The “News Journalist Credential Management Rules” have been passed on the 4th Administration meeting of the General Administration of Press and Publications on 9 December 2004, are hereby promulgated, and take effect on 1 March 2005.

Chapter I: General Principles
Article 1: In order to standardize news journalist credential issuance, application and management, guarantee the regular newsgathering activities of news journalists, safeguard the lawful rights and interests of new reporters and the social public, according to the “State Council Decision on the Administrative Examination and Approval Programmes and Established Administrative Permits that Truly Need to Be Preserved”, these Rules are formulated.
Article 2: News organs nationwide use a uniform reporter credential, the credential’s name shall be news reporter credential.
News reporter credentials are effective work identification documents used for newsgathering and editing personnel of our country’s news organs who engage in newsgathering activities, and are printed and produced uniformly, approved and issued by the General Administration of Press and Publications.
Article 3: News reporter credentials are numbered uniformly by the General Administration of Press and Publications, and only have effect when stamped with the stamp of the General Administration of Press and Publications, the Special Stamp for News Reporter Credential Approval and Issuance, the Special Stamp for Annual News Journalist Examination and Approval, and the embossed stamp of the news organ concerned,
Any other work unit or individual may not produce or copy news reporter credentials, and may not produce or issue other official documents for special newsgathering use.
Article 4: News organs as named in these Rules, refers to newspaper and news-type periodical publishing work units having obtained publishing approval from the relevant administrative State departments as well as work units having newsgathering business such as news agencies, radio stations, television stations, news film production studios, etc. Of those, newspaper and news-type periodical publishing work units are accredited by the General Administration of Press and Publications; radio and television news organ accreditation has relevant approval documents of the State Administration of Radio, Film and Television as basis.
Chapter II: Examination, verification and issuance
Article 5: The General Administration of Press and Publications is responsible for approval and issue work of news reporter credentials nationwide.
Article 6: News organs organized by Central work units, after undergoing controlling authority examination and verification of subordinate news organ newsgathering personnel qualification conditions, apply for and receive news reporter credentials with the General Administration of Press and Publications.
Article 7: News organs organized by provincial and lower-level work units, after undergoing controlling authority examination and verification of subordinate news organ newsgathering personnel qualifications, apply for and receive news credentials with the provincial, autonomous region or municipal administrative press and publications department, this will be reported by the provincial, autonomous region or municipal administrative press and publications department to the General Administration of Press and Publications for filing.
Article 8: Journalist stations’ newsgathering personnel qualification conditions will be examined and verified by the news organ that established the said journalist stations, agreed to by the controlling department, and approved by the provincial, autonomous region or municipal administrative press and publications department where the reporter station is registered, the news organ that established the reporter station will respectively apply for and receive news reporter credentials from the General Administration of Press and Publications or the provincial, autonomous region or municipal administrative press and publications department.
Article 9: The Liberation Army General Political Department Propaganda Department Press and Publications bureau is responsible for examination, verification and issuance work of news organ reporter credentials in the Liberation Army and the Armed Police (not including Border Guards, Fire Department, Security Troops).
Article 10: Apart from the Liberation Army and Armed Police (not including Border Guards, Fire Department, Security Troops) system, news journalist credential application, examination, verification and issuance work will be conducted uniformly according to the General Administration of Press and Publications “Nationwide News Reporter Credential Management and Examination and Verification Network System”.
Article 11: Personnel in news organs to whom news reporter credentials are issues must have the following conditions:
(1) observing national laws, regulations and news workers’ professional ethics;
(2) having a tertiary education or higher degree and professional qualifications for newsgathering as accredited by relevant State Council departments;
(3) being personnel engaging in newsgathering work in news organ editing, or being personnel engaging in newsgathering work through being officially employed in news organs and having been employed for a period or one year or more in non-editing.
“officially employed in news organs” as named in this item refers to newsgathering personnel having signed an employment contract with the news organ in which they are active.
Article 12: The following personnel will not be issued with news journalist credentials:
(1) Work personnel in news units holding non-editing positions such as Party affairs, administration, logistics, management, advertising, project technology, etc.;
(2) Work personnel outside of news organs, including consultants, special contributors or special correspondents providing contributions to news work units or programmes, and other full-time or part-time personnel gathering news contributions for news organs;
(3) work personnel of higher education institute school newspapers and teaching guidance-type newspapers;
(4) personnel having received criminal punishment.
Chapter III: Use and replacement
Article 13: Newsgathering personnel engaging in newsgathering work must persist in having news reporter credentials, and shall show them on their own initiative to the newsgathering counterpart during newsgathering.
The lawful rights and interests of news reporter credential holders engaging in newsgathering work are protected by law.
Article 14: News reporter credentials may not be used for the following activities:
(1) commercial activities;
(2) non-professional activities;
(3) activities violating laws and regulations;
(4) activities violating professional news ethics.
Article 15: News reporter credentials are limited for use by one person, and may not be lent out or altered.
Article 16: News reporter credentials are renewed once every five years. Concrete rules for news reporter credential change are formulated separately by the General Administration of Press and Publications.
The news reporter credentials of editing newsgathering personnel in news organs are valid for five years. The news reporter credentials of non-editing newsgathering staff officially employed by news organs are valid for the duration of the employment contract.
Article 17: An annual examination system is implemented over news journalist credentials. Annual examination rules for news journalist credentials will be formulated separately by the General Administration of Press and Publications.
News journalist credentials not having undergone annual examination, will be cancelled by the original issuing organ, and may not be continuously used.
Article 18: Where news reporter credential holders leaving a news organ or their newsgathering position, news organs shall timely recall their news reporter credentials, and immediately conduct cancellation formalities with the original issuing organ.
Article 19: Where news reporter credentials cannot be continuously used because of any sort of reason such as damage, destruction, etc., the news organ will go to the original issuing organ with the original credentials and replace them with new credentials, the original news reporter credential number will become invalid at the same time.
Article 20: Where news journalist credentials need to be replaced due to loss, the news organ will, one week after announcing this in appropriate media, go to the original issuing organ and apply for replacement of news journalist credentials, the original news reporter credential number will become invalid at the same time.
Article 21: Where news organs need to replace news reporter credentials because of work needs, it will be conducted according to Chapter II of these Rules.
Article 22: When news organs are cancelled, the news reporter credentials they applied for become invalid at the same time. That news organs’ controlling department is responsible for recalling the invalid news reporter credentials, and hand them over to the issuing organ for cancellation.
Article 23: For newsgathering of major domestic or international events, one-time temporary newsgathering credentials produced by event organizing work units must be used together with news reporter credentials.
Chapter IV: Supervision, management and responsibility
Article 24: The General Administration of Press and Publications and provincial, autonomous region or municipal administrative press and publications departments are responsible for conducting supervision and management over news organs’ news reporter credential issuance, use and annual examination.
Article 25: News organs’ controlling departments shall implement their management duties concerning application, examination, verification and standardized use of news reporter credentials of news organs subordinate to them, and impose punishment against news organs or newsgathering personnel violating these Rules according to the law, where circumstances are grave, they will apply for cancellation of news reporter credentials with the original issuing organ.
Article 26: News organs hall implement their duties of subordinate news organs’ newsgathering personnel qualification conditions examination and verification, news reporter credential application, issuance, use and management, and conduct supervision and management over news reporter credential holders’ newsgathering activities.
News organs shall timely organize investigation and handling of reports on subordinate news reporter credential holders’ activities violating laws or discipline, and where circumstances are grave, they shall apply for cancellation of news reporter credentials with the original issuing organ.
News organs rescinding the labour relationship with subordinate newsgathering personnel, and not timely going to the original issuing organ to conduct news reporter credential cancellation formalities, will bear the legal consequences this engenders.
Where news organs have not conducted annual news reporter credential examination according to General Administration of Press and Publications or provincial, autonomous region or municipal administrative press and publications department stimulations, the original issuing organ will cancel all their news reporter credentials.
Article 27: News organs shall announce the “nationwide news reporter credential management and examination network system” website address in their media, to make it convenient for the social masses to examine news reporters, and must accept supervision.
Article 28: News reporter credential holders shall observe the provisions of relevant laws and regulations and professional news ethics, and may not engage in paid-for news in the name of newspaper reporting, solicit advertisement or demand improper benefits from newsgathering counterparts.
Article 29: Interviewed persons as well as social masses may supervise news reporter credential holders’ newsgathering activities, may verify the news journalist credential’s veracity through the “nationwide news reporter credential management and examination network system”, and report activities of news reporter credential holders that violate laws or violate discipline.
Article 30: News organs and newsgathering personnel violating these Rules, will be warned by the General Administration of Press and Publications or the provincial, autonomous region or municipal administrative press and publications department, where circumstances are graved, their news reporter credentials will be revoked.
News organs expanding the issuance scope of news reporter credentials without authorization, or imitating or using invalid reporter credentials of their own accord will be ordered to rectify by the General Administration of Press and Publications or the provincial, autonomous region or municipal administrative press and publications department, and fined 30.000 Yuan or less, and their controlling department is advised to impose Party discipline and government discipline punishment for the main responsible persons.
Chapter V: Supplementary provisions
Article 31: These rules take effect on 1 March 2005. Other regulations that differ from these Rules and were promulgated before these Rules took effect will at the same time no longer apply.
