Urgent Notice Concerning the Decision on Implementing the State Council’s “National Mourning Activities”
All provincial, autonomous region and municipal culture offices (bureaus), Xinjiang Production-Construction Corps Culture Bureau, Beijing Municipality, Tianjin Municipality, Shanghai Municipality and Chongqing Municipality Culture Market Administrative Enforcement Units, all directly subordinate work units:
In order to convey the profound mourning of the people of all ethnicities nationwide for the compatriots suffering from the earthquake in Yushu, Qinghai, the State Council has decided to organize national mourning activities on 21 April 2010, all national institutions and those located abroad will fly the flag at half-mast in mourning, and suspend public entertainment activities. In order to implement the spirit of the State Council’s decision, relevant matters are hereby notified as follows:
I, All levels’ administrative culture entities, cultural market general law enforcement organs and all cultural work units nationwide must, according to the requirements of the State Council proclamation, where flying the national flag, lower it to half-mast in mourning.
II, All cultural system entities, and all work units nationwide suspend organization of all entertainment activities.
III, All cultural entertainment venues nationwide suspend all entertainment activities. All venues such as cinemas, song and dance entertainment venues, recreation entertainment venues, chess halls, etc., as well as cultural buildings (palaces, stations), community culture activity centres suspend all activities related to performances, entertainment, screening, chess playing, etc.; all internet online service business venues suspend all activities related to gaming, music, film and television, etc.; all Internet culture business work units suspend all entertainment activities such as network music, network gaming, network cartoons, network film and television, etc.
IV, All level’s administrative culture entities and cultural market general enforcement organs must strongly conduct supervision over the situation concerning implementation of the State Council decision by all sorts of cultural entertainment venues and business work units in their regions, and punish those violating the decision, according to the law.
It has hereby been notified.
