SARFT issued the “Notice on Printing and Issuing the “Radio, Film and Television Newsgathering Personnel Professional Management Implementation Plan (Trial)” to all provincial, autonomous region and municipal radio, film and television bureaus (offices), the Xinjiang Production-Construction Corps radio and television bureau, all provincial and municipal radio, film and television groups and general stations and China Education Television, the Notice said that, in order to deeply implement the “Regulations Concerning Newsgathering Personnel Professional Management (Trial)” formulated by Central Propaganda Department, SARFT and the General Administration of Press and Publications, integrate the reality of radio, film and television news work, strengthen the construction of professional news ethics, standardize the activities of radio, film and television newsgathering personnel, safeguard the desirable image of radio, film and television, stimulate the development of radio, film and television undertakings, SARFT has researched and formulated the “Notice on Printing and Issuing the “Radio, Film and Television Newsgathering Personnel Professional Management Implementation Plan (Trial)”, which is hereby issued to you, please obey and implement it.

The “Regulations Concerning Newsgathering Personnel Professional Management (Trial)” formulated by Central Propaganda Department, SARFT and the General Administration of Press and Publications, have put forward clear requirements concerning further strengthening professional news ethics construction in a new era and in a new phase, standardizing the activities of radio, film and television newsgathering personnel, safeguarding the good image of radio, film and television, and stimulating the healthy development of radio, film and television undertakings, and has made a complete deployment. All levels’ radio, film and television management departments and all levels’ radio stations, television stations, radio, film and television magazines, news websites and other work units, must meticulously organize journalists, editors, producers, presenters, broadcasters, commentators, translators and other newsgathering personnel to earnestly study and completely implement this spirit of this document. In order to earnestly implement the “Regulations Concerning Newsgathering Personnel Professional Management (Trial)“, the following implementation plan is hereby formulated:
I, Strengthening education and training work. We must broadly launch scientific theory education, persist in taking Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory and the important “Three Represents” thought as guidance, and completely implement the scientific development view; we must strengthen education on obeying the Constitution and laws, and obeying the Party’s news and propaganda discipline, support the leadership of the Chinese Communist Party, support the Socialist system, safeguard the interests of Party and State, and safeguard the basic interests of the popular masses; we must strengthen education on the Marxist view of news, strive to grasp and utilize the worldview and methodology of dialectical materialism and historical materialism, implement policies of unity, stability and encouragement, and of mainly propagating the positive side, grasp the correct public opinion guidance, serve the people, serve Socialism and serve the larger picture of the work of the entire Party and State; we must strengthen education on a correct worldview, view of life and value system, scientifically understand the world, vigorously treat human life, correctly realize individual values; we must strengthen professional news ethics education, vigorously organize radio, film and television newsgathering and editing personnel to earnestly study and implement the “Radio and Television Editor and Journalist Professional Ethics Standards” and the “Radio and Television Broadcaster and Presenter Professional Ethics Standards”, scrupulously abide by the professional ethics of being upright, just, honest and clean, respecting the contributions of work, being true and fair, uniting and cooperating, and observing discipline and the aw. All levels’ radio, film and television management departments and all levels’ radio, film and television broadcast and new publishing organs must list education and training work into the important matters agenda, formulate concrete plans, expand input, phase these in, categorize them, and realistically perform education and training work.
II, Realistically raising a consciousness of secret keeping. We must educate newsgathering and editing personnel to strengthen their political consciousness, a sense of the larger picture, a sense of responsibility, and to not divulge Party and State secrets of which they are informed; not reading or handling secret documents or materials in places where secret keeping is not guaranteed; not utilize communication methods where secret keeping is not guaranteed to transmit Party and State secrets; not discuss Party and State secrets in front of family members, relatives and friends, acquaintances and other unconcerned persons; not touch upon Party and State secrets in private communications or articles and writings published openly; not bring along secret documents and materials during social activities, where it is necessary to bring them along because of special needs, they shall be taken care of by that person or an appointed special person; not bring along secret documents and materials when traveling abroad on business or observation and other foreign affairs activities, where it is necessary to bring them along because of work needs, close prevention measures shall be adopted; to not preserve secret documents or materials which they finished reading without permission and not timely dispose of them or return them to files according to regulations, and to not reproduce or destroy secret documents and materials without authorization.
III, Earnestly grasping reporting of cases of violating laws and discipline. When reporting cases of violating laws and discipline, we must guarantee the correct orientation, overcome negative influence, consciously abide by the discipline on reporting cases, and pay attention to the political effect and social effect of reporting cases. Concerning the reporting of cases of violating laws and discipline, we must both grasp the extent, and must grasp the quantity, avoid that there are excessively many reports, that the method of expression is not appropriate, that content selection is not suitable, the extent of grasping is inaccurate, creating bad social influence. We must persist in determinedly adopting naturalistic skills, and cautiously reveal the process of the crime and the particulars of the offence, determinedly prevent playing up murder, gore, violence, sex and other circumstances, and determinedly prevent the detailed description of the process of case solving by public security personnel and the details of case solving.
IV, Earnestly grasping foreign-related propaganda reporting. We must closely revolve around the larger picture of Party and State work, earnestly implement the Centre’s policies concerning foreign-oriented work, timely and accurately propagate the principles and policies of the Party and State, completely and objectively introduce our country’s real situation to the world, display the fine spiritual bearing of the people of all ethnicities in our country with vivid images, strive to safeguard the State’s interests and image. We must persist in giving first place to ourselves, giving first place to positive propaganda, speak with facts, persist in keeping inside information from outsiders, and keeping outside information from outsiders, start from the characteristics and needs of overseas audiences, abide by foreign propaganda work characteristics and rules, broaden foreign propaganda work areas and channels, improve foreign propaganda work methods and means. When gathering and editing foreign-related new reports, we must abide by our country’s foreign-related laws and the international treaties to which our country has acceded, implement our country’s foreign-oriented policies, abide by foreign-oriented propaganda discipline, maintain a high level of consistency with the foreign-related line of the Centre, and no noise or murmur may emerge.
V, Cautiously dealing with reporting ethnic and religious problems. We must earnestly grasp the Party’s basic viewpoint, basic policies and basic knowledge on ethnicity and religion, and must both propagate Marxist materialism and atheism with the belief that the truth is on our side, and we must propagate the Marxist view of the motherland, view of ethnicities, view of religion and view of culture, at the same time, we must respect the customs and habits, and religious beliefs of ethnic minorities. When editing and broadcasting reports on ethnic and religious problems, we must abide by our country’s ethnic and religious policies and corresponding laws and regulations, and put an end to the emergence of content violating ethnic and religious policies and harming the feelings of ethnic minority and religious masses on radio, film and television. We must cautiously grasp reports involving sudden events with ethnic minorities and in ethnic regions, and timely ask corresponding controlling departments for instructions.
VI, Safeguarding the lawful rights and interests of counterparts of reporting according to the law. We must respect the human dignity of citizens, safeguard citizens’ right to a name, portrait rights, rights of reputation, right of honour and right of privacy. Other person’s privacy may not be publicized, and facts to openly defame the human dignity of other persons may not be concocted, other person’s reputation may not be damaged using insulting and slanderous methods, etc. We must obtain news through lawful and proper methods, and respect the statements and proper requests of interviewees. When gathering news on accidents, we shall take the emotions of the victims and their relatives into account, and when recording interviews, shall avoid creating harm to their psychology. We must broadly launch propaganda on protecting citizens’ lawful rights and interests through all sorts of methods.
VII, Realistically safeguarding the lawful rights and interests of minors. When gathering and editing negative reports involving minors, we must respect the laws and regulations of our country concerning the protection of minors, and safeguard the rights and interests of minors. Without obtaining the agreement of minors’ guardians, information and audiovisual materials with the minors’ names, addresses, images and other information enabling to distinguish and deduce their true identity are generally not to be exposed. Minors are not to be mobilized into participating in programmes that may harm their character and emotions; we must be on the guard again reporting content and broadcasting forms that may lead minors to imitate them and that lead to bad consequences; criminal cases of minors generally are not to be openly reported. Radio, film and television cannot display minors’ committing criminal cases under the name of reporting news or legal system propaganda, and cannot openly expose the details of crimes committed by minors and the criminal methods for the sake of pursuing viewing rates or listening rates. Where these need to be reported under special circumstances, we must adopt necessary technological measures to deal with this.
VIII, Guaranteeing that newspaper reports are true and completely objective and fair. We must earnestly verify information sources, carefully discriminate the truth of the matter, cautiously select reporting angles, meticulously organize newsgathering activities, discard the false and retain the true, discard the dross and select the essential, not fabricate news, and not distort or exaggerate matters. We must deeply go into news scenes to collect first-hand information, and guarantee that news elements are correct and without mistake; apart from where it is necessary to keep information providers secret, in reports, information sources are to be indicated. We must earnestly verify reporting content and may not magnify, imagine and exaggerate news facts. We must completely grasp and correctly reflect the essence and mainstream of social life, avoid inducing that the errors or mistakes occur in the masses’ judgment of matters because of superficial or one-sided reporting. If reporting mistakes occur, they shall be immediately and openly corrected. News and programmes reported by newsgathering and editing personnel must implement a real name system, meaning that they must use real names during newsgathering and reporting, and realistically bear their responsibility concerning the reports for which they gathered news, programmes they produce and articles they write. We must persist in stopping false and inaccurate reporting.
IX, Realistically conducting judicial trial reporting. We must persist in taking facts as basis, taking laws as the criterion, realistically safeguarding the honour of State laws, safeguarding the authority of the People’s Courts, and safeguard the lawful rights and interests of parties. Concerning reports of judicial trials, we must consider social effect, dissolve social contradictions, and safeguard social stability. We may not intervene in the mediation of civil disputes and economic disputes, and may not intervene in the regular activities of judicial trials; we shall not influence judicial fairness and legal judgements, and not be partial and side with any party in a lawsuit; before a judgement is made in a case, we do not declare anyone guilty or issue determinative reports; we do not conduct secret investigations of courtroom trial activities; when reporting openly tried cases, we shall abide by the provisions of corresponding laws. When reporting controversial content, we must earnestly check facts, fully hear the opinions from corresponding sides, and correctly grasp proper restraint. When reporting a number of major and large cases with strong social repercussions, which receive close attention, we must strictly conduct propaganda and report work well according to the uniform deployment and relevant requirements of the Centre, and in cases of uncertainty must timely ask for instructions on reporting.
X, Striving to improve work styles. We must educate newsgathering and editing personnel to stick close to reality, stick close to life and stick close to the masses, closely link up with the reality of building Socialism and a harmonious society, closely link up with fervent social life, closely link up with the basic interest of the broad popular masses, truly reflect the spirit of the times, and completely reflect the characteristics of the times. We must further improve news and propaganda, improve the reporting of conferences and leading comrades’ activities, raise quality, and stress results; we must further do major mass event reporting and guidance of hotspots and problems in society well, further do the reporting of sudden incidents well. We must strengthen and improve public opinion guidance work, and make public opinion guidance benefit the resolution of problems, benefit the Party and the government to improve their work, and benefit social stability.
XI, Striving to improve reporting writing style. We must realistically raise guidance levels, pay attention to propaganda art, use more fresh, lively and popular language, vivid models and examples, images that the people love to see and hear, dredge out guidance methods, and do radio, film and television reporting work well. We must be good at grasping the opportune moment, grasping the rhythm, grasping proper restraint, guiding our actions according to circumstances, unobtrusively influencing matters, watering plants without a sound, striving to use fresh and vivid language to solve ideological perplexities, using examples from real life to explain profound truths, and organically integrating ideology with art, inheriting with developing, caution with vivacity, science with fun. We must adapt to the tastes of the masses, satisfy the needs of the masses, explain profound matters in simple terms, leaving a deep impression by being pleasant to listen to, be amiable and trustworthy. We must expand news reporting surfaces, increase information quantities, achieve that news quantities are higher, timing is quicker, writing styles are better and value is higher, guaranteeing that news reports carry weight, have substantial content and rich information.
XII, Implementing avoidance systems in news reporting. Radio, film and television newsgathering and editing personnel, when engaging in news reporting activities, if they encounter the following situations, shall implement avoidance, and may not interfere with or exert influence on the newsgathering, editing and publication of the contribution: newsgathering and editing personnel having a parental relationship with the reporting counterpart, or a direct blood relative relationship, a collateral blood relative relationship within the third degree as well as a relationship or engagement; newsgathering and editing personnel reporting on matters involving localities that are the person’s birthplace, or a locality where the person worked or lived for a long time; newsgathering and editing personnel having relationships with the counterparts of reporting that fall under friendship, townspeople, classmates, colleagues, etc., and having regular contact; and where a concrete relationship of economic, reputational or other interests exists between newsgathering and editing personnel and the reporting counterpart.
XIII, Implementing rotation, exchange and position avoidance. For responsible persons at radio, film and television broadcast and news publishing work units’ branch organs at all levels and delegated agencies (journalist station chiefs, etc.), post avoidance, and rotation and exchange systems are implemented. Where the responsible persons of radio, film and television broadcast and news publishing work units’ branch organs and delegated agencies at all levels have been in a position for eight years, they shall be rotated, exchanged or arranged to work in a different location. Radio, film and television newsgathering and editing personnel may not be sent towards their birthplace or a locality where they lived or worked for a long time to undertake the position of main responsible person of a branch organ or delegated agency of their work unit.
XIV, Determinedly putting and end to paid-for news. We must firmly put an end to all sorts of paid-for news activities. The conveniences of the work or identity my not be used to directly or indirectly seek personal gain for oneself, relatives or other persons; no banquet invitations or gifts that may influence the objectivity and fairness of news reporting may be accepted; no money or objects may be asked for with, accepted from or borrowed from newsgathering counterparts under any name; no individual requirements that have no relationship to work may be put forward during newsgathering or reporting activities; no paid-for intermediary activities related to the profession may be engaged in; it is prohibited to engage in trade and set up enterprises; and concurrent posts may be held and remuneration received from other newspaper work units or economic organizations with which there is no relation of subordinacy. Radio, film and television broadcasters and presenters may not use their own name, voice or image to appear in any article, image or audiovisual product with a commercial aim; they may not privately engage in the presentation, recording or dubbing work of programmes that have not been approved as well as social activities for the purpose of individual profit.
XV, Separating news reporting and commercial activities. We must strictly implement regulations concerning separating news reporting and commercial activities. Advertising may not be solicited using the identities of journalists, editors, proof-readers, producers, presenters, broadcasters, etc., no advertising may be exchanged for news, advertising content may not be covertly broadcast in the form of news, no news reports may be manipulated for commercial gain. Interviewees may not be required to provide fees, remuneration, etc., for oneself, relatives or the department or work unit, and interviewees may certainly not be coerced to put up advertising or provide financial assistance on account of criticism and exposure, nor may private gain be sought.
XVI, Standardizing credential management and use. We must do radio and television editing journalist, broadcaster and presenter qualification accreditation work well, realistically strengthen radio, film and television newsgathering and editing team construction and management work. Administrative radio, film and television departments must continue to do qualification appraisal and accreditation work of radio, film and television editing journalists, broadcasters and presenters’ professional that are already employed and conform to conditions well, and guarantee examination and verification quality; we must implement professional qualification exams for other personnel needing to obtain radio, film and television editing journalist, presenter and broadcaster qualifications according to the requirements of national examination standards. We must guarantee the fairness, strictness and authoritativeness of exams; complete professional qualification registration and certificate issuing systems. We must strictly implement the procedures and requirements for continuing and modifying registration, establish files on bad discipline by certification-holding personnel, and establish network inquiry, supervision and control systems. We must strictly investigate and prosecute persons using false newsgathering and editing personnel credentials or passing themselves off as journalists. Radio and television news work units must publish a supervision telephone line to society, to convenience the masses’ supervision.
XVII, Investigation and prosecution regulations for violations of regulations and discipline. We must strictly investigate and prosecute radio, film and television newsgathering and editing personnel violating regulations and discipline according to relevant regulations and discipline. Radio, film and television newsgathering and editing personnel engaging in false reports, paid-for news and other activities, where circumstances are grave, will have their newsgathering and editing personnel credentials cancelled without exception. All personnel, of whom newsgathering and editing personnel credentials are revoked, may not engage in radio, film and television newsgathering and editing work within five years from the day of cancellation.
XVIII, This Implementation Plan, from the date of promulgation, is to be tried out in the main radio, film and television broadcasting and production organs and news publishing organs in the nationwide radio and television system, other news work units are to conduct trials with reference to it.
