The “Provisions on the Main Duties, Internal Structuring and Personnel Allocation of the General Administration of Press, Publications, Radio, Film and Television” have been approved by the State Council and are hereby printed and issued.

Provisions on the Main Duties, Internal Structuring and Personnel Allocation of the General Administration of Press, Publications, Radio, Film and Television

On the basis of the “Plan for the Structural Reform and Duty Change of State Council Organs” approved at the 1st meeting of the 12th National People’s Congress and the “State Council Notice concerning the Setup of Organs” (GF No. (2013)14), the General Administration of Press, Publications, Radio, Film and Television is established, and is an organ directly subordinate to the State Council.

I, Change of functions

(1) Cancelled duties

1. Examination and approval of the organization of nationwide publications ordering and exhibition selling activities are cancelled.

2. Examination and approval of exhibiting and selling domestic publications abroad are cancelled.

3. Examination and approval of the establishment of nationwide chain publications business work units are cancelled.

4. Examination and approval of the change of registration matters on a “Publications Trading Permit” of work units engaging in nationwide chain operations, and their acquisition, merger and separation is cancelled.

5. Examination and approval for the import, addition and renewal of read-only compact disk production equipment are cancelled.

6. Examination and approval of the revision of Articles of Association of collective copyright management organizations are cancelled.

7. Examination and approval of the establishment by general publications distribution work units of branch organs engaging in distribution business, is cancelled.

8. Examination and approval of the change of registry location of newspaper and periodicals are cancelled.

9. Examination and approval for the use of the film and television special assistance fund are cancelled.

10. Examination and approval of military budgeting for army troops assisting in the shooting of films are cancelled.

11. Examination and approval of shareholding funding of radio and television transmission network companies is cancelled.

12. Examination and approval for the equipment, materials, films and tools needed for the shooting of Sino-foreign cooperation films is cancelled.

12. Examination and approval of film development work units’ accepting the entrustment of developing and processing foreign films’ negatives, raw films and film copies is cancelled, at the same time political guidance and management measures are strengthened.

14. Scenario examination of films with general themes is cancelled, outline publication is implemented.

15. Authentication duties for publications distribution personnel’s vocational abilities are cancelled, the work will be undertaken by the corresponding associations and societies.

16. Book and publishing work units ranking appraisal duties are cancelled, the work will be undertaken by the Chinese Publishing Association.

17. Comprehensive quality appraisal duties of newspapers and periodicals are cancelled, the work will respectively be undertaken by the Chinese Newspaper Sector Association and the China Periodical Association.

18. Foreign copyright registration service duties are cancelled, the work will be undertaken by the China Copyright Protection Centre.

19. Duties to regulate and control the total amount of book number are cancelled. Book number management methods are to be innovated, book number us is to be standardized, acts violating regulations are to be prevented.

20. Duties to manage radio plays are cancelled.

21. Other duties that need to be cancelled according to the “Plan for the Structural Reform and Duty Change of State Council Organs”.

(2) Duties transferred down.

1. Examination and approval duties for the establishment of audiovisual reproduction work units and electronic publication reproduction work units are transferred down to provincial-level press, publications, radio, film and television departments.

2. Examination and approval duties for change of the business scope, merger, acquisition of separation of audiovisual reproduction work units and electronic publications reproduction work units are transferred down to provincial-level press, publications, radio, film and television departments.

3. Examination and approval duties for bilateral exchange and mutual assistance for film screening activities in single countries are transferred down to provincial-level press, publications, radio, film and television departments.

4. Examination duties for foreign personnel participating in the production of domestically produced television dramas are transferred down to provincial-level press, publications, radio, film and television departments.

5. Examination and approval duties for district, city and country-level radio stations and television stations changing station logos are transferred down to provincial-level press, publications, radio, film and television departments.

6. Examination and approval duties for the establishment of terrestrial reception facilities for satellite television broadcast are transferred down to provincial-level press, publications, radio, film and television departments.

7. Read-only compact disk equipment production and inspection work duties are transferred down to provincial-level press, publications, radio, film and television departments.

8. Other duties that should be transferred down according to the “Plan for the Structural Reform and Duty Change of State Council Organs”.

(3) Strengthened duties

1. Strengthen the organization and promotion of public service in the press, publications, radio, film and television area, forcefully stimulate the integration and development of public service in town and country, stimulate the flourishing and development of the press, publications, radio, film and television undertaking.

2. Strengthen the guidance, coordination and promotion of sector development in the press, publications, radio, film and television sector, optimize the deployment of press, publications, radio, film and television resources, strengthen business model integration, stimulate comprehensive and integrated development.

3. Strengthen the guidance of media structure reform in the press, publications, radio, film and television area.

4. Strengthen planning, guidance, supervision and management of digital publishing as well as online audiovisual programme services and public audiovisual carrier broadcast of radio and television programmes, promote and coordinate their healthy development.

5. Strengthen copyright protection management, public services and international response, expand anti-infringement and piracy work strength.

6. Strengthen international dissemination capacity construction for press, publications, radio, film and television, coordinate and promote the press, publications, radio, film and television “marching out” work.

7. Strengthen the innovation and transformation of management ideas and methods, fully give rein to the functions of regulation by the market, social supervision and sector self-discipline.

II, Main duties

(1) Responsibility for formulating principles and policies for press, publications, radio, film and television propaganda, grasping the correct public opinion guidance and creative guidance.

(2) Responsibility for drafting law and regulation drafts for press, publications, radio, film and television, and copyright management, formulating departmental rules, policies, sector standards and organizing implementation, supervision and inspection.

(3) Responsibility for formulating sector development policies and plans in the press, publications, radio, film and television area, organizing and implementing major public interest projects and public interest activities, assisting the old, minority, border and poor regions with construction and development of press, publications, radio, film and television. Responsibility for formulating State plans for the arrangement and publication and organizing implementation.

(4) Responsibility for comprehensively planning the development of the press, publications, radio, film and television industries, formulating development plans and industrial policies, and organizing their implementation, moving structural and mechanism reform in the press, publications, radio, film and television area forward. Responsibility for press, publications, radio, film and television statistics work according to the law.

(5) Responsibility for the supervision and management of press, publications, radio, film and television organs and businesses as well as the content and quality of publications and radio, film and television programmes, implementing licensing systems set up according to the law and corresponding duties, guiding supervision and management work for market business activities, organizing the investigation and prosecution of acts violating laws and regulations. Guiding and supervising radio, film and television advertising broadcast. Being responsible for supervision and management of news journalist cards nationwide.

(6) Responsibility for conducting supervision and management of the content and activities of Internet publishing and the running of mobile books, periodicals and mobile literature businesses and other digital publishing. Responsibility for conducting supervision and management of network audiovisual programmes and radio, film and television programmes broadcast through public audiovisual carriers, examining their content and quality.

(7) Responsibility for moving the integration of press, publications, radio, film and television, science and technology forward, formulating press, publications, radio, film and television science and technology development plans, policies and technical sector standards according to the law, and organizing implementation, supervision and inspection. Responsibility for conducting supervision over radio and television programme transmission coverage, monitoring and broadcast security, moving three-network integration of radio and television networks, telecommunications networks and the Internet forward, moving emergency broadcasting construction forward. Responsibility for guiding and coordinating press, publications, radio, film and television system security protection work.

(8) Responsibility for supervision and management in the printing sector.

(9) Responsibility for publications import management and radio, film and television programme import and reception management, coordinating the promotion of “marching out” work in the press, publications, radio, film and television area. Responsibility for foreign and Hong Kong, Macau and Taiwan exchange and cooperation in the press, publications, radio, film and television, and copyright areas.

(10) Responsibility for copyright management and public service, organizing the investigation and prosecution of copyright infringement and piracy cases that have a major influence or are foreign-related, responsibility for dealing with foreign-related copyright relationships and response work related to international copyright treaties.

(11) Responsibility for organizing, guiding and coordinating nationwide “sweeping pornography and striking illegality” work, organizing the investigation and prosecution of large and important cases, undertaking the daily work of the Nationwide “Sweeping Pornography and Striking Illegality” Work Group.

(12) Leading the Central People’s Radio, China International Radio and China Central Television, guiding, coordinating and managing their propaganda, development, transmission coverage and other major matters.

(13) Undertaking other matters submitted by the Party Centre and State Council..

III, Internal organic structuring

On the basis of the above duties, 22 internal organs are set up within the General Administration of Press, Publications, Radio, Film and Television:

(1) Office

Responsibility for documents and telegrams, meetings, emergency duties, confidential and important matters, dossiers, supervision, inspection and other daily operational work of the institution, undertaking open government, news publication, secrecy and safekeeping, letters and petition, proposition and proposal handling, finance and other work, guiding the management of logistical services and government informatization work.

(2) Policy and Law Department

Researching major policies for press, publications, radio, film and television management. Organizing the drafting of law and regulation drafts as well as rules for press, publications, radio, film and television, and copyright management, undertaking legality inspection work for normative documents. Undertaking major administrative punishment hearing, administrative redress, administrative litigation, foreign-related legal matters and other work.

(3) Planning and Development Department (Reform Office).

Formulating development plans and policies for the press, publications, radio, film and television undertakings and industries, coordinating objectives and organizing implementation, coordinating and promoting the development of the press, publications, radio, film and television undertakings and industries. Researching and formulating major reform measures in the press, publications, radio, film and television area, guiding and coordinating work related to structural and mechanism reform. Undertaking press, publications, radio, film and television statistics work according to the law.

(4) Public Service Department

Formulating basic public service policies and guarantee standards for press, publications, radio, film and television, coordinating and moving forward the development of basic public services’ equalization and the integration of town and country. Organizing the implementation of major public interest projects, providing assistance to old, minority, border and poor regions, guiding and supervising the construction of corresponding focus infrastructure.

(5) Comprehensive Work Department

Guiding administrative examination and approval system reform, organizing and coordinating administrative examination and approval work. Formulating administrative licensing implementation rules, undertaking corresponding administrative licensing matters.

(6) Propaganda Department

Undertaking guidance, supervision and management work of radio and television propaganda and broadcasting. Guiding and coordinating nationwide major radio and television activities. Guiding, supervising and managing the production and broadcast of theoretical documentary films, documentaries and television cartoons. Concretely guiding the major propaganda work of the Central People’s Radio Station, China International Radio and China Central Television.

(7) Newspaper and Periodical Department

Undertaking supervision and management work of newspaper (newspaper publisher) and periodical (periodical publisher) publishing activities, domestic newspaper and periodical publishers, news agency branch offices and journalist stations. Organizing proofreading and public sentiment analysis work concerning newspaper and periodical content. Undertaking supervision of the manufacture of, examination and verification of, provision, filing and management work of news work unit journalist cards nationwide. Organizing the inspection and prosecution of major unlawful news activities.

(8) Film Bureau

Undertaking film production, distribution and screening work unit and business supervision and management work, organizing the examination of film content. Guiding and coordination nationwide major film activities. Guiding film dossier management, technological research and development and special film fund management. Undertaking international cooperation and exchange matters for foreign cooperative production, imported and exported films.

(9) Publishing Management Department (Ancient Book Arrangement and Publishing Planning Office).

Undertaking supervision and management work of book, audiovisual and electronic publishing work units and publishing activities, organizing supervision and management of the content and quality of books, audiovisual products and electronic publications. Organizing and guiding the publishing work of major Party and State documentary and educational books, organizing the implementation of reading popularization activities nationwide. Undertaking organization and coordination work for the State plans to arrange and publish ancient books. Undertaking book number and edition number management work.

(10) Television Drama Department

Undertaking television drama production guidance, supervision and management work, organizing the examination of the content of domestically produced television dramas, imported television dramas and foreign cooperative television dramas (including cartoons). Guiding and coordinating the broadcast of television dramas.

(11) Printing and Distribution Department

Undertaking supervision and management work of printing, reproduction and publications distribution work units and business, organizing the investigation, prosecution and rectification of major acts violating laws and regulations. Organizing and guiding the printing and distribution work of major Party and State documentary works and textbooks. Guiding the printing management work of internal informative publications. Promoting printing sector transformation and upgrading, and the development of burgeoning printing sectors.

(12) Media Organ Management Department

Undertaking supervision and management work radio and television broadcast organs and business, radio and television programme production organs, radio and television programme transmission, paid-for cable television channels, and mobile television business. Guiding, supervising and managing radio and television advertising broadcasting.

(13) Digital Publishing Department

Undertaking supervision and management work of digital publishing content and activities, conducting supervision and management concerning network literature, network books and periodicals and the running of mobile book, periodical and mobile literature business.

(14) Network Audiovisual Programme Management Department

Undertaking supervision and management work of content and business of network audiovisual programme services, radio and television on-demand broadcasting channels and radio and television programmes broadcast through public audiovisual carriers. Guiding the development and propaganda of online audiovisual programme services.

(15) Anti-Illegal and Prohibited Publications Department (National “Sweeping Pornography and Striking Illegality” Work Office)

Formulating “sweeping pornography and striking illegality” principles, policies and action plans, and organizing implementation, organizing, guiding and coordinating nationwide “sweeping pornography and striking illegality” work, organizing the investigation and prosecution of large and major cases of illegal and prohibited publishing or broadcasting. Undertaking the daily work of the National “Sweeping Pornography and Striking Illegality” Work Group.

(16) Copyright Management Department

Formulating national copyright strategy outlines and policy measures for copyright protection, management and use, and organizing implementation, undertaking the management and use work of works over which the State enjoys copyright, conducting management over the copyright registration and statutory licence use of works. Undertaking matters related to foreign-related copyright treaties, dealing with foreign-related, Hong Kong, Macau and Taiwan copyright relationships. Organizing the investigation and prosecution of major foreign-related acts breaking laws and regulations in the copyright area. Organizing the legalization of software.

(17) Import Management Department

Undertaking import management of publications, radio and television programmes. managing foreign press, publications, radio, film and television organs setting up office organs in China according to the law. Conducting supervision and management of foreign radio and television import and broadcast, and the production and broadcast of Sino-foreign radio and television programme cooperation, as well as satellite television reception equipment and the landing and reception of foreign satellite television channels.

(18) Science and Technology Department

Formulating science and technology development plans, policies and sector standards for the press, publications and printing sectors, radio, film and television and audiovisual-type new media. Formulating plans for radio, film and television transmission coverage networks, monitoring, supervision and management networks, promoting three-network integration. Undertaking radio, film and television broadcast security supervision, management and technological guarantee work, undertaking radio, film and television quality technological supervision and monitoring, and quantitative monitoring work.

(19) Financial Department

Undertaking financial management work of the institution and directly subordinate work units, responsibility for budgeting, State-owned asset management, basic construction projects, government procurement and internal auditing work.

(20) International Cooperation Department (Hong Kong, Macau and Taiwan Office)

Organizing and launching foreign, Hong Kong, Macau and Taiwan exchange and cooperation in press, publications, radio, film and television, and copyright. Coordinating and promoting press, publications, radio, film and television “marching out” work. Undertaking the implementation work of relevant items in international cultural agreements.

(21) Human Resources Department

Undertaking press, publications, radio, film and television sector team construction and educational training work. Undertaking the human resources management of the institution and directly subordinate work units, organic personnel allocation, labour salaries and other work.

(22) Security Department

Formulating security structures related to press, publications, radio, film and television, dealing with major sudden incident preparation and organizing implementation, guiding and coordinating the security protection work in the press, publications, radio, film and television system. Guiding and managing the security protection work in the institution, the Central People’s Radio Station, China International Radio, China Central Television, as well as other focus work units, core top-secret and crucial parts.

The Party Committee.

Responsibility for the Party group work in the institution and the directly subordinate work units in Beijing.

The Retired Cadre Bureau

Responsibility for work concerning retired cadres from the institution, guiding subordinate work units’ retired cadre work.

IV, Personnel allocation.

The General Administration of Press, Publications, Radio, Film and Television’s administrative organic personnel allocation is 508 (including a personnel allocation of 11 for the two committees, a personnel allocation of 5 mobile support personnel*, and a personnel allocation of 39 for retired cadre work). Among those: 1 director (who is simultaneously director of the National Copyright Administration), 4 vice-directors, 1 full-time vice-director for the National Copyright Administration (vice-ministerial level); 77 departmental and bureau leaders (including 1 general engineer, 1 fill-time vice-secretary for the institution’s Party Committee, 3 leaders for the Retired Cadre Bureau).

V, Other matters

(1) The General Administration of Press, Publications, Radio, Film and Television also puts up the sign of the National Copyright Administration, when managing copyright, it exercises its duties under the name of the National Copyright Administration

(2) Concerning cartoon and network gaming management, the division of duties with the Ministry of Culture is maintained and does not change.

(3) The setup, duties and personnel of subordinate undertaking work units is provided separately.

VI, Supplementary provisions

The Interpretation of these Regulations is the responsibility of the Central Organic Personnel Allocation Committee Office, their revision is handled by the Central Organic Personnel Allocation Committee Office according to regulatory procedure.

*This term refers to personnel especially dealing with development support for poorer Western, Central and Manchurian regions.

主要职责内设机构和人员编制规定

根据第十二届全国人民代表大会第一次会议批准的《国务院机构改革和职能转变方案》和《国务院关于机构设置的通知》(国发〔2013〕14号),设立国家新闻出版广电总局(正部级),为国务院直属机构。
一、职能转变
(一)取消的职责。
1.取消举办全国性出版物订货、展销活动审批。
2.取消在境外展示、展销国内出版物审批。
3.取消设立出版物全国连锁经营单位审批。
4.取消从事出版物全国连锁经营业务的单位变更《出版物经营许可证》登记事项,或者兼并、合并、分立审批。
5.取消只读类光盘生产设备引进、增加与更新审批。
6.取消著作权集体管理组织章程修改审批。
7.取消出版物总发行单位设立从事发行业务的分支机构审批。
8.取消期刊变更登记地审批。
9.取消影视互济专项资金使用审批。
10.取消军队协助拍摄电影片军事预算审批。
11.取消广播电视传输网络公司股权性融资审批。
12.取消中外合作摄制电影片所需进口设备、器材、胶片、道具审批。
13.取消电影洗印单位接受委托洗印加工境外电影底片、样片和电影片拷贝审批,同时强化政策导向和管理措施。
14.取消一般题材电影剧本审查,实行梗概公示。
15.取消出版物发行员职业技能鉴定职责,工作由相关协会、学会承担。
16.取消图书出版单位等级评估职责,工作由中国出版协会承担。
17.取消报纸、期刊综合质量评估职责,工作分别由中国报业协会和中国期刊协会承担。
18.取消涉外著作权登记服务职责,工作由中国版权保护中心承担。
19.取消调控书号总量的职责。创新书号管理方式,规范书号使用,遏制违规行为。
20.取消管理广播剧的职责。
21.根据《国务院机构改革和职能转变方案》需要取消的其他职责。
(二)下放的职责。
1.将音像复制单位、电子出版物复制单位设立审批职责下放省级新闻出版广电行政部门。
2.将音像复制单位、电子出版物复制单位变更业务范围或兼并、合并、分立审批职责下放省级新闻出版广电行政部门。
3.将地方对等交流互办单一国家电影展映活动审批职责下放省级新闻出版广电行政部门。
4.将国外人员参与制作的国产电视剧审查职责下放省级新闻出版广电行政部门。
5.将地市级、县级广播电台、电视台变更台标审批职责下放省级新闻出版广电行政部门。
6.将设置卫星电视广播地面接收设施审批职责下放省级新闻出版广电行政部门。
7.将只读类光盘设备投产验收工作职责下放省级新闻出版广电行政部门。
8.根据《国务院机构改革和职能转变方案》需要下放的其他职责。
(三)加强的职责。
1.加强组织推进新闻出版广播影视领域公共服务,大力促进城乡公共服务一体化发展,促进新闻出版广播影视事业繁荣发展。
2.加强指导、协调、推动新闻出版广播影视产业发展,优化配置新闻出版广播影视资源,加强业态整合,促进综合集成发展。
3.加强推进新闻出版广播影视领域体制机制改革。
4.加强对数字出版以及网络视听节目服务、公共视听载体播放广播影视节目的规划指导和监督管理,推动协调其健康发展。
5.加强著作权保护管理、公共服务和国际应对,加大反侵权盗版工作力度。
6.加强新闻出版广播影视国际传播能力建设,协调推动新闻出版广播影视“走出去”工作。
7.加强管理理念和方式的创新转变,充分发挥市场调节、社会监督和行业自律作用。
二、主要职责
(一)负责拟订新闻出版广播影视宣传的方针政策,把握正确的舆论导向和创作导向。
(二)负责起草新闻出版广播影视和著作权管理的法律法规草案,制定部门规章、政策、行业标准并组织实施和监督检查。
(三)负责制定新闻出版广播影视领域事业发展政策和规划,组织实施重大公益工程和公益活动,扶助老少边穷地区新闻出版广播影视建设和发展。负责制定国家古籍整理出版规划并组织实施。
(四)负责统筹规划新闻出版广播影视产业发展,制定发展规划、产业政策并组织实施,推进新闻出版广播影视领域的体制机制改革。依法负责新闻出版广播影视统计工作。
(五)负责监督管理新闻出版广播影视机构和业务以及出版物、广播影视节目的内容和质量,实施依法设定的行政许可并承担相应责任,指导对市场经营活动的监督管理工作,组织查处重大违法违规行为。指导监管广播电视广告播放。负责全国新闻记者证的监制管理。
(六)负责对互联网出版和开办手机书刊、手机文学业务等数字出版内容和活动进行监管。负责对网络视听节目、公共视听载体播放的广播影视节目进行监管,审查其内容和质量。
(七)负责推进新闻出版广播影视与科技融合,依法拟订新闻出版广播影视科技发展规划、政策和行业技术标准,并组织实施和监督检查。负责对广播电视节目传输覆盖、监测和安全播出进行监管,推进广电网与电信网、互联网三网融合,推进应急广播建设。负责指导、协调新闻出版广播影视系统安全保卫工作。
(八)负责印刷业的监督管理。
(九)负责出版物的进口管理和广播影视节目的进口、收录管理,协调推动新闻出版广播影视领域“走出去”工作。负责新闻出版广播影视和著作权管理领域对外及对港澳台的交流与合作。
(十)负责著作权管理和公共服务,组织查处有重大影响和涉外的著作权侵权盗版案件,负责处理涉外著作权关系和有关著作权国际条约应对事务。
(十一)负责组织、指导、协调全国“扫黄打非”工作,组织查处大案要案,承担全国“扫黄打非”工作小组日常工作。
(十二)领导中央人民广播电台、中国国际广播电台和中央电视台,对其宣传、发展、传输覆盖等重大事项进行指导、协调和管理。
(十三)承办党中央、国务院交办的其他事项。
三、内设机构
根据上述职责,国家新闻出版广电总局设22个内设机构:
(一)办公厅。
负责文电、会务、应急值班、机要、档案、督查等机关日常运转工作,承担政务公开、新闻发布、安全保密、信访、建议提案办理和机关财务等工作,指导机关后勤服务管理和政务信息化工作。
(二)政策法制司。
研究新闻出版广播影视管理重大政策。组织起草新闻出版广播影视和著作权管理法律法规草案和规章,承担规范性文件的合法性审核工作。承担重大行政处罚听证、行政复议、行政应诉、涉外法律事务等工作。
(三)规划发展司(改革办公室)。
拟订新闻出版广播影视事业产业发展规划、政策和调控目标并组织实施,协调推动新闻出版广播影视事业产业发展。研究拟订新闻出版广播影视领域重大改革措施,指导、协调推进有关体制机制改革工作。依法承担新闻出版广播影视统计工作。
(四)公共服务司。
拟订新闻出版广播影视基本公共服务政策和保障标准,协调推进基本公共服务均等化和城乡一体化发展。组织实施重大公益工程,对老少边穷地区进行扶助,指导监督相关重点基础设施建设。
(五)综合业务司。
指导行政审批制度改革,组织、协调行政审批工作。拟订行政许可的实施办法,承办相关行政许可事项。
(六)宣传司。
承担广播电视宣传和播出的指导、监管工作。指导、协调全国性重大广播电视活动。指导、监管理论文献片、纪录片、电视动画片的制作和播出。具体指导中央人民广播电台、中国国际广播电台和中央电视台的重大宣传工作。
(七)新闻报刊司。
承担报纸(报社)和期刊(刊社)出版活动,国内报刊社、通讯社分支机构和记者站的监督管理工作。组织对报纸、期刊内容的审读和舆情分析工作。承担全国新闻单位记者证的监制审核、发放、备案和管理工作。组织查处重大新闻违法活动。
(八)电影局。
承担电影制片、发行、放映单位和业务的监督管理工作,组织对电影内容进行审查。指导、协调全国性重大电影活动。指导电影档案管理、技术研发和电影专项资金管理。承办对外合作制片、输入输出影片的国际合作与交流事项。
(九)出版管理司(古籍整理出版规划办公室)。
承担图书、音像、电子出版单位和出版活动的监督管理工作,组织对图书、音像制品、电子出版物内容和质量进行监管。组织指导涉及党和国家重要文件文献、教科书的出版工作,组织实施全民阅读推广活动。承担国家古籍整理出版规划的组织协调工作。承担书号、版号管理工作。
(十)电视剧司。
承担电视剧制作的指导、监管工作,组织对国产电视剧、引进电视剧和对外合拍电视剧(含动画片)的内容进行审查。指导、调控电视剧的播出。
(十一)印刷发行司。
承担印刷、复制、出版物发行单位和业务的监督管理工作,组织查处、纠正重大违法违规行为。组织指导党和国家重要文件文献、教科书的印制发行工作。指导内部资料性出版物的印刷管理工作。推动印刷业转型升级及新兴印刷业发展。
(十二)传媒机构管理司。
承担广播电视播出机构和业务、广播电视节目制作机构、广播电视节目传送、有线电视付费频道、移动电视业务的监督管理工作。指导和监督管理广播电视广告播放。
(十三)数字出版司。
承担数字出版内容和活动的监督管理工作,对网络文学、网络书刊和开办手机书刊、手机文学业务进行监督管理。
(十四)网络视听节目管理司。
承担网络视听节目服务、广播电视视频点播、公共视听载体播放广播影视节目内容和业务的监督管理工作。指导网络视听节目服务的发展和宣传。
(十五)反非法和违禁出版物司(全国“扫黄打非”工作办公室)。
拟订“扫黄打非”方针政策和行动方案并组织实施,组织、指导、协调全国“扫黄打非”工作,组织查处非法和违禁出版传播活动的大案要案。承担全国“扫黄打非”工作小组日常工作。
(十六)版权管理司。
拟订国家版权战略纲要和著作权保护管理使用的政策措施并组织实施,承担国家享有著作权作品的管理和使用工作,对作品的著作权登记和法定许可使用进行管理。承担著作权涉外条约有关事宜,处理涉外及港澳台的著作权关系。组织查处著作权领域重大及涉外违法违规行为。组织推进软件正版化工作。
(十七)进口管理司。
承担出版物、广播电视节目的进口管理。依法管理境外新闻出版广播影视机构在华设立办事机构。对境外广播电视节目的引进、播出和中外广播电视节目合作的制作、播出,以及卫星电视接收设施、境外卫星电视节目的落地和接收进行监督管理。
(十八)科技司。
拟订新闻出版及印刷业、广播影视及视听类新媒体科技发展规划、政策、行业标准并组织实施。拟订广播影视传输覆盖网和监测监管网的规划,推进三网融合。承担广播影视安全播出的监督管理和技术保障工作,承担广播影视质量技术监督、监测和计量检测工作。
(十九)财务司。
承担机关和直属单位财务管理工作,负责预决算、国有资产管理、基本建设项目、政府采购及内部审计工作。
(二十)国际合作司(港澳台办公室)。
组织开展新闻出版广播影视和著作权的对外及港澳台交流与合作。协调推动新闻出版广播影视“走出去”工作。承担国际文化协定中有关项目的执行工作。
(二十一)人事司。
承担新闻出版广播影视行业队伍建设和教育培训工作。承担机关和直属单位的人事管理、机构编制、劳动工资等工作。
(二十二)保卫司。
拟订新闻出版广播影视有关安全制度和处置重大突发事件预案并组织实施,指导、协调新闻出版广播影视系统安全保卫工作。指导、管理机关、中央人民广播电台、中国国际广播电台、中央电视台等重点单位和核心机密、要害部位的安全保卫工作。
机关党委。负责机关和在京直属单位的党群工作。
离退休干部局。负责机关离退休干部工作,指导直属单位的离退休干部工作。
四、人员编制
国家新闻出版广电总局机关行政编制为508名(含两委人员编制11名、援派机动编制5名、离退休干部工作人员编制39名)。其中:局长(兼国家版权局局长)1名、副局长4名、国家版权局专职副局长1名(副部长级);司局领导职数77名(含总工程师1名、机关党委专职副书记1名、离退休干部局领导职数3名)。
五、其他事项
(一)国家新闻出版广电总局加挂国家版权局牌子,在著作权管理上,以国家版权局名义行使职权。
(二)关于动漫和网络游戏管理,与文化部的职责分工维持不变。
(三)所属事业单位的设置、职责和编制事项另行规定。
六、附则
本规定由中央机构编制委员会办公室负责解释,其调整由中央机构编制委员会办公室按规定程序办理。
