Notice concerning Printing and Issuing the “SARFT and State Council Office for Rectification Implementation Plan concerning the People’s Radio Station and Central Television Station Launching Democratic Climate Discussion Activities”

On 22 June 2005, SARFT issued the “SARFT and State Council Office for Rectification Implementation Plan concerning the People’s Radio Station and Central Television Station Launching Democratic Climate Discussion Activities” to the Central People’s Radio Station, the Central Television station, all provincial, autonomous region, municipal and plan-listed city radio film and television bureaus (offices), rectification offices, the Xinjiang Production-Construction Corps radio and television office and the rectification office, all relevant work units are requested to integrate it with reality and earnestly implement this.

SARFT and State Council Office for Rectification Implementation Plan concerning the People’s Radio Station and Central Television Station Launching Democratic Climate Discussion Activities

On the basis of the “Implementation Opinions concerning Rectification Work in 2005″ of the Ministry of Supervision and the State Council Office for the Rectification of Unhealthy Tendencies” and the “Implementation Opinions concerning Launching Nationwide Radio and Television System Democratic Climate Discussion in 2005” of the State Administration of Radio, Film and Television and the State Council Office for Rectification, in order to do democratic climate discussion work in the Central People’s Radio Station and the Central Television Station well, these Implementation Opinions are formulated.

I, Guiding ideology and work objectives

With Deng Xiaoping Theory and the important “Three Represents” thought as guidance, persisting in the scientific development view, earnestly implementing the spirit of the 3rd and 4th Plenums of the 16th Party Congress, persisting in the principles of treating both root causes and symptoms, tackling problems comprehensively, simultaneously punishing and preventing, and stressing prevention, fully relying on forces from all walks of society to conduct comment and supervision over the Central People’s Radio Station and the Central Television station’s climate situation, striving to resolve prominent problems reflected by the broad masses. Further strengthening a sense of professional ethics, promoting the transformation of sector work styles, incessantly strengthening team construction, providing powerful guarantees for completing the Party’s central propaganda tasks.

II, Discussion content

(1) Implementation of Party and government principles, policies concerning propaganda work, propaganda discipline as well as the situation of radio and television laws and regulations, focusing on discussing the situation of persisting in the correct public opinion guidance radio and television as well as their subordinate websites, newspapers and periodicals. The main content:

1. persisting in taking Deng Xiaoping Theory and the important “Three Represents” thought as guidance, maintaining high consistency with the Party Centre;

2. persisting in the Party’s news work principles and policies, serving the larger picture of the entire Party’s and entire country’s work;

3. earnestly implementing the guiding principles of “three sticking close” (sticking close to reality, sticking close to life, sticking close to the masses), truthfully, objectively and completely reflecting social reality;

4. persisting in the principle of mainly propagating the positive side, forcefully carrying forward healthy social tendencies;

5. paying attention to propaganda art and innovating propaganda and reporting forms, incessantly raising propaganda effect;

6. fully giving rein to the correct guidance function of State mainstream media, strengthening and improving public opinion supervision work;

7. whether or not the political points of view, political trends, political tendencies and propaganda orientation in propaganda and reporting is correct, whether errors appear in propaganda work or bad influences are created;

8. programme content is rich and varied, satisfying the popular masses’ spiritual and cultural needs;

giving high regard and listening to the opinions and suggestions of the broad listeners and viewers on propaganda and reporting.

(2) The implementation situation of the “Regulations concerning Newsgathering and Editing Personnel Employment Management (Trial)”, the “Professional Ethics Standards for Chinese Radio and Television Editors and Journalists”, the “Professional Ethics Standards for Chinese Radio and Television Broadcasters and Presenters”, as well as the “Provisional Radio and Television Advertising Broadcast Management Regulations” and other relevant regulations and regulatory systems. Focus discussion is on whether phenomena such as paid-for news, false news, bad advertising, vulgar tendencies, etc., exist in radio and television as well as their subordinate websites, newspapers and periodicals

1. asking for, accepting or borrowing monies or objects from reporting counterparts or persons with a relationship of interest;

2. accepting invitations to banquets and presents that may influence the objectivity or fairness of news reporting;

3. blackmailing with “public exposure”, “editing and releasing for internal reference” and other methods, in order to achieve personal objectives or other improper objectives;

4. engaging in paid-for intermediary activities related to the profession, or engaging in private enterprises;

5. violating relevant regulations, concurrently holding positions and obtaining remuneration from other news work units or economic organizations without a relationship of subordination;

6. news reporting not being separated from commercial activities, publishing advertising in the form of news reports, exchanging news reporting or covert news forms for advertising and support, using the status of journalist, editor, proofreader, producer, presenter, broadcaster, etc., or the convenience of the work to attract advertising or attract support;

7. fabricating news or distorting and exaggerating reported facts, making comment or guesses into established factual reporting;

8. replacing policies and laws with individual sentiments, case reporting influencing judicial fairness and legal judgments;

9. in advertising for drugs, medical machines or medical services, using the images of experts, doctors, patients as well as social masses personalities as evidence, or propagating guaranteed cures, or propagating treatment functions in health protection foodstuff advertising, or exaggerating functions in advertising for drugs, cosmetics and beauty services;

10. piling up gore, violence, sex, gambling, superstition and fallacies in programmes or advertising, containing content that is insulting or discriminating towards other persons or invades other persons’ privacy, or using coarse language, uncivilized manners, and vulgar styles;

11. other problems of violating professional ethics and sector management regulations, seeking personal gain through work, etc.

III, Organizational leadership

Democratic climate discussion work for the Central People’s Radio station and Central Television station, is conducted under the leadership of the SARFT Democratic Climate Discussion Work Leading Small Group.

The Central People’s Radio station and Central Television station separately establish democratic climate discussion work leading small groups and work organs, integrate the reality of the station and organize implementation. One comrade is appointed to take the position of liaison, and is responsible for liaison work with SARFT and the State Council Office for Rectification.

IV, Time arrangements, methods and steps

From the end of June to the middle of November, matters will be implemented according to four phases: mobilization and deployment; seeking opinions; concentrated discussion; inspection, rectification and reform.

(1) Mobilization and deployment (end of June until beginning of July)

The Central People’s Radio station and Central Television station participate in a nationwide radio and television system democratic climate discussion activity mobilization meeting convened by SARFT and the State Council Office for Rectification, and integrate their reality with deployment work.

(2) The opinion-seeking phase (middle of July until end of August)

SARFT and the State Council Office for Rectification entrust all provincial (regional, municipal) radio and television departments and rectification offices to release, recover and collect questionnaires concerning the Central People’s Radio station and Central Television station climate situation, adopt effective methods to solicit the opinions from local masses concerning the Central People’s Radio station and Central Television station, and form written reports for SARFT and the State Council Office for Rectification.

SARFT and the State Council Office for Rectification appoint democratic climate comment representatives, to conduct investigation and comment on the Central People’s Radio station and Central Television station climate situation.

The DARFT Democratic Climate Discussion Office gathers the collected opinions, and gives feedback to the Central People’s Radio station and Central Television station.

The Central People’s Radio station and Central Television station must openly make commitments to society, adopt all sorts of methods to broadly solicit the masses’ opinions, conduct self-appraisal of the climate situation of that station, write written materials and report them to SARFT and the State Council Office for Rectification.

(3) the concentrate discussion phase (beginning of September)

SARFT and the State Council Office for Rectification organize and convene a discussion meeting. The meeting content: the Central People’s Radio station and Central Television station separately conduct self-appraisal concerning the climate situation of that station, the discussing representatives conduct discussion of the Central People’s Radio station and Central Television station climate situation, the Central People’s Radio station and Central Television station conduct declarations concerning the discussion opinions of the representatives.

(4) Rectification and reform phase (mid-September until mid-November)

The Central People’s Radio station and Central Television station earnestly research rectification and reform plans for problems reflected by the masses in discussion, implement concrete rectification and reform plans, establish and complete relevant regulatory systems. Problems that can be promptly resolved or that can be resolved through effort are to be timely resolved; those for which there are no conditions to resolve them for the time being, are to be listed in rectification and reform plans. They earnestly perform summarizing of that station’s launching democratic climate discussion activity work.

SARFT and the State Council Office for Rectification organize relevant personnel to conduct inspection of the rectification and reform situation.

V, Discussion results

SARFT will report the discussion opinions on the Central People’s Radio station and Central Television station from all localities, the questionnaires as well as the rectification and reform situation of the Central People’s Radio station and Central Television station in written form. They must also within a certain scope, adopt suitable measures, to open up the discussion results and rectification and reform situation of the Central People’s Radio station and Central Television station to society.

VI, Some requirements

(1) Raising understanding, strengthening leadership

It is necessary to raise democratic climate discussion work to the height of practicing the important “Three Represents” thought in order to understand it, and let it become a rectification and reform measure to maintain the advanced educational activities for Party members to grasp. It is necessary to implement the democratic climate discussion work responsibility system, clarify responsibilities and work division, leading comrades must grasp this themselves, relevant functional departments must grasp this concretely. It is necessary to integrate democratic climate discussion work with completing propaganda tasks and “Three Studies Education Activities”, and strive for realistic results.

(2) Broadening propaganda, grasping models well.

It is necessary to adopt many sorts of ways to broaden propaganda, obtain the understanding and support of the broad masses in launching democratic climate discussion work concerning the Central People’s Radio station and Central Television station, and broaden social participation. It is necessary to pay attention to summarizing and propagating the good methods, good experiences and advanced models in launching democratic climate discussion activities.

(3) Grasping focus points, stressing actual effects.

It is necessary to revolve around discussion content, and guide the grasping of discussion focus points. It is necessary to seek for prominent problems that the masses are permitted to reflect, formulate rectification and reform measures, and ruthlessly grasp implementation. It is necessary to, through democratic climate discussion work, research and explore long-term mechanisms for radio station and television station climate construction

(4) Standardizing activities, strictly enforcing discipline.

It is necessary to establish open, fair and just discussion procedures and scientific appraisal systems. It is necessary to make discussion content public, make opinion seeking public, make rectification and reform measures public, and make discussion results public. Personnel of departments participating in discussion may not act as a discussion representative in that department’s democratic climate discussion; departments participating in discussion may not practice fraud, and may not engage in unhealthy tendencies in discussion work.

2005年6月22日,广电总局向中央人民广播电台、中央电视台,各省、自治区、直辖市、计划单列市广播影视局(厅)、纠风办,新疆生产建设兵团广播电视局、纠风办发出《关于印发的通知》,请各有关单位结合实际,认真贯彻落实。

关于中央人民广播电台、中央电视台开展民主评议行风活动的实施方案

根据监察部、国务院纠正行业不正之风办公室《关于2005年纠风工作的实施意见》和国家广电总局、 国务院纠风办《关于2005年开展全国广播电视系统民主评议行风活动的实施意见》,为做好中央人民广播电台、中央电视台民主评议行风工作,特制定本实施方案。
一、指导思想和工作目标
以邓小平理论和“三个代表”重要思想为指导,坚持科学发展观,认真贯彻党的十六届三中、四中全会精神,坚持标本兼治、综合治理、惩防并举、注重预防的方针,充分依靠社会各界力量对中央人民广播电台、中央电视台行风状况进行评议和监督,着力解决广大群众反映的突出问题。进一步增强职业道德意识,推动转变行业作风,不断加强队伍建设,为完成党的宣传中心任务提供有力保障。
二、评议内容
(一)执行党和政府关于宣传工作的方针、政策和宣传纪律以及广播电视法规的情况,重点评议广播电视以及所属网站、报刊坚持正确舆论导向的情况。主要内容:
1.坚持以邓小平理论和“三个代表”重要思想为指导,与党中央保持高度一致;
2.坚持党的新闻工作方针、政策和原则,为全党和全国工作大局服务;
3.认真贯彻“三贴近”(贴近实际、贴近生活、贴近群众)的指导原则,真实、客观、全面反映社会实际;
4.坚持正面宣传为主的方针,大力弘扬社会正气;
5.讲究宣传艺术,创新宣传报道形式,不断提高宣传效果;
6.充分发挥国家主流媒体的正确引导作用,加强和改进舆论监督工作;
7.宣传报道的政治观点、政治态度、政治倾向和宣传导向是否正确,宣传工作是否出现过失或产生不良影响;
8.节目内容丰富多样,满足人民群众的精神和文化需求;
9.重视听取广大听众、观众对宣传报道的意见和建议。
(二)执行《关于新闻采编人员从业管理的规定(试行)》和《中国广播电视编辑记者职业道德准则》、《中国广播电视播音员主持人职业道德准则》以及《广播电视广告播放管理暂行规定》等有关规章制度的情况。重点评议广播电视以及所属网站、报刊是否存在以下有偿新闻、虚假新闻、不良广告、低俗之风等现象:
1.索要、接受或借用采访报道对象或利害关系人的钱物;
2.接受可能影响新闻报道客观公正的宴请和馈赠;
3.以“公开曝光”、“编发内参”等方式相要挟,以达到个人目的或其它不正当目的;
4.从事与职业有关的有偿中介活动,或者经商办企业;
5.违反有关规定,在无隶属关系的其他新闻单位或经济组织兼职取酬;
6.新闻报道与经营活动不分,以新闻报道形式发布广告,以新闻报道或变相新闻形式换取广告和赞助,利用记者、编辑、审稿人、制片人、主持人、播音员等身份或工作之便拉广告、拉赞助;
7.编造新闻,或者歪曲、夸大报道事实,将评论或猜测作为认定事实报道;
8.以个人感情代替政策法律,案件报道影响司法公正和法律判决;
9.在药品、医疗器械和医疗服务广告中,利用专家、医生、患者以及社会公众人物的形象作证明,或宣传保证治愈,或在保健食品广告中宣传治疗作用,或在药品、化妆品、美容服务广告中夸大功能;
10.在节目或广告中渲染血腥、暴力、色情、赌博、迷信和歪理邪说,含有污辱、歧视他人和侵犯他人隐私的内容,或者用语粗俗、举止不文明、格调低下;
11.其它违反职业道德和行业管理规定,以业谋私等问题。
三、组织领导
中央人民广播电台、中央电视台的民主评议行风工作,在广电总局民主评议行风工作领导小组领导下进行。
中央人民广播电台、中央电视台分别成立民主评议行风工作领导小组和工作机构,结合本台实际组织实施。选定一名同志担任联络员,负责与广电总局和国务院纠风办的联络工作。
四、时间安排和方法步骤
从6月下旬到11月中旬,按动员部署、征求意见、集中评议、检查整改四个阶段进行。
(一)动员部署阶段(6月下旬至7月上旬)
中央人民广播电台、中央电视台参加广电总局和国务院纠风办召开的全国广播电视系统民主评议行风活动动员大会,并结合各自实际部署工作。
(二)征求意见阶段(7月中旬至8月下旬)
广电总局和国务院纠风办委托各省(区、市)广电部门和纠风办,发放、回收、汇总中央人民广播电台、中央电视台行风状况调查问卷,并采取有效方法,征求当地群众对中央人民广播电台、中央电视台的意见,形成书面报告报广电总局和国务院纠风办。
广电总局和国务院纠风办选聘民主评议行风代表,对中央人民广播电台、中央电视台行风状况进行调查、评议。
广电总局民主评议行风办公室将所征求的意见汇总,反馈给中央人民广播电台、中央电视台。
中央人民广播电台、中央电视台要公开向社会作出承诺,采取各种方式广泛征求群众意见,对本台的行风状况进行自我评估,写出书面材料上报广电总局和国务院纠风办。
(三)集中评议阶段(9月上旬)
广电总局和国务院纠风办组织召开评议大会。会议内容:中央人民广播电台、中央电视台分别对本台的行风状况进行自我评估,评议代表对中央人民广播电台、中央电视台的行风状况进行评议,中央人民广播电台、中央电视台就代表的评议意见进行表态。
(四)整改阶段(9月中旬至11月中旬)
中央人民广播电台、中央电视台针对评议中群众反映的问题,认真研究整改方案,落实具体整改措施,建立健全有关规章制度。对能及时解决或通过努力能解决的问题,及时整改;对一时不具备条件解决的,列出整改计划。认真做好本台开展民主评议行风活动的工作总结。
广电总局和国务院纠风办组织有关人员,对整改情况进行检查。
五、评议结果
广电总局将各地对中央人民广播电台、中央电视台的评议意见和问卷调查以及中央人民广播电台、中央电视台的整改情况形成书面报告。还要在一定范围内,采取适当形式,将中央人民广播电台、中央电视台的评议结果和整改情况向社会公开。
六、几点要求
(一)提高认识,加强领导
要把民主评议行风工作提高到实践“三个代表”重要思想的高度来认识,作为保持共产党员先进性教育活动的一项整改措施来抓。要落实民主评议行风工作责任制,明确责任分工,领导同志要亲自抓,有关职能部门要具体抓。要把民主评议行风活动与完成宣传任务、“三项学习教育活动”结合起来,务求实效。
(二)广泛宣传,抓好典型
要采取多种形式广泛宣传,取得广大群众对中央人民广播电台、中央电视台开展民主评议行风工作的了解和支持,扩大社会参与面。要注意总结和宣传开展民主评议行风活动的好做法、好经验和先进典型。
(三)把握重点,注重实效
要围绕评议内容,引导把握评议重点。要找准群众反映的突出问题,制定整改措施,狠抓落实。要通过民主评议行风工作,研究与探索电台、电视台行业作风建设的长效机制。
(四)规范行为,严明纪律
要建立公开、公平、公正的评议程序和科学的评价体系。要公开评议内容,公开征求意见,公开整改措施,公开整改情况,公开有关评议结果。参评部门的人员不得作为对本部门民主评议行风的评议代表;参评部门不得弄虚作假,不得在评议工作中搞不正之风。
