In order to support our country’s cultural product and service export, the Ministry of Commerce, Central Propaganda Department, Ministry of Foreign Affairs, Ministry of Finance, Ministry of Culture, General Administration of Customs, General Administration of Taxation, State Administration of Radio, Film and Television, General Administration of press and Publications, and State Council Information Office jointly formulated the “Cultural Product and Service Export Guidance Catalogue”, which is hereby promulgated. The “Cultural Product and Service Export Guidance Catalogue” (Ministry of Commerce, Ministry of Foreign Affairs, Ministry of Culture, SARFT, General Administration of Press and Publications and State Council Information Office Announcement No. 27 of 2007) is abolished at the same time.

Cultural Product and Service Export Guidance Catalogue

In order to international influence of Chinese culture, encourage and support cultural enterprise to vigorously expand into international cultural markets, raise the international competitiveness of cultural enterprises, promote the speedy development of our country’s cultural products and services’ export, the Ministry of Commerce, together with the Central Propaganda Department, Ministry of Foreign Affairs, Ministry of Finance, Ministry of Culture, General Administration of Customs, General Administration of Taxation, State Administration of Radio, Film and Television, General Administration of press and Publications, and State Council Information Office jointly formulated the “Cultural Product and Service Export Guidance Catalogue”, and is responsible for interpretation and adjustment.

All departments accredit a batch of national culture export focus programmes that benefit carrying forward the excellent traditional culture of the Chinese nation, benefit safeguarding national unity and ethnic unity, benefits developing of China’s friendship with the people of all countries in the works, and that have relative superiority and clear characteristics of the nation for all items listed in this Catalogue, and accredit a batch of State culture export focus enterprises having relatively strong international competitiveness, do business according to the law, and with a good reputation that conform to the requirements of this Catalogue. All departments and all regions create conditions and give support in market expansion, technology innovation, customs clearance and other aspects according to relevant regulations.

I, Press and publication category

1. Periodical-type database services

Focus enterprise standards:

1: Annual export value of 500.000 US Dollars or higher

2: Having international market exploitation and marketing potential.

2. Electronic book export

Focus enterprise standards:

1: Annual export value of 500.000 US Dollars or higher;

2: Products reflecting Chinese cultural characteristics, having international market exploitation potential.

Explanation:

Electronic book export refers to the foreign sale of electronic publications, export enterprises must be approved by the State Council administrative management department for press and publications, have electronic book publishing, reproduction and distribution qualifications or have Internet publishing qualifications.

3. Foreign distribution of traditional publications

Focus enterprise standards:

1: Publishing work units with an annual foreign distribution business value of 100.000 US Dollars or higher, distribution work units or import and export work units with an annual foreign distribution business value of 500.000 US Dollars or higher;

2: Having international market exploitation and marketing capacity, products reflecting Chinese cultural characteristics.

Explanation:

Traditional publications include books, newspapers, periodicals, audiovisual products as well as electronic publications (digital discs) with Chinese cultural content, etc.

4. Publishing work unit copyright export

Focus enterprise standards:

1: Annual export value of 30.000 US Dollars or higher or copyright export varieties to reach 30;

2: Products reflecting Chinese cultural characteristics, having international market exploitation potential

Explanation:

Copyright export includes books, newspapers (including published articles and images), periodicals (including published articles and images), audiovisual products, electronic publications, digital publications and other matters published by publishing work units, published abroad through authorization of foreign work units.

5. Publishing work units’ cooperative publications

Focus enterprise standards:

1: Annual export value of 20.000 US Dollars or higher;

2: Products reflecting Chinese cultural characteristics, having international market exploitation potential.

Explanation:

Cooperative publishing refers to publishing work where the Chinese side jointly invests with a foreign publishing organ, jointly plans and jointly enjoys profit and bears risk; where the Chinese side puts up capital, plans and jointly publishes with foreign publishing organs, and the foreign side is responsible for foreign market expansion; and major publishing projects where the foreign side invests and plans, and the Chinese side provides content, which reflect Chinese cultural characteristics and face international markets. Cooperative publishing products include books, newspapers (including pages, columns), periodicals (including pages, columns), audiovisual products, electronic publications, digital publications, etc.

6. Copyright export agency services

Focus enterprise standards:

1: Annual export value of 100.000 US Dollars or higher;

2: Products reflecting Chinese cultural characteristics, having international market exploitation potential.

Explanation:

Copyright export agency services include copyright agency organs and private enterprises authorizing the publication of works of Chinese authors to foreign publishing work units.

7. Press and publications product sales services

Focus enterprise standards:

1: Annual export value of 100.000 US Dollars or higher

2: Service having high levels of specialization, and having continued innovation and international marketing capacity.

Explanation: press and publications product retail services include providing press and publication product purchase services to foreign clients; foreign-oriented press and publications topic selection and planning services, design, production, marketing and other services related to products derived from publications.

8. Printing services

Focus enterprise standards:

1: Annual service export value of 1.000.000 US Dollars or higher

2: Relatively strong independent design capacity, printing technology levels at globally advanced levels;

3: Having mature international cooperation channels

4: Printing content reflecting Chinese culture.

Explanation:

Printing services include all sorts of pre-printing packaging services, such as packaging design, composition, etc.

II, Radio, film and Television category

9. Films

Focus enterprise standards:

1: Annual export value of 500.000 US Dollars or higher;

2: Having a good development potential, and prominent achievements in upgrading film culture product production, distribution, broadcast, post-product exploitation capacity and other aspects;

3: Vigorously cooperating with foreign radio, film and television organs, having relatively mature foreign sales networks and foreign propaganda and popularization activities with prominent effects.

Explanation:

Film product export includes export of finished film tapes, propaganda tapes, source materials and their copyright.

10. Television

Focus enterprise standards:

1: Annual export value of 500.000 US Dollars or higher;

2: Having good development potential, and prominent achievements in upgrading television culture product production, distribution, broadcast post-product exploitation capacity and other aspects;

Explanation:

Television product export includes export of finished television tapes, propaganda tapes, source materials and their copyright.

11. Sino-foreign cooperative film and television programme production services

2: Vigorously cooperating with foreign film and television production organs, film and television culture products and services aimed at international market expansion with good market potential;

Explanation:

Sino-foreign cooperative film and television programme production services include:

1: Sino-foreign cooperative film production refers to films shot jointly, shot in cooperation or shot by entrustment by domestic film producers having obtained a “Film Shooting Permit” or “Film Shooting Permit (Single Film)” according to the law, with foreign film producers within the Chinese borders;

Explanation:

Performance service categories include literature and art creation and performance, literature and art performance management, etc.

16. Commercial artistic exhibitions

2: Having the foreign management and agency rights of one (included) or more exhibition brands;

Explanation

Commercial art exhibition refers to commercial activities specially engaging in certain culture and art exhibition, display and festival activities abroad, and obtaining service fees or ticket income, concrete exhibition and festival service content includes traditional art, modern art, folk art, etc.

Explanation:

Gaming includes network gaming (including providing gaming products and services through the Internet, mobile communications networks, cable television networks and other information networks), electronic gaming console games, household audiovisual games, tabletop gaming as well as new game varieties relying on dissemination through burgeoning technologies and other gaming products and derived products.

21. Cartoons

Focus enterprise standards

Explanation:

Cartoon products refers to cartoon products and derivative products with creativity at the core, cartoons as representative images including cartoon books, periodicals, films, television, audiovisual products, stage plays, software and new cartoon product varieties based on modern information transmission methods.

22. Foreign culture organ establishment, purchasing and cooperation

Focus enterprise standards:

2: Having original creations, reflecting Chinese cultural characteristics;

Explanation:

Programme formats refers to programme concept, creation and production guidance blueprints, etc.

28. Cultural products’ foreign translation and production services

Focus enterprise standards:

1: Annual export value of 100.000 US Dollars or higher;

2: having good translation capacities, engaging in foreign language translation and publication work of Chinese culture products;

3: Utilizing foreign languages to distribute abroad, or conducting localized distribution and dissemination abroad.

29. Culture-related exhibition services

Focus enterprise standards:

1: Direct exhibition income of the foreign exchange accounting part of 500.000 US Dollars per exhibition;

2: Annually organizing at least two or more specialized cultural exhibitions, or one or more comprehensive cultural exhibitions;

3: The organized exhibitions having fixed organization sessions, and have a certain scale and fame within the industry.

Explanation:

Culture-related exhibitions refers to promoting cultural investment, trade and exchange development through organizing all sorts of conferences, exhibitions, trade fairs, presentations, competitions and their activities and providing corresponding complementary services, directly or indirectly creating social effects and economic effects.

为支持我国文化产品和服务出口,商务部、中宣部、外交部、财政部、文化部、海关总署、税务总局、广电总局、新闻出版总署、国务院新闻办共同修订了《文化产品和服务出口指导目录》,现予公布。《文化产品和服务出口指导目录》(商务部、外交部、文化部、广电总局、新闻出版总署、国务院新闻办2007年第27号公告)同时废止。

文化产品和服务出口指导目录
为增强中华文化的国际影响力,鼓励和支持文化企业积极开拓国际文化市场,提高文化企业国际竞争力,推动我国文化产品和服务出口快速发展,商务部会同中宣部、外交部、财政部、文化部、海关总署、税务总局、广电总局、新闻出版总署、国务院新闻办等部门,共同制定《文化产品和服务出口指导目录》,并负责解释和调整。
各部门将在列入本目录的项目中认定一批有利于弘扬中华民族优秀传统文化、有利于维护国家统一和民族团结、有利于发展中国同世界各国人民友谊、具有比较优势和鲜明民族特色的国家文化出口重点项目;在符合本目录要求的企业中认定一批具备较强国际市场竞争力、守法经营、信誉良好的国家文化出口重点企业。各部门、各地区依据有关规定在市场开拓、技术创新、海关通关等方面创造条件予以支持。
一、新闻出版类
01. 期刊数据库服务
重点企业标准:
1.年出口额50万美元以上;
2.具有国际市场开发和营销潜力。
02. 电子书出口
重点企业标准:
1.年出口额50万美元以上;
2.产品体现中华文化特色,具有国际市场开发潜力。
说明:
电子书出口是指数字出版物的境外销售,出口企业需经国务院出版行政管理部门批准,具有电子书出版、复制、发行资质或具有互联网出版资质。
03. 传统出版物境外发行
重点企业标准:
1.出版单位境外发行年营业额10万美元以上,发行单位、进出口企业境外发行年营业额50万美元以上;
2.具有国际市场开发和营销能力,产品体现中华文化特色。
说明:
传统出版物包括图书、报纸、期刊、音像制品以及中华文化内容的电子出版物(数码光盘)等。
04. 出版单位版权输出
重点企业标准:
1.年出口额3万美元以上或版权输出种类达到30种;
2.产品体现中华文化特色,具有国际市场开发潜力。
说明:
版权输出包括出版单位出版的图书、报纸(含刊登的文章、图片)、期刊(含刊登的文章、图片)、音像制品、电子出版物、数字出版物等通过向境外出版单位授权在境外出版(刊登)。
05. 出版单位合作出版
重点企业标准:
1.年出口额2万美元以上;
2.产品体现中华文化特色,具有国际市场开发潜力。
说明:
合作出版是指中方与境外出版机构共同投资、共同策划、共同分享收益并承担风险的出版业务;由中方出资策划、与境外出版机构联合出版,并由外方负责在境外开拓市场;外方出资策划、中方提供内容,体现中华文化特色并面向国际市场的重大出版项目。合作出版产品包括图书、报纸(含版面、专栏)、期刊(含版面、专栏)、音像制品、电子出版物、数字出版物等。
06. 版权输出代理服务
重点企业标准:
1.年出口额10万美元以上;
2.产品体现中华文化特色,具有国际市场开发潜力。
说明:
版权输出代理服务包括版权代理机构、民营企业向境外出版单位授权出版中国作者的作品。
07. 新闻出版产品营销服务
重点企业标准:
1.年出口额10万美元以上;
2.服务具备较高专业化水平,具有持续创新和国际营销能力。
说明:
新闻出版产品营销服务包括为境外客户提供新闻出版产品采购服务;外向型新闻出版产品选题策划服务;出版物衍生产品设计、制作、营销服务等。
08. 印刷服务
重点企业标准:
1.年服务出口额100万美元以上;
2.独立设计能力较强,印刷技术水平居世界前列;
3.有成熟的国际合作渠道;
4.印刷内容反映中华文化。
说明:
印刷服务包括印前的各种外包性的服务,如包装品设计、排版等。
二、广播影视类
09. 电影
重点企业标准:
1.年出口金额50万美元以上;
2.具有良好发展潜质,在提升电影文化产品的生产、发行、播映和后产品开发能力等方面成绩突出;
3.积极与国外广播影视机构合作,拥有较为成熟的境外销售网络,境外宣传和推广活动效果突出。
说明:
电影产品出口包括电影完成片、宣传片、素材及其版权的出口。
10. 电视
重点企业标准:
1.年出口金额50万美元以上;
2.具有良好发展潜质,在提升电视文化产品的生产、发行、播映和后产品开发能力等方面成绩突出;
3.积极与国外广播影视机构合作,拥有较为成熟的境外销售网络,境外宣传和推广活动效果突出。
说明:
电视产品出口包括电视完成片、宣传片、素材及其版权的出口。
11. 中外合作制作电影、电视节目服务
重点企业标准:
1.年出口额10万美元以上;
2.积极与国外影视制作机构合作,针对国际市场开发的有良好市场潜力的影视文化产品和服务;
3.进入国际主流销售渠道,境外宣传和推广活动效果突出;
4.拥有自主知识产权或与外方共享知识产权的原创产品,弘扬我国优秀传统文化,对加深世界各国对中国的了解具有积极意义。
说明:
中外合作制作电影、电视节目服务包括:
1.中外合作制作电影是指依法取得《摄制电影许可证》或《摄制电影片许可证(单片)》的境内电影制片者与境外电影制片者在中国境内外联合摄制、协作摄制、委托摄制的电影;
2.中外合作制作电视剧是指境内依法取得资质的广播电视节目制作机构与外国法人及自然人合作制作电视剧(含电视动画片、纪录片)的活动;
3.其他中外合作制作电影电视节目服务是指与电影电视业务相关的演出、制作、采编、传输、销售等服务;
4.含上述电影、电视产品版权的输出。

重点企业标准:
1.年出口额在10万美元以上;
2.拥有1个(含)以上展览品牌的境外经营代理权;
3.展览体现中国主流艺术价值,具有较高的艺术水平和国际市场开发前景。
说明:
商业艺术展览是指在境外专门从事某种文化艺术的展览展示和节庆活动,并获取服务费用或门票收入的商业活动,具体展览和节庆服务内容包括传统艺术、现代艺术、民俗艺术等。
17. 艺术品创作及相关服务
重点企业标准
1.境外市场规模在业界位于前列,国际化程度较高;
2.拥有自主知识产权;

游戏包括网络游戏(含通过互联网、移动通信网、有线电视网等信息网络提供的游戏产品和服务)、电子游戏机游戏、家用视频游戏、桌面游戏以及依托新兴技术传播的游戏新种类等游戏产品及其衍生品。
21. 动漫
重点企业标准:
1.年出口金额在50万美元以上,或版权输出金额10万美元以上,或动漫衍生产品出口金额100万美元以上;
2.拥有自主知识产权的原创动漫形象或核心技术;
3.内容主题积极、健康,体现中华文化特色,具备国际市场开发潜力。
说明:
动漫产品是指以创意为核心,以动画、漫画为表现形式,包含动漫图书、报刊、电影、电视、音像制品、舞台剧、软件和基于现代信息技术传播手段的动漫新品种等动漫产品及其衍生品。
22. 境外文化机构的新设、并购和合作
重点企业标准:
1.在境外通过新设、收购、合作等方式,成功在境外投资设立分支机构,并经营良好;
2.境外分支机构年营业额50万美元以上;
3.对树立我良好国际形象具有积极作用;

说明:
专业文化产品和设备包括乐器、舞台灯光音响等演艺设备、印刷设备、专业影视器材等为开展文化活动所必须的文化用品和设备。
25. 文化产品数字制作及相关服务
重点企业标准:
1.年出口金额50万美元以上;
2.核心技术拥有自主知识产权,服务具备较高专业化水平;
3.主题积极、健康,体现中华文化特色,具有国际市场开发潜力。
说明:
文化产品数字制作与相关服务类指采用数字技术制作对舞台剧目、音乐、美术、文物、非物质文化遗产、文献资源等文化内容以及各种出版物进行数字化转化和开发,为各种显示终端提供内容,以及采用数字技术传播、经营文化产品。
26. 创意设计服务
重点企业标准:
1.创意设计服务年出口额50万美元以上;
2.拥有自主知识产权,体现较高的文化附加值;
3.保持较高的研发设计、品牌建设投入,具有持续创新和国际营销能力。
说明:

创意设计服务主要包括广告设计、平面设计、工业设计、视觉设计等,特别是能够增加产品附加值的文化创意设计。
27. 节目模式出口
重点企业标准:
1.单个项目年出口金额10万美元以上;
2.具有原创性,体现中华文化特色;
3.拥有较为成熟的创意研发团队和国际销售网络。
说明:
节目模式指节目概念、创意、制作指导蓝本等。
28. 文化产品的对外翻译制作服务
重点企业标准:
1.年出口额10万美元以上;
2.具有良好的译制资质,从事中华文化产品的外语译制出版工作;
3.使用外语发行到境外,或在境外进行本土化发行和传播。
29. 文化相关会展服务
重点企业标准:
1.展会直接收入以外汇结算部分每届在50万美元以上;
2.每年至少举办2个以上专业性文化展会,或1个以上综合性文化展会;
3.所举办的展览有固定举办的届次,在业内有一定的规模和知名度。
说明:
文化相关会展是指通过举办各类会议、展览、展销、推介、比赛等活动及提供相关配套服务,推动文化投资交易与交流发展,直接或间接地创造社会效益和经济效益。
