Professional Ethics Standards for Chinese Radio and Television Broadcasters and Presenters

Radio and television are one of the most influential mass media at present, and are a mouthpiece for the Party, the government and the people. In order to strengthen radio and television team construction, propose a good professional spirit and professional morals and standardize the professional ethics of radio and television broadcasters and presenters, these Standards are formulated.

I, Duties

Article 1: The undertaking in which radio and television broadcasters and presenters are engaged, bears a noble mission and a social responsibility for disseminating advanced culture, carrying the spirit of the nation forward, safeguarding the national interest, stimulating economic and social development, and promoting human civilization

Article 2: Warmly love the motherland and the people, cherish the rights endowed by the State and the people, serve the people, serve Socialism and serve the larger picture of Party and State work with a whole heart and soul.

Article 3: Be faithful to the Party’s news undertaking, persist in the principle of the Party spirit, and determinedly implement the Party’s line, principles and policies.

Article 4: Consciously obey the Constitution, laws and regulations.

Article 5: Protect State secrets.

Article 6: Truthfully report news, correctly guide public opinion, strive to disseminate knowledge, provide service enthusiastically, incessantly satisfying the popular masses’ spiritual and cultural

II, Character

Article 7: Radio and television broadcasters and presenters shall scrupulously abide by the professional ethics as respecting work and making contributions, being honest and just, uniting and coordinating, observing discipline and thee law, being modest and prudent, and pursuing both fragrances of virtue and art.

Article 8: Persist in the high quality and high status of broadcast content and broadcast forms, doe not pander to vulgar tastes, refuse vulgar reporting harmful to ethnic culture and social morals.

Article 9: Strive to create a cultural environment beneficial to minors’ healthy growing up. Do not arouse minors to participate in programmes that may harm their character and their emotions; guarding against broadcast content and broadcast forms that may be imitated by minors leading to bad consequences.

Article 10: When covering accidents, the feelings of the victims and their relatives shall be taken into account, and when interviewing or recording matters, creating harm to their psychology shall be avoided.

Article 11: Respect the right to reputation and right to honour of citizens and legal persons, respect individual privacy rights and portrait rights. Do not expose persons’ privacy, avoid reporting harming other persons’ reputation.

Article 12: Respect and protect the lawful rights and interests of minors, women, the elderly and the handicapped. When reporting on minors’ unlawful acts or crimes and victims of sex crimes, sound and image shall be dealt with specially, to make them unrecognizable; their real name shall not be made public, and the criminal process not described.

Article 13: Mutually respect, mutually learn from and mutually support persons in the same trade, launch proper professional competition.

III, Images

Article 14: Radio and television broadcasters and presenters directly represent the image of the radio station or television stations, their speech and deportment has broad social influence and a normative effect, they shall consciously establish a good image and safeguard media credibility.

Article 15: Establish good sound and screen images, respect the aesthetic interests and enjoyment habits of the masses. Dress, hairstyle, make-up, voice, bearing, etc., must be in coordination with the orientation of the programme (column). Have good taste, being proper, avoiding appeals to vulgar tastes

Article 16: Image design must conform to the cultural traditions of the Chinese nation, the image of the outside world or foreigners is not to be blindly imitated, and no foreigners’ names are to be used as stage names.

Article 17: Children’s’ programme presenters’ dress, hairstyle, make-up, voice and bearing must fully consider the influence on minors, display a vigorous, healthy and upward image and spiritual bearing.

Article 18: Daily activities are strictly restricted. During work and life, a good example and civilized bearing must be preserved; have self-respect and self esteem, do not participate in any organization or activity damaging the image of the media and the image of oneself; have a conscious sense of being a public person, accept a stricter supervision from society, the public and the media.

Article 19: Establish a correct public figure concept. Respect the audience, treat audiences enthusiastically and politely; do not seek for benefits with individual fame and social influence, or strive for preferential treatment, consideration and convenience; in disputes involving the individual, do not interfere in or destroy the implementation of laws and regulations by stressing individual work identity and individual fame or influence.

Article 20: Strive to raise political quality, cultural content, language capacity, and psychological quality, preserve the harmony and unity of external image and internal quality.

IV, Language

Article 21: Radio and television broadcasters and presenters must vigorously disseminate and spread Putonghua, use common language and writing as standard, safeguard the purity of the motherland’s language and writing, and give rein to their model function.

Article 22: Apart from special needs, Putonghua is used without exception. Do not imitate pronunciation or expression methods having regional characteristics, do not use accents, intonations, vulgar language, slang or jargon damaging to standard language, do not mix up Putonghua with unnecessary foreign language.

Article 23: Wording and phrasing must respect the grammatical rules of modern Chinese, word order must be rational, rhetoric appropriate and hierarchy clear. Avoid abusing dialect expressions, classical expressions, abbreviations or portmanteaus, and neologisms.

Article 24: Expressions must be easy to understand, correct and vivid, rich in content, simple and in good taste. Avoid language that is abstruse or easily leads to misunderstandings, and expressions rousing emotions or hyperbole.

Article 25: Do not pursue a vulgar presenting style or an extremely individualized presenting method.

Article 26: Have equal exchange and communication with audiences and guests, achieve mutual respect, understanding, comprehension and friendliness, gaining audiences’ trust.

V, Cleanliness

Article 27: Radio and television broadcasters and presenters should be upright, just, honest and clean, consciously resist corrosive Mammonism, hedonism and individualism, and oppose “paid-for news” in any form.

Article 28: Do not use the conveniences of work and identity to directly or indirectly seek private gain for oneself, relatives and other persons.

Article 29: Do not ask for, accept or borrow any monies or goods from interviewees under any name, do not put forward individual requests not related to work during newsgathering.

Article 30: Strictly differentiate news reporting and advertising. Do not make covert advertising or image propaganda using news reporting forms for products or enterprises.

Article 31: Do not engage in advertising or other commercial activities. Do not use one’s name, voice or image for any articles, photos or audiovisual products having a commercial objective.

Article 32: Do not privately engage in programme presenting, recording or dubbing work without the work unit’s approval as well as social activities with individual gain as objective.

Article 33: Consciously obey rule systems concerning honest and clean government and financial discipline, consciously accept supervision from the popular masses.

VI, Supplementary provisions

Article 34: Broadcasters and presenters in all radio and television production and broadcasting organs nationwide obey these Standards

Article 35: Broadcasters and presenters violating these Standards will be reported for criticism within the sector; those violating Party discipline or government discipline, are subject to Party discipline or government discipline punishment; those violating the law, will be transferred to the judicial organs.

中国广播电视播音员主持人职业道德准则

广播电视是当今最具影响力的大众传媒之一,是党、政府和人民的喉舌。为加强广播电视队伍建设,倡导良好的职业精神和职业道德,规范广播电视播音员主持人的职业行为,特制定本准则。

一、责 任

第一条 广播电视播音员主持人所从事的事业,担负着传播先进文化,弘扬民族精神,维护国家利益, 促进经济社会发展,推动人类文明的崇高使命和社会责任。
第二条  热爱祖国和人民,珍视国家和人民赋予的权利,全心全意为人民服务,为社会主义服务,为党和国家工作的大局服务。
第三条  忠诚党的新闻事业,坚持党性原则,坚定执行党的路线、方针、政策。
第四条  自觉遵守宪法和法律、法规。
第五条  保守国家秘密。
第六条  真实报道新闻,正确引导舆论,努力传播知识,热情提供服务,不断满足广大人民群众的精神和文化需要。

二、品 格

第七条 广播电视播音员主持人应恪守敬业奉献、诚实公正、团结协作、遵纪守法的职业道德,谦虚谨慎,追求德艺双馨。
第八条 坚持播出内容与播出形式的高品质、高品位,不迎合低级趣味,拒绝有害于民族文化、社会公德的庸俗报道。
第九条 努力营造有利于未成年人健康成长的文化环境。不动员未成年人参与可能损害他们性格和感情的节目;对有可能被未成年人模仿而导致不良后果的播出内容和播出形式要加以防范。
第十条 采访意外事件,应顾及受害人及亲属的感受,在提问和录音、录像时应避免对其心理造成伤害。
第十一条  尊重公民和法人的名誉权、荣誉权,尊重个人隐私权、肖像权。不揭人隐私,避免损害他人名誉的报道。
第十二条 尊重和保护未成年人、妇女、老人和残疾人的合法权益。报道违法犯罪的未成年人和性侵犯的受害者时,录音、图像应经过特殊处理,使之不可辨认;不公布其真实姓名,不描述犯罪过程。
第十三条 同行之间互相尊重,互相学习,互相支持,开展正当的业务竞争。

三、形 象

第十四条 广播电视播音员主持人直接代表广播电台、电视台的形象,言谈举止有着广泛的社会影响和示范效应,应自觉树立良好形象,维护媒体公信力。
第十五条 树立良好的声屏形象,尊重大众审美情趣和欣赏习惯。服饰、发型、化妆、声音、举止等要与节目(栏目)定位相协调,大方、得体,避免媚俗。
第十六条 形象设计要符合中华民族的文化传统,不盲目模仿境外和外国人的形象,不用外国人的名字作艺名。
第十七条  少儿节目主持人的服饰、发型、化妆、声音、举止要充分考虑到对未成年人的影响,展示积极健康向上的形象和精神风貌。
第十八条  严格约束日常行为。在工作和生活中要保持良好仪表和文明举止;自尊自爱,不参加任何有损于媒体形象、自身形象的组织和活动;要有公众人物的自觉意识,接受社会、公众和媒体较常人更为严格的监督。
第十九条 确立正确的公众人物观念。尊重观众、听众,热情礼貌地对待观众、听众;不以个人知名度和社会影响寻求利益,谋求优惠、照顾和方便;在涉及个人的纠纷中,不以强调个人工作身份和个人知名度影响、干扰和破坏法律、法规的实施。
第二十条  努力提高政治素养、文化内涵、语言能力、心理素质,保持外在形象和内在素质的和谐统一。

四、语 言

第二十一条 广播电视播音员主持人要积极推广、普及普通话,规范使用通用语言文字,维护祖国语言和文字的纯洁,发挥示范作用。
第二十二条  除特殊需要,一律使用普通话。不模仿有地域特点的发音和表达方式,不使用对规范语言有损害的口音、语调、粗俗语言、俚语、行话,不在普通话中夹杂不必要的外文。
第二十三条 用词造句要遵守现代汉语的语法规则,语序合理,修辞恰当,层次清楚。避免滥用方言词语、文言词语、简称略语或生造词语。
第二十四条 表达要通俗易懂、准确生动、富有内涵、朴素大方。避免艰涩、易生歧义的语言和煽情、夸张的表达。
第二十五条 不追求低俗的主持风格和极端个人化的主持方式。
第二十六条 与受众和嘉宾平等交流、沟通,做到相互尊重、理解、通达、友善,赢得公众信赖。

五、廉 洁

第二十七条 广播电视播音员主持人应该清正廉洁,自觉抵制拜金主义、享乐主义、个人主义的侵蚀,反对任何形式的“有偿新闻”。
第二十八条  不利用工作、身份之便,直接或间接地为本人、亲属及其他人谋取私利。
第二十九条 不以任何名义索要、接受和借用采访对象的任何钱物,采访活动中不提出与工作无关的个人要求。
第三十条 严格区分新闻报道与广告。不以新闻报道形式为企业或产品做变相广告或形象宣传。
第三十一条 不从事广告和其他经营活动。不将自己的名字、声音、形象用于任何带有商业目的的文章、图片及音像制品中。
第三十二条 不私自从事未经本单位批准的节目主持、录音、录像、配音工作及以个人赢利为目的的社会活动。
第三十三条 自觉遵守有关廉政的规章制度和财经纪律,自觉接受人民群众的监督。

六、附  则

第三十四条  全国各广播电视制作、播出机构的播音员主持人遵守本准则。
第三十五条  违犯本准则的播音员主持人,将在行业内通报批评;触犯党纪政纪的,给予党纪政纪处分;触犯法律的,移送司法机关处理。
