Notice Concerning Further Strengthening Television Drama Writing Quality Management

On 18 February, SARFT circulated the “SARFT Notice Concerning Further Strengthening Television Drama Writing Quality Management” to all provincial, autonomous region and municipal radio, film and television bureaus, CCTV, the General Political and Propaganda Department Art Bureau and the China Education Television Channel, the Notice says that in recent years, television drama creation, production and broadcast have continuously flourished and developed, become universally liked by the popular masses, and broadly followed with interest by all walks of society, at the same time the problem of television drama writing quality had also gained more and more attention, the voices of relevant State entities and all walks of society that require further raising of television drama writing quality become louder and louder. Writing quality relates to the standardization and purity of national and ethnic language writing, relates to media images and correct guidance of the social masses, guaranteeing correct television drama language and writing use and raising television drama writing quality are important tasks for administrative radio and television entities, and are also basic social responsibilities for television drama broadcasting organs and production organs that they shall bear on their own initiative.

Consequently, in order to strengthen supervision and management over television drama writing quality, spur comprehensive television drama production quality to be further raised, the following is hereby required:

I, Television drama production organs shall conduct writing quality inspection of television dramas they produce, and guarantee television drama writing and language is correct and standardized, avoid appearance of wrongly written characters in subtitles, and at the same time as far as possible reduce pronunciation errors, vocabulary errors and expression errors. When submitting television dramas of approval, apart from submitting the materials provided in past regulations, a copy of the “Production Organ Television Drama Writing Quality Self-Examination Commitment Letter” must also be submitted, indicating that inspection of the submitted television drama writing quality has already been conducted by a specialist according to State language and writing standards and norms, that if writing quality dos not meet conditions, punishment will be received, and that the consequences will be borne by themselves. The “Production Organ Television Drama Writing Quality Self-Examination Commitment Letter” is produced uniformly by SARFT, and may be downloaded for use from the SARFT website television drama service hall.

 

II, Television drama examination organs must formulate clear and strict writing quality supervision systems, strengthen gatekeeping over submitted television drama writing quality. If it is found that submitted television drama writing quality does not conform to requirements during inspection, it shall be sent back, and the producing organ shall be required to re-submit it after rectification.

 

III, Television broadcast organs shall establish standardized and effective television drama writing quality examination systems. Television broadcast organs already having a television drama writing quality examination system, shall further perfect corresponding measures, and realistically implement them; television broadcast organ not yet having established television drama writing quality examination systems, shall immediately set about to formulate corresponding rules and measures, and may adopt methods such as organizing or employing specialists for examination, concluding corresponding contractual provisions with producing organs, etc., and as soon as possible begin implementation.

CCTV and provincial-level television satellite channels shall give free rein to their example function in the aspect of television drama writing quality, if it is discovered that subtitle errors appear twice in a television drama episode scheduled for broadcast in the golden hours, it shall be sent back to the production organ for rectification, and according to the contractual provisions the production organ is required to undertake corresponding duties, where writing quality does not meet standards, it may not be broadcast. When reporting programmes drafted for broadcast during the golden hours to SARFT, apart from submitting the required materials, one “Broadcasting Organ Television drama Writing Quality Promise Letter” must be submitted. The “Broadcasting Organ Television drama Writing Quality Promise Letter” is formulated uniformly by SARFT, and may be downloaded for use from the SARFT government website television drama service hall.

 

IV, Where already broadcast television dramas are discovered to still contain relatively many writing mistakes, the relevant production organs and broadcasting organs shall be correspondingly dealt with or punished by SARFT according to the law.

 

V, SARFT conducts special examination over the situation of provincial-level administrative radio and television entities implementing television drama writing quality supervision and management work, as well as writing quality of television dramas broadcast by television broadcasting organs , and shall announce the corresponding examination results publicly.

 

These Notice takes effect on 1 July 2011, all provincial, autonomous region and municipal radio, film and television bureaus are requested to transfer this Notice to all subordinate levels’ television stations, and communicate the spirit of these Regulations timely to television drama production organs within their jurisdiction.

 

广电总局办公厅关于进一步加强电视剧文字质量管理的通知

2月18日，广电总局办公厅向各省、自治区、直辖市广播影视局，中央电视台，总政宣传部艺术局，中国教育电视台发出《广电总局办公厅关于进一步加强电视剧文字质量管理的通知》，通知说，近年来，电视剧的创作、生产和播出持续繁荣发展，受到人民群众普遍喜爱、社会各界广泛关注，同时，电视剧的文字质量问题也越来越引起关注，国家有关部门、社会各界要求进一步提高电视剧文字质量的呼声越来越高。文字质量关系到国家民族语言文字的规范性和纯洁度，关系到媒体形象和对社会公众的正确引导，确保电视剧正确用字用语，提高电视剧文字质量，是广电行政部门的重要职责，也是电视剧播出机构和制作机构应自觉承担的基本社会责任。
鉴此，为加强对电视剧文字质量的监管，促使电视剧整体制作品质进一步提升，现要求如下：
一、电视剧制作机构应对所制作的电视剧进行文字质量检查，确保电视剧用字用语正确、规范，避免出现字幕错别字，同时尽可能减少读音错误、用词错误和表达错误。送审电视剧时，除提交以往规定材料外，还需提交《制作机构电视剧文字质量自检承诺书》一份，表明已由专人按照国家语言文字规范标准对送审电视剧文字质量进行了检查，如因文字质量不达标受到处理，自行承担后果。《制作机构电视剧文字质量自检承诺书》由广电总局统一制定，可在广电总局政府网站电视剧服务大厅下载使用。
二、电视剧审查机构要制定明确、严格的文字质量监管制度，加强对送审电视剧的文字质量把关。在审查中如发现送审电视剧文字质量不符合要求，应当予以退回，要求制作机构改正后再行送审。
三、电视播出机构应建立规范、有效的电视剧文字质量检查制度。已有电视剧文字质量检查制度的电视播出机构，应进一步完善相关措施，切实贯彻执行；尚未建立电视剧文字质量检查制度的电视播出机构，应立即着手制定相关办法和措施，可采用组织或聘用专人检查、与制作机构签订相关合同条款等方式，并尽快开始实行。
中央电视台和省级电视台卫视频道应当在电视剧文字质量方面发挥表率作用，如发现黄金时段拟播电视剧单集字幕错别字达2处，应退回制作机构进行修改，并可根据合同条款要求制作机构承担相关责任，文字质量不达标不得播出。在向总局上报黄金时段拟播剧目时，除提交规定材料外，还需提交《播出机构电视剧文字质量承诺书》一份。《播出机构电视剧文字质量承诺书》由广电总局统一制定，可在广电总局政府网站电视剧服务大厅下载使用。
四、已经播出的电视剧，如被发现仍存在较多的文字错误，广电总局将依法对有关制作机构、播出机构给予相应处理、处罚。
五、广电总局将对各省级广电行政部门执行电视剧文字质量监管工作的情况，以及电视播出机构播出电视剧的文字质量情况进行专项检查，并将相关检查结果予以公布。
本通知自二○一一年七月一日起执行，请各省、自治区、直辖市广播影视局将本通知转发所属各级电视台，并将本通知精神及时向所辖区域内电视剧制作机构传达。
