Management Regulations Concerning Further Standardizing Mass-Participation Selection-Type Radio and Television Activities and Programmes

All provincial, autonomous region and municipal radio film and television bureaus (offices), the Xinjiang Production-Construction Corps Radio and Television Bureau, the Three Central Stations:

In recent years, mass-participation selection-type radio and television activities and programmes, have made beneficial attempts in aspects of innovating radio and television forms, content, methods, etc., have enriched and satisfied the popular masses’ multi-layered and diversified spiritual culture requirements. All administrative radio and television entities and broadcasting organs have mostly strengthened management over mass-participation selection-type activities and programmes according to SARFT requirements, and have achieved certain effects. But, there are presently still a number of mass-participation selection-type activities and programmes in which problems of vulgarity exist in segment planning, selection of judges, contestant displays, performance content, etc., that deviate the basic orientation of positiveness, healthiness and upwardness, damaging the image of radio and television media, with strong public reaction. In order to further standardize management, the relevant matters are hereby notified as follows:

I, This Notice’s management content includes all kinds of competitions, contests, prize-giving, athletic competition and other radio and television activities and programmes openly listing names, which result in winning prizes, broadcasted by all levels’ television stations, recruiting from all over society, and organizing the participation of contestants.

II, All provincial-level and vice-provincial-level television stations’ satellite channels organizing or broadcasting mass-participation selection-type activities must, after reporting to the provincial-level administrative radio, film and television entity for examination and verification, report for approval with SARFT three months in advance; the central television station, central people’s radio station, the China International Radio Station and China Education Television organizing and broadcasting all kinds of mass-participation selection-type activities, report to SARFT for approval three months in advance. Where all levels’ television satellite channels applying to organize or broadcast mass-participation selection-type activities establish competition areas outside the border, they must report to SARFT for individual approval. All provincial and vice provincial-level television terrestrial channels organizing mass-participation selection-type activities within the scope of their jurisdiction, must report to the provincial-level administrative radio, film and television entity for approval.

III, All provincial-level and vice-provincial-level television stations’ satellite channels organizing or broadcasting mass-participation selection-type activities may in principle not exceed one per year, and the broadcasting time of every activity may not exceed two months, the number of broadcasts may not exceed 10 times, the duration of every broadcast may not exceed 90 minutes. Of those, for the last broadcast or finals, the live broadcast method may be adopted, with a broadcast delay of at least one minute, guaranteeing that there are no problems. Sub-contest area activities may not be broadcast on all provincial-level or vice-provincial level television stations’ satellite channels. From 1 October 2007, all provincial-level or vice-provincial level television stations’ satellite channels’ every mass-participation selection-type activities may not be broadcast between 19:30 and 22:30. Organization of all sorts of activities such as follow-up or tours related to mass-participation selection-type activities, may not be broadcast on all television channels’ satellite stations.

IV, In mass-participation selection-type activities and programmes, segment design must tightly control the selection content, content such as the hosts’ hosting speech, the judges’ criticisms, the contestants’ impressions, the expression of feelings by friends and relatives, inserted images, etc., must be largely reduced, and the overall time may not exceed 20% of every programme. The selection of basic content must occupy 80% or more of the complete programme duration. In singing-type contests, (apart from foreign special music competitions), the proportion of domestic songs sung in every broadcast must be 75% or more.

V, Contestants’ stage manner, language, hairstyle and dress must conform to the aesthetic feelings of the masses. It is necessary to conduct strict screening of contestants, and contestants with inferior moral character and low personal quality may not be selected. Contestants’ spirit and bearing shall be displayed as strong, mature, independent, self-confident, healthy and upward. It is prohibited to fabricate witticisms, sedulously arouse emotion and play up mournful emotions, it is prohibited to broadcast or suggest contestants’ negative information and gossip in the programme. Contestants must be 18 years of age or more. Organizing selection-type activities in which minors participate must be reported for approval individually with SARFT.

VI, Hosts must have a correct orientation, strengthen a consciousness of social responsibility, and be good at dealing with sudden problems in programmes. Hosts may not express personal feelings or good and bad in the programme, may not sedulously display themselves, hosts’ speech must be succinct, and private forms of address such as “big brother, big sister, little brother or little sister” may not be used towards contestants, honoured guests, judges or other performers. There may be no sarcastic speech, flattery or flirtation between hosts.

VII, Judges and honoured guests must have authoritativeness and expertise, and must be generally acknowledged in their trade. Judges and distinguishes guests must have desirable social virtues, individual morals and cultural ability. Judges and honoured guests’ criticism must be fair, expert, appropriate and succinct, must guide the audiences’ raising of their artistic appreciation levels, and may not discuss content that is not related to the selection itself, it is prohibited to use the status of judge or distinguished guest to publicize themselves, their dress, hairstyle, etc., must be befitting their position. Broadcast organs organizing mass-participation selection-type activities, after obtaining approval, must within one month, after examination and verification by the provincial-level administrative radio, film and television entity, submit a name list of judges and honoured guests to SARFT. Replacement of judges or honoured guests must be reported to the provincial-level bureau and SARFT for approval, and the reasons must be explained.

VII, All levels’ television stations’ satellite channels or terrestrial channels inviting foreigners to act as honoured guests, host, judges, performers and to plan mass-participation selection-type activities and programme production, must report to SARFT for approval according to regulations.

IX, It is necessary to establish scientific selection standards and contest principles. It is prohibited to use any kind of outside voting method such as mobile telephone voting telephone voting, network voting, etc. The inside voting method must be open, fair and just, it is prohibited to in any kind of way mislead or induce audience votes. All kinds of mass-participation selection-type activities without exception do not provide money awards or trophies.

X, Broadcasting organs organizing mass-participation selection-type activities and programmes, must clarify all levels’ responsible persons, clarify the duties and responsibilities taken up, and must have clear advance measures against problems that may happen; responsible persons in charge must conduct pre-broadcast examination and completely keep the gates of the programme. At the same time as applying for the organization of mass-participation selection-type activities, a list of names of the programme’s responsible persons must be submitted, which shall be published by SARFT on the governmental web site.

XI, All broadcasting organs must give high regard to and speedily rectify problems put forward by all levels’ administrative radio, film and television entities programme content supervision organs. All broadcasted content that is criticised for the first time by the SARFT programme content supervision organ must be immediately rectified; that criticised for the second time, shall be issued with a cessation of programme broadcast warning by SARFT; that criticised for the third time, shall be issued with a cessation of programme broadcast notice by SARFT. To those where problems are pointed out, that do not immediately rectify, SARFT shall at the same time as ordering immediate cessation of broadcast, cancel the annual organization of mass-participation selection-type activities qualifications of that broadcast organ for the next year or impose other administrative punishments in view of the situation.

XII, All levels’ administrative radio, film and television entities must realistically resist low and vulgar tendencies and strengthen management over mass-participation selection-type activities and programmes. They must establish corresponding programme supervision, warning and broadcast cessation systems, and must report the implementation situation to SARFT in due course. For all problems with a grave character, the administrative management entity’s neglect of supervisory duty and dereliction of responsibility must be investigated.

XIII, The central television station, central people’s radio station and China International Radio Station, according to the orientation of channels and frequencies, may organize nationwide mass-participation selection-type activities. China Education Television may organize nationwide mass-participation education and teaching-type selection activities. Central radio and television broadcasting organs must strictly according to the spirit of this Notice, substantially reduce activity quantities, broadcasting numbers, duration, etc., and raise activity quality. All activities of this type must be broadcasted outside of the time between 19:30 and 22:30.

XIV, The requirements of this Notice on broadcast times, programme content, contestants, hosts, judges, honoured guests, voting methods and all levels’ administrative radio, film and television entities apply to all levels’ television stations’ every fixed column with mass selection, interaction with honoured guests, participation of judges, installation of name lists and promotions.

XV, All levels’ radio and television organs, if they must broadcast or organize mass-participation selection-type activities and programmes outside of SARFT regulations because of special needs, they may report individually to SAFT. If the quantity of programmes, quantity of broadcast, times, durations, etc., must be changed, it shall be reported to SARFT as a special case according to procedure.

XVI, The requirements of this Notice on programme content, hosts, judges, honoured guests and all levels’ administrative radio, film and television entities apply simultaneously to all sorts of radio and television entertainment, interview and live programmes.

XVII, Management regulations over mass-participation selection-type activities and programmes, shall be subject to this Notice.
