Self-Discipline Norms for Internet Search Engine Service Companies on Resisting Obscenity, Sex and Other Such Unlawful and Harmful Information

Article 1: In order to stimulate the healthy development of the Internet search engine sector, and resist the dissemination of obscenity, sex and other such unlawful and harmful information through search engines, these Norms are formulated.

Article 2: Search engine service companies shall abide by the basic principles of patriotism, abiding by the law, fairness and honesty, start from safeguarding the national interest and the overall interest of the entire sector, consciously abide by relevant State laws, regulations and policies, and strive to create a healthy, civilized and high-efficiency online search environment.

Article 3: Obscenity, sex and other such unlawful and harmful information refers to the provisions of Article 3 and Article 4 of the “Self-Discipline Norms for Internet Sites Prohibiting the Dissemination of Obscenity, Sex and Other Such Unlawful and Harmful Information”.

Article 4: Search engine service companies may not actively disseminate, include or link to websites or webpages containing obscenity, sex and other such unlawful and harmful information and content in any means.

Article 5: Search engine service companies may not provide guided searches, advertising, listing, access or any other type of online service for websites and webpages containing obscenity, sex and other such unlawful and harmful information.

Article 6: Search engine service companies shall adopt technological means to prevent unlawful and harmful information according to the law.

Article 7: Search engine service companies may not establish cooperative relations of any nature with illegal websites.

Article 8: Search engine service companies have the duty to report websites containing unlawful and harmful content they discover to government management and law enforcement departments.

Article 9: Search engine service companies shall establish and perfect mechanisms to timely deal with reports from the masses.

Article 10: Member work units that have acceded to the Internet Society of China Internet News and Information Service Work Committee shall abide by this self-discipline convention.

Article 11: The supervision of the implementation of the “Self-Discipline Norms for Internet Search Engine Service Companies on Resisting Obscenity, Sex and Other Such Unlawful and Harmful Information” is the responsibility of the Internet Society of China Internet News and Information Service Work Committee.

Article 12: These Norms take effect on the date of promulgation.

互联网搜索引擎服务商抵制淫秽、色情等违法和不良信息自律规范

第一条为促进互联网搜索引擎行业的健康发展,遏制淫秽、色情等违法和不良信息通过搜索引擎传播,特制订本规范。
第二条搜索引擎服务商应当遵循爱国、守法、公平、诚信的基本原则,从维护国家利益和全行业整体利益出发,自觉遵守国家有关法律、法规和政策,致力于营造健康、文明、高效的网络搜索环境。
第三条淫秽、色情等违法和不良信息是指《互联网站禁止传播淫秽、色情等违法和不良信息自律规范》第三条、第四条的规定。
第四条搜索引擎服务商不得以任何方式主动传播、收录、链接含有淫秽、色情等违法和不良信息内容的网站、网页。
第五条搜索引擎服务商不得为含有淫秽、色情等违法和不良信息内容的网站、网页提供搜索导航、广告、排名、接入等任何形式的网络服务。
第六条搜索引擎服务商应当依法采取技术手段阻止违法和不良信息。
第七条搜索引擎服务商不得与非法网站建立任何性质的合作关系。
第八条搜索引擎服务商有义务向政府行政管理和执法部门举报发现的含有违法和不良信息的网站。
第九条搜索引擎服务商应当建立和完善及时处理公众举报的机制。
第十条加入中国互联网协会互联网新闻信息服务工作委员会的成员单位都应遵守本自律规范。
第十一条《互联网搜索引擎服务商抵制淫秽、色情等违法和不良信息自律规范》由中国互联网协会互联网新闻信息服务工作委员会负责监督执行。
第十二条本规范从发布之日起执行。
