Chapter I: General Principles

Article 1: In order to strengthen management over press and publications standardization work, stimulate technological innovation and development in the press and publications sector, on the basis of the “Standardization Law of the People’s Republic of China” and other relevant laws and regulations, integrating the real situation of the press and publications sector, these Rules are formulated.

Article 2: These Rules apply to engaging in standardization activities in the press and publications sector within the territory of the People’s Republic of China.

Article 3: Press and publications sector standardization work completely implements the State standardization strategy, and has serving society, serving enterprises and serving economic development needs as purposes, a standardization work policy of coordination and uniformity, broad participation, encouraging innovation, linking international tracks and supporting development is implemented, which persists in the principles of handling matters according to the law, science and fairness, openness and transparency, and coordinated moving forward.

Article 4: The main tasks in press and publications sector standardization work are formulating, revising and propagating standards for the whole sector, the utilization of standardization methods to stimulate the technological progress of the press and publications sector, and raising press and publications sector product quality and service quality.

Article 5: Standardization is an important basic work for scientific development in the press and publications sector, all levels’ controlling press and publications departments must strengthen guidance and management over press and publications sector standardization work, and bring it into all levels’ development plans, programmes and financial budgets for the press and publications sector.

Article 6: No work units in the press and publications sector may engage in unstandardized production, all shall strictly implement mandatory standards, and vigorously adopt recommended standards; it is encouraged to research international standards and foreign advanced standards, integrate them with our country’s national circumstances and the needs of sectoral development, vigorously adopt them and formulate corresponding standards.

Chapter II, Organizing structures and division of duties and responsibilities

Article 7: The General Administration of Press and Publications uniformly manages press and publications sector standardization work, and carries out the following responsibilities:

(1) implementing the principles, policies, laws and regulations of State standardization work, formulating and promulgating corresponding regulations for press and publications sector standardization work, being responsible for the macro-level management of press and publications sector standardization work;

(2) examining, approving and publishing press and publications sector standardization work plans and work programmes;

(3) being responsible for State standard applications in the press and publications area;

(4) being responsible for examining, approving and publishing standards in the press and publications area, and reporting them to the State controlling department for standardization for filing;

(5) with the entrustment of the State controlling department for standardization, managing nationwide specialist standardization technology committees for the press and publications area;

(6) approving the establishment of specialized standardization technology committees in the press and publications area;

(7) approving the establishment of standards registration and management organs in the press and publications area;

(8) deliberating and deciding other major matters in press and publications sector standardization work.

Article 8: The General Administration of Press and Publications controlling department for standardization is concretely responsible for managing press and publications sector standardization work, and carries out the following duties:

(1) implementing policies, principles, laws and regulations related to standardization work, organizing the drafting of corresponding regulations for press and publications sector standardization work, drafting and implementing press and publications sector standardization work plans and work programmes, establishing and perfecting press and publications sector standardization structures;

(2) being responsible for the daily management and supervision of press and publications sector standardization work, being responsible for coordinating with other sector standardization work;

(3) being responsible for State standard application work in the press and publications area, and deploying drafting work;

(4) examining and approving sector standard programmes;

(5) being responsible for organizing the formulation, revision and re-examination work of corresponding standards in the press and publications area;

(6) launching dynamic sector standard protection and standard compatibility testing and appraisal;

(7) being responsible for standards propagation, training and implementation in the press and publications area, conducting supervision and inspection over the real standard implementation situation;

(8) establishing and managing the press and publications sector standardization technology committee, and guiding their launching of corresponding standardization work;

(9) establishing and managing the standard registration and management organ for the press and publications area;

(10) organizing, coordinating and participating in relevant activities of international standardization organizations and undertaking relevant work;

(11) being responsible for other major matters of press and publications sector standardization work.

Article 9: All professional departments of the General Administration of Press and Publications carry out the following duties:

(1) implementing principles, policies, laws and regulations concerning press and publications sector standardization work;

(2) being responsible for putting forward project establishment suggestions for formulating and revising standards in the press and publications areas within the professional scope of that department;

(3) being responsible for implementing, supervising and examining press and publications standards within the professional scope of that department;

(4) assisting the General Administration of Press and Publications controlling standardization department in launching standardization propaganda and training work.

Article 10: All levels’ administrative press and publications controlling departments carry out the following responsibilities:

(1) implementing principles, policies, laws and regulations related to press and publications sector standardization work

(2) putting forward project establishment suggestions for formulating and revising standards in the press and publications area;

(3) being responsible for the implementation, supervision and inspection of press and publications sector standards in their regional scope;

(4) conducting guidance over the standardization work of all press and publications work units and corresponding sector associations or academic organizations within their region;

(5) assisting the development of standardization propaganda and training work within their regional scope.

Article 11: Press and publications sector standardization technology committees include nationwide specialist standardization technology committees in the press and publications area and sector specialist standardization technology committees, these are organizations and organs that are subject to the specialized management of the General Administration of Press and Publication’s that engage in nationwide standardization work within their specialized area, they are assigned a work scope according to the principle of specialized management, and carry out the following duties:

(1) implementing principles, policies, laws and regulations related to standardization work

(2) researching and drafting specialized standardization work plans, establishing and completing standards systems;

(3) analysing standardization work requirements in the area of specialization, broadly soliciting standard project establishment suggestions, putting forward plans and programmes for standard formulation and revision in the area of specialization;

(4) according to the standard formulation and revision plans approved by all levels’ standardization controlling departments, organizing formulation and revision work of standards in the area of specialization;

(5) being responsible for organizing and drafting the specialized content of standards and conducting examination of textual quality;

(6) organizing inspections over standards in the area of specialization;

(7) organizing and launching standards propaganda, training and foreign exchange work, assisting in the launch of inspection work over the implementation situation of standards, providing corresponding technology services;

(8) undertaking other work entrusted by the General Administration of Press and Publications standardization controlling department.

Chapter III: Formulation, revision and promulgation of standards

Article 12: The formulation, revision and promulgation of sector standards in the press and publications areas shall be conducted in line with the principles of openness and transparency, science and rationality, advanced technology, coordination and supplementing, feasibility and practicality, and conforming to the requirements of economic development.

The formulation and revision of State standards in the press and publications area shall abide by the “State Standard Management Rules”.

Article 13: Any work unit and individual may put forward a standard project establishment suggestion with the press and publications specialist standard technology committee specialized in that technology, when there is no press and publications specialist standard technology committee specialized in that technology for the suggested project establishment suggestion, it may be directly put forward to the General Administration of Press and Publications specialization controlling department, the  General Administration of Press and Publications specialization controlling department appoints a press and publications specialist standard technology committee who is responsible for acceptance.

Project establishment suggestions shall conform to the following conditions:

(1) being within the press and publications area, having the requirement to formulate basic, compatibility, product, technology, management and all other sorts of standards to standardize production and management;

(2) where the present standards are no longer applicable, and should be revised.

Article 14: An annual project establishment system is implemented for the formulation and revision of sector standards in the press and publications area. The press and publications specialized standardization technology committees, after debating and passing the project establishment proposal, report  the project establishment applications for the next year before 31 May of every year to the General Administration of Press and Publications standardization controlling department, the following materials shall be submitted for project establishment applications:

(1) a standard project proposal letter;

(2) a draft standard or framework;

(3) an expert opinion on project establishment;

(4) other necessary materials.

Article 15: The General Administration of Press and Publications standardization controlling department completes the examination of the annual project establishment applications before 31 July of every year, determines project names, the press and publications specialist standardization technology committee with specialized management, the project contractor side, etc., makes up the standards formulation and revision plan for the press and publications area in the next year, which is published by the General Administration of Press and Publications through an announcement.

Article 16: The General Administration of Press and Publications standardization controlling department provides appropriate funding and subsidies for standards formulation and revision projects that have been listed in the standards formulation and revision plan for the press and publications area. Funding and subsidies must be used for their specific earmarked purpose only, according to General Administration of Press and Publications rules on funding management. Enterprises meeting conditions are encouraged to participate in the formulation and revision work of standards.

Article 17: In the process of implementing the standards formulation and revision plan for the press and publications area, it is permitted to supplement, revise or delete the items listed in the plan according to need.

Article 18: Project contracting sides shall complete standards drafting work within the time limit determined by the plan. The standard shall be drafted on the basis of broad investigation, deep research, full harmonization, trial and verification, a standard opinion-seeking draft is to be put forward according to standard compilation rules, and broad opinions are to be solicited for the opinion-seeking draft.

Article 19: The project contracting side submits project examination and approval materials to the press and publications specialist standardization technology committee secretariat with specialized management, the secretariat examines and verifies the submitted materials, decides whether or not to submit them for examination, and shall return them to the project contracting side for revision and perfection if they do not meet examination requirements.

Submitted materials include:

(1) the standard submission draft;

(2) explanation of the compilation and relevant attachments;

(3) a form of how the solicited opinions have been collected and processed and the opinion-seeking draft of the standard.

Article 20: The examination of the standard is organized and conducted by the press and publications specialist standardization technology committee secretariat with specialized management, the said committee convenes an expert examination meeting, to provide a preliminary examination opinion of the submitted standard draft; for final standard examination, the method of examination in conference or examination through correspondence may be adopted.

Article 21: For the reporting and approval of standards, the press and publications specialist standardization technology committee secretariat with specialized management puts forward an application to the General Administration of Press and Publications standardization controlling department, and shall submit the following materials:

(1) a standard declaration note;

(2) the standard approval draft;

(3) explanation of the compilation and relevant attachments;

(4) a form of how the solicited opinions have been collected and processed and the submission draft of the standard;

(5) minutes from the examination meeting or the correspondence conclusion form.

Article 22: After the approval draft of a standard in the press and publications area is examined and passed by the General Administration of Press and Publications standardization controlling department, it is given a uniform number, the General Administration of Press and Publications approves publication, and reports to the State standardization management department for filing.

Article 23: The publication and distribution of sector standards in the press and publications area is uniformly arranged by the General Administration of Press and Publications, and a related work unit is entrusted with concrete responsibility, related costs are paid for through project funding.

Article 24: The interpretation of sector standards in the press and publications area is the responsibility of the General Administration of Press and Publications.

Article 25: Mandatory sector standards in the press and publications area are numbered CY; recommended sector standards are numbered CY/T; guiding technological documents for sector standardization are numbered CY/Z.

Chapter IV: The review and upholding of standards

Article 26: After a standard in the press and publications sector is implemented, the press and publications specialist standardization technology committee shall timely organize re-examination on the basis of changes in the development of the press and publications sector, and integrating the development of science and technology in the press and publications sector and management needs, make a re-examination reports, and report it to the General Administration of Press and Publications for examination, approval and promulgation. The re-examination period generally is not to exceed five years.

Article 27: Concerning standards that can only be effectively implemented through dynamic upholding, the General Administration of Press and Publications will appoint a dynamic upholding organ at the time of approval and promulgation, the said organ organizes technology experts to be responsible for the dynamic upholding of the said standard.

Article 28: Where, after press and publications sector standards are approved and promulgated, any work unit or work unit discovers some exceptional problem in technology content, that must be somewhat revised, added to or removed, they may put forward a suggestion for revision with the press and publications specialist standardization committee, the said specialist standardization committee puts forward a revision-preparation sheet after examination, verification and establishing the issue, and reports it to the General Administration of Press and Publications controlling department for specialization for examination, verification and to make a corresponding decision.

Chapter V: The implementation and supervision of standards

Article 29: Any work unit and individual shall strictly implement mandatory standards, and vigorously adopt recommended standards and sector standardization guiding technology document in developing production, operations and other activities in the press and publications areas. Any work unit launching production and service activities shall implement corresponding enterprise standards, programme standards and engineering standards.

Products not conform to mandatory standards may not be produced, sold, commercially used or imported.

Article 30: The General Administration of Press and Publications controlling department for standardization shall organize propaganda and implementation for standards after their promulgation, and conduct supervision and inspection of the implementation situation of the standard.

Article 31: The General Administration of Press and Publications and all provincial-level administrative press and publications controlling departments establish quality supervision organs, that must closely coordinate the implementation work of standards, and shall conduct examination of products and services provided by all enterprises in the press and publications sector on the basis of standards.

Article 32: Press and publications specialist standardization technology committees shall coordinate with all levels’ relevant government organs and quality supervision organs to launch standards propaganda and implement supervision and inspection work.

Article 33: All sorts of products in the press and publications area that do not meet the requirements of relevant mandatory standards may not enter into the domain of circulation; products that have not undergone standards inspection of standards conformity testing and authentication may not participate in corresponding awards programmes.

Article 34: Where any work unit in the press and publications area violates these Rules, the administrative controlling press and publications department  shall order rectification, and issue a warning or an administrative fine of 30.000 Yuan or less in view of the gravity of the circumstances. The administrative controlling press and publications department orders the cessation of production or service of products or services among these that do not conform to mandatory standards.

Where the quality of publications does not conform to relevant standards, on the basis of the provisions of Article 67 of the “Publishing Management Regulations”, the administrative press and publications controlling department orders rectification and issues a warning; where circumstances are grave, it orders temporary cessation of business for rectification or the original issuing organ revokes permits.

Article 35: Where production and sales work units cause injury or death to persons, damage to major property or other consequences with gravely harmful social consequences because of violations of the provisions of relevant standards, they are subject to administrative punishment according to the law, where it constitutes a crime, criminal liability is prosecuted according to the law.

Article 36: Where the personnel of standardization controlling department, quality supervision organ and standard testing work organ cause harmful consequences of major damage because of neglect or misconduct, the relevant controlling department imposes administrative punishments, where it constitutes a crime, criminal liability is prosecuted according to the law.

Article 37: Standards fall under scientific achievements, State standards or sector standards with high technology levels that obtain clear benefits in the press and publications sector shall be brought into the scope of relevant science and technology awards for the press and publications field.

Chapter VI: Supplementary provisions

Article 38: The interpretation of these Rules is the responsibility of the General Administration of Press and Publications (National Copyright Administration”.

Article 39: These Rules take effect on (day, month) 2013, the “Press and Publications Standardization Management Rules” promulgated by the General Administration of Press and Publications on 6 January 2001 are abolished at the same time.

(修订征求意见稿)

第一章 总 则
第一条 为加强新闻出版行业标准化工作的管理,促进新闻出版业技术创新与发展,根据《中华人民共和国标准化法》等相关法律法规,结合新闻出版行业的实际情况,制定本办法。
第二条 在中华人民共和国境内从事新闻出版行业标准化活动,适用本办法。
第三条 新闻出版行业标准化工作全面落实国家标准化战略,以服务社会、服务企业和服务经济发展需要为宗旨,贯彻协调统一、广泛参与、鼓励创新、国际接轨、支撑发展的标准化工作方针,坚持依法办事、科学公正、公开透明和协调推进的原则。
第四条 新闻出版行业标准化工作的主要任务是在全行业开展标准的制定、修订、宣传、贯彻实施,运用标准化手段促进新闻出版行业的技术进步,提升新闻出版行业产品质量和服务质量。
第五条 标准化是新闻出版行业科学发展的重要基础性工作,各级出版行政主管部门要加强对新闻出版行业标准化工作的领导和管理,并纳入新闻出版行业各级发展规划、计划和财政预算。
第六条 新闻出版行业各单位不得无标准生产,应严格执行强制性标准,积极采用推荐性标准;鼓励研究国际标准和国外先进标准,结合我国国情和产业发展的需要,积极采用,制定相关标准。

第二章 组织机构与职责分工
第七条 新闻出版总署统一管理新闻出版行业标准化工作,履行下列职责:
(一)贯彻执行国家标准化工作的方针、政策和法律法规,制定、颁布新闻出版行业标准化工作相关规定,负责新闻出版行业标准化工作的宏观管理;
(二)审批发布新闻出版行业标准化工作规划和工作计划;
(三)负责新闻出版领域国家标准的申报;
(四)负责新闻出版领域行业标准的批准发布,并报国家标准化主管部门备案;
(五)受国家标准化主管部门委托,管理新闻出版领域的全国专业标准化技术委员会;
(六)批准成立新闻出版领域的行业专业标准化技术委员会;
(七)批准成立新闻出版领域标准注册管理机构;
(八)审议、决定新闻出版行业标准化工作的其他重大事项。
第八条 新闻出版总署标准化主管部门具体负责管理新闻出版行业标准化工作,履行下列职责:
(一)贯彻执行有关标准化工作的方针、政策和法律法规,组织起草新闻出版行业标准化工作的相关规定,起草、实施新闻出版行业标准化工作规划和工作计划,建立和完善新闻出版行业标准化体系;
(二)负责新闻出版行业标准化工作的日常管理与监督,负责与其他行业标准化工作的协调;
(三)负责新闻出版领域国家标准申报的工作,并部署起草工作;
(四)审核和批准行业标准立项;
(五)负责组织新闻出版领域相关标准的制定、修订、复审工作;
(六)开展行业标准的动态维护和标准符合性测试与评估工作;
(七)负责新闻出版领域的标准宣传、培训、实施,对标准贯彻实施情况进行监督检查;
(八)组建和管理新闻出版专业标准化技术委员会,并指导其开展相关标准化工作;
(九)组建和管理新闻出版领域标准注册管理机构;
(十)组织协调参加国际标准化组织的有关活动并承担有关工作;
(十一)负责新闻出版行业标准化工作的其他重大事项。
第九条 新闻出版总署各业务部门履行下列职责:
(一)贯彻执行有关新闻出版行业标准化工作的方针、政策和法律法规;
(二)在本部门业务范围内负责提出制定、修订新闻出版领域标准的立项建议;
(三)在本部门业务范围内负责新闻出版行业标准的贯彻实施及监督检查;
(四)协助新闻出版总署标准化主管部门开展标准化宣传、培训工作。
第十条 各省级出版行政主管部门履行下列职责:
(一)贯彻执行有关新闻出版行业标准化工作的方针、政策和法律法规;
(二)提出制定、修订新闻出版领域标准的立项建议;
(三)在本地区范围内负责新闻出版行业标准的贯彻实施及监督检查;
(四)对本地区各新闻出版单位及相关行业协会、学术团体的标准化工作进行指导;
(五)在本地区范围内协助开展标准化宣传、培训工作。
第十一条 新闻出版专业标准化技术委员会包括新闻出版领域的全国专业标准化技术委员会及行业专业标准化技术委员会,是由新闻出版总署归口管理的在本专业领域内从事全国性标准化工作的组织机构,按技术归口管理原则划分工作范围,履行下列职责:
(一)贯彻执行有关标准化工作的方针、政策和法律法规;
(二)研究起草本专业标准化工作规划,建立健全标准体系;
(三)分析本专业领域的标准化工作需求,广泛征集标准立项建议,提出本专业领域的标准制定、修订计划项目;
(四)按照各级标准化主管部门批准的标准制定、修订计划,组织本专业领域标准的制定和修订工作;
(五)负责对组织起草的标准的专业内容和文本质量进行审查;
(六)组织对本专业领域的标准进行复审;
(七)组织开展标准宣传、培训、对外交流工作,协助开展对标准贯彻实施情况的检查工作,提供相关技术服务;
(八)承办新闻出版总署标准化主管部门委托的其他工作。

第三章 标准的制定、修订与发布
第十二条 新闻出版领域行业标准的制定、修订与发布应本着公开透明、科学合理、技术先进、协调配套、切实可行和符合经济社会发展需要的原则进行。
新闻出版领域国家标准的制定、修订与发布应遵循《国家标准管理办法》。
第十三条 任何单位和个人均可向技术归口的新闻出版专业标准化技术委员会提出标准立项建议,所提立项建议没有技术归口管理的新闻出版专业标准化技术委员会时,可以向新闻出版总署标准化主管部门直接提出,由新闻出版总署标准化主管部门指定新闻出版专业标准化技术委员会负责接收。
立项建议应符合以下条件:
(一)在新闻出版领域内,有制定基础、通用、方法、产品、技术、管理等各类标准以规范生产与管理的需求;
(二)现行标准已不适用,应予以修订的。
第十四条 新闻出版领域行业标准制定、修订实行年度立项制度。新闻出版专业标准化技术委员会对立项建议进行论证通过后,于每年5月31日前向新闻出版总署标准化主管部门报送下一年度标准立项申请,申请立项应提供如下材料:
(一)标准项目建议书;
(二)标准草案或框架;
(三)项目立项专家论证意见;
(四)其他必要材料。
第十五条 新闻出版总署标准化主管部门于每年7月31日前完成年度立项申请的审查,确定项目名称、项目归口管理的新闻出版专业标准化技术委员会、项目承担方等,并形成下一年度的新闻出版领域行业标准制定、修订计划,经公示后由新闻出版总署发布。
第十六条 新闻出版总署标准化主管部门对列入新闻出版领域行业标准制定、修订计划中的标准制定、修订项目给予适当经费补贴。补贴经费的使用,须按新闻出版总署相关经费管理办法的规定专款专用。鼓励有条件的企业参与标准的制定、修订工作。
第十七条 新闻出版领域行业标准制定、修订计划执行过程中,可以根据需求对计划项目进行增补、调整或撤销。
第十八条 项目承担方应在计划确定的时限内完成标准的起草工作。标准的起草应在广泛调研、深入研究、充分协调和试验验证的基础上,按照标准编写规则提出标准征求意见稿,并就标准征求意见稿广泛征求意见。
第十九条 项目承担方向项目归口管理的新闻出版专业标准化技术委员会秘书处提交项目送审材料,由秘书处对送审材料进行审核,确定能否提交审查,如未达到审查要求应退回项目承担方修改完善。
送审材料包括:
(一)标准送审稿;
(二)编制说明及有关附件;
(三)征求意见汇总处理表及标准征求意见稿。
第二十条 标准的审查由项目归口管理的新闻出版专业标准化技术委员会组织进行,由该委员会召开专家审查会,对标准送审稿提出初步审查意见;标准终审可采用会议审查或者函件审查方式。
第二十一条 标准的报批由项目归口管理的新闻出版专业标准化技术委员会向新闻出版总署标准化主管部门提出申请,应提交如下材料:
(一)标准申报单;
(二)标准报批稿;
(三)编制说明及有关附件;
(四)征求意见汇总处理表及标准送审稿;
(五)审查会议纪要或函审结论表。
第二十二条 新闻出版领域行业标准报批稿经新闻出版总署标准化主管部门审核通过后,统一编号,由新闻出版总署批准发布,并向国家标准化主管部门备案。
第二十三条 新闻出版领域行业标准的出版发行由新闻出版总署统一安排,委托有关单位具体负责,相关费用从项目经费中支出。
第二十四条 新闻出版领域行业标准由新闻出版总署负责解释。
第二十五条 新闻出版领域强制性行业标准的代号为CY;推荐性行业标准的代号为CY/T;行业标准化指导性技术文件的代号为CY/Z。

第四章 标准的复审与维护
第二十六条 新闻出版领域标准实施后,新闻出版专业标准化技术委员会应根据新闻出版产业发展变化,结合新闻出版行业科学技术的发展及管理的需要适时组织复审,并形成复审报告,报新闻出版总署审批发布。复审周期一般不超过五年。
第二十七条 对只有通过动态维护方式才能有效实施的标准,新闻出版总署在批准发布时指定其动态维护机构,由该机构组织技术专家负责该标准的动态维护。
第二十八条 新闻出版行业标准批准发布后,任何单位或个人发现个别技术内容有问题,必须作少量修改或增减时,可以向新闻出版专业标准化委员会提出修改建议,由该标准化技术委员会审核认定后提交标准修改单,报新闻出版总署标准化主管部门审核并做出相应决定。

第五章 标准的实施和监督
第二十九条 任何单位和个人在新闻出版领域开展生产、经营等活动中,应严格执行强制性标准,积极采用推荐性标准和行业标准化指导性技术文件。任何单位开展的生产和服务活动,应当执行相应的企业标准或项目标准、工程标准。
不符合强制性标准的产品禁止生产、销售、经营性使用和进口。
第三十条 新闻出版总署标准化主管部门应在标准发布后组织标准的宣传和贯彻,并对标准的实施情况进行监督检查。
第三十一条 新闻出版总署和各省级出版行政主管部门设立的质量检验机构,要密切配合标准的贯彻实施工作,依据相关标准对新闻出版领域各企业提供的产品和服务进行检验。
第三十二条 新闻出版专业标准化技术委员会应协助各级政府相关机构及质量检验机构开展标准的宣传和实施的监督检查工作。
第三十三条 新闻出版领域各类产品未达到相关强制性标准要求的,不得进入流通领域;凡未通过标准检验和标准符合性测试认证的产品不得参评相关奖励。
第三十四条 新闻出版行业各单位违反本办法的,由出版行政主管部门责令改正,视情节轻重依法作出警告、三万元以下罚款的行政处罚。其中,提供的产品或服务不符合强制性标准的,由出版行政主管部门责令停止生产或服务。
出版物质量不符合有关标准的,根据《出版管理条例》第六十七条的规定,由出版行政主管部门责令改正,给予警告;情节严重的,责令限期停业整顿或者由原发证机关吊销许可证。
第三十五条 生产和销售单位因违反有关标准规定,造成人员伤亡、重大财产损失或其他严重危害社会后果的,依法给予行政处分,构成犯罪的依法追究刑事责任。
第三十六条 标准化主管部门、质量检验机构和标准测试工作机构的工作人员,因失职、渎职造成不良后果或重大损失的,由有关主管部门给予行政处分,构成犯罪的依法追究刑事责任。
第三十七条 标准属于科技成果,对技术水平高和取得显著效益的新闻出版领域的国家标准或行业标准,应纳入新闻出版领域相关科技奖励范围。

第六章 附 则
第三十八条 本办法由新闻出版总署(国家版权局)负责解释。
第三十九条 本办法自2013年 月 日起施行,新闻出版署于2001年1月6日发布的《新闻出版行业标准化管理办法》同时废止。
