Announcement Concerning Complete Implementation of the “One Filing, Two Examinations System” for Films

The “Notice Concerning Improving and Completing Film Script (Outline) Filing and Film Examination Work” (hereafter simply named “Notice” has been printed and distributed to all provincial, autonomous region and municipal radio, film and television bureaus (hereafter simply named “provincial-level radio, film and television entities”) nationwide and all film production work units nationwide, the “one filing, two examinations system” for films has been successively launched. Now, the relevant concrete matters are announced as follows:

I, All provincial, autonomous region and municipal radio, film and television bureaus shall, according to the requirements of the “Notice”, conduct vigorous planning, and shall report circumstances such as subordinate film examination organ staff organization, work procedures, technical equipment, etc., to SARFT. After SARFT examination and approval, they shall be made public on the SARFT web site, and from the day of making public, the provincial-level radio, film and television entities shall implement the corresponding film management duties:

(1) Provincial-level radio, film and television entities are responsible for film script (outline) filing work for all film production work units in their administrative areas, and to timely report the filing situation to SARFT. For filming films with major revolutionary or major historical themes, major theoretical or documentary films and Sino-foreign coproduction films, after the provincial-level radio, film and television entity examines and verifies the film script, according to corresponding management regulations, they shall report it to SARFT, to conduct examination and approval for project establishment.

(2) Provincial-level radio, film and television entities are responsible for all film production work units’ film examination work in their administrative areas, production work units holding a preliminary screening or final screening opinion of the provincial-level radio, film and television entity, goes to the SARFT Film Department to conduct final screening and obtain a “Film Public Screening Permit”

1, Provincial-level radio, film and television entities nationwide except for Jilin, Guangdong, Zhejiang, Hubei and Beijing, are responsible for preliminary film screening work of subordinate film production work units, and after forming a preliminary screening opinion reporting to the SARFT film examination organ to conduct final screening.

2, Jilin, Guangdong, Zhejiang and Hubei provincial-level radio, film and television entities, trying territorial examination, are responsible for conducting preliminary screening work of films with major revolutionary or major historical themes, major theoretical or documentary films and Sino-foreign coproduction films shot by subordinate film production work units, and for final screening of all other films, apart from the abovementioned films.

3, Beijing radio, film and television bureau, trying territorial examination, is responsible for preliminary screening of films with major revolutionary or major historical themes, major theoretical or documentary films and Sino-foreign coproduction films shot by subordinate film production work units, as well as preliminary screening of other films on tape, and final screening of other digital films.

II, After the provincial-level radio, film and television bureau of the locality of industry and commerce registration begins to implement “one filing, two examinations”, film production work units (including all sorts of audiovisual culture companies established through registration with industry and commerce registers, hereafter the same) producing films, shall send to the provincial-level radio, film and television entity to which they are subordinate for filming and preliminary screening (a part of provinces and municipalities may conduct final screening of a part of films, for details, see above). But film production work units subordinate central and State organs (armed forces) as well as registered by the State Administration of Industry and Commerce do not fall hereunder, and shall still be filed and examined by SARFT.

III, Taking into consideration the continuity and completeness of film management work, all films already filed or established before the implementation of the “one filing, two examinations” system, the original film management entity approving filing or project establishment shall conduct examination of the finished film and shall be responsible for corresponding production management work according to original regulations.

IV, The “one filing, two examinations system” must be completely implemented from 1 July, all provincial-level radio, film and television entities are requested to realistically implement film management duties, all film production work units nationwide are requested to pay close attention to the corresponding sections of the SARFT website, and may telephone for information (contact numbers: 010-86090423, 86090424, 86090959; contact persons: Liu Yanhui, Huang Zhi, Jin Wenhua)

关于电影全面实行“一备二审制”的公告

《广电总局关于改进和完善电影剧本（梗概）备案、电影片审查工作的通知》（以下简称《通知》）已印发全国各省、自治区、直辖市广播影视局（以下简称“省级广电部门”）和全国各电影制片单位，电影的“一备二审制”已陆续展开。现就有关具体事项公告如下：

一、各省、自治区、直辖市广播影视局应根据《通知》要求积极筹备，将所属电影审查机构人员组成、工作程序、技术设备等情况申报广电总局。经总局审批同意后在总局网站公示，自公示之日起各省级广电部门履行相关的电影管理职能：

（一）省级广电部门负责本行政区域内的各电影制片单位的电影剧本（梗概）备案工作，并及时向广电总局上报备案情况。拍摄重大革命和重大历史题材影片、重大理论文献影片和中外合作影片，由省级广电部门审核电影剧本后，按相关管理规定报广电总局进行立项审批。

（二）省级广电部门负责本行政区域内的各电影制片单位的电影片审查工作，制片单位持省级广电部门的初审、终审意见，到广电总局电影局进行终审和领取《电影片公映许可证》。

1、全国除吉林、广东、浙江、陕西、湖北省和北京市以外的省级广电部门，负责所属电影制片单位摄制的电影片初审工作，形成初审意见后报广电总局电影审查机构进行终审。

2、试行属地审查的吉林、广东、浙江、陕西、湖北省的省级广电部门，负责对所属电影制片单位摄制的重大革命和重大历史题材影片、重大理论文献影片和中外合作影片进行初审，对除上述影片以外的其他影片进行终审。

3、试行属地审查的北京市广电局，负责对所属电影制片单位摄制的重大革命和重大历史题材影片、重大理论文献影片和中外合作影片、以及其他影片中的胶片电影进行初审，对其他影片中的数字电影进行终审。

二、工商注册登记所在地的省级广电部门开始实行“一备二审制”后，电影制片单位（包括经工商注册登记成立的各类影视文化公司，下同）摄制电影，应送所属省级广电部门备案、初审（部分省市可对部分影片进行终审，详情见上文）。但中央和国家机关（军队）所属的、以及在国家工商总局注册的电影制片单位不在此列，仍由广电总局电影局备案、审查。

三、考虑到电影管理工作的延续性和完整性，凡在“一备二审制”实行以前已备案或立项的电影，按原规定由原批准备案或立项的电影管理部门对其完成影片进行审查并负责相关的制片管理工作。
