单位发出《关于加强涉案剧审查和播出管理的通知》，《通知》指出，为了贯彻落实中共中央、国务院《关于进一步加强和改进未成年人思想道德建设的若干意见》，为未成年人健康成长营造良好的舆论氛围，进一步净化荧屏，把涉案题材的警匪剧的负面作用减少到最低限度，进一步规范对这类题材电视剧的审查和播出工作，现通知如下：

一、所有电视台的所有频道（包括上星频道和非上星频道）正在播出和准备播出的涉案题材的电视剧、电影片、电视电影，以及用真实再现手法表现案件的纪实电视专题节目，均安排在每晚23：00以后播放，特殊需要的需向总局专项报批；

二、各省级电视剧审查机构对涉案题材的电视剧、电影片、电视电影要加强审查把关，特别是对表现大案要案，或表现刑事案件的电视剧、电影片、电视电影、电视专题节目中展示血腥、暴力、凶杀、恐怖的场景和画面，要删减、弱化、调整；

三、各级电视播出机构对以真实再现手法表现案件的纪实电视专题节目要严格控制，对涉案题材的影视作品的播出数量要大幅度削减；

四、各有关管理部门要严格控制引进境外涉案题材的电视剧和电影片数量；

五、各级广播电视行政部门要加强对涉案题材的电视剧、电影片、电视电影的题材规划审查，严格控制题材数量。

各级审查和播出机构自接到本通知起即刻执行。
