Notice concerning Strengthening Management of the Production and Dissemination of Radio, Film and Television Programmes, Television Dramas and Online Audiovisual Products

All provincial, autonomous region and municipal press, publications, radio, film and television bureaus, the Xinjiang Production-Construction Corps Press, Publications, Radio, Film and Television Bureau, all departments and bureaus of the Administration’s bodies, the three central stations, the China Film Group Co., the China Film Co. Ltd., film channels, the China Education Television Channel:

For a while, a few screenwriters, directors, actors and other radio, film and television employees have been investigated and prosecuted by public security bodies because they used drugs, solicited prostitutes and engaged in other unlawful acts, their acts violated laws and regulations, corrupted the social atmosphere, and especially as social public personalities, they harmed the image of the sector, created a very harmful influence on society, and damaged the healthy growth of the broad minors. Radio, film and television works are important carriers for the dissemination of advanced Socialist culture and carrying forward the Socialist core value system. The Administration has always advocated that radio, film and television employees must abide by discipline and observe the law, consciously practice Socialist morality, resist vulgar, base and philistine tendencies; it has always advocated that the broad radio, film and television literature and art workers must pursue excellence in virtue and artistry, and disseminate positive energy to society through excellent products and a fine image. In order to further clean up the airwaves, television screens, silver screens and the online environment, and create a good employment atmosphere, the following requirements are hereby reiterated:

I, All levels’ radio and television broadcasting bodies must persist in the correct orientation, they may not engage those who used drugs, solicited prostitutes or engaged in other such unlawful and criminal acts to participate in the production and dissemination of television programmes; they may not produce or broadcast radio or television programmes that play up the unlawful and criminal acts of entertainers, celebrities and stars; they must temporarily cease broadcasting films, television dramas, all kinds of radio and television programmes where those who used drugs, solicited prostitutes or engaged in other such unlawful and criminal acts participated in the creation, as well as broadcast advertisements in which they appear.

II, All levels’ cable television network companies must, in their on-demand television channels, television programme re-watch and other such services, provisionally cease the broadcast (or making available) of films, television dramas and all kinds of television programmes where those who used drugs, solicited prostitutes or engaged in other such unlawful and criminal acts are the main creative personnel and participated in the creation.

III, Urban cinema chains, cinemas, rural film screening chains and film troupes must provisionally cease screening films where those who used drugs, solicited prostitutes or engaged in other such unlawful and criminal acts are the main creative personnel and participated in the creation.

IV, Online audiovisual programme service bodies must provisionally cease the dissemination of films, television dramas, online dramas, microfilms and all kinds of programmes where those who used drugs, solicited prostitutes or engaged in other such unlawful and criminal acts are the main creative personnel and participated in the creation, they may not invite those who used drugs, solicited prostitutes or engaged in other such unlawful and criminal acts are to participate in the production of online audiovisual programmes, online dramas and microfilms; they may not produce and disseminate online television programmes that play up the unlawful and criminal acts of entertainers, celebrities and stars.

V, In foreign exchange concerning radio, film and television, the giving, sale and exchange must be provisionally ceased of films, television dramas and all kinds of programmes where those who used drugs, solicited prostitutes or engaged in other such unlawful and criminal acts are the main creative personnel and participated in the creation.

一段时间以来,个别编剧、导演、演员等广播影视从业人员因吸毒、嫖娼等违法行为被公安机关查处,其行为触犯了法律法规、败坏了社会风气,尤其是作为社会公众人物,损害了行业形象,造成很坏的社会影响,对广大青少年健康成长尤为不利。广播影视作品是传播社会主义先进文化、弘扬社会主义核心价值观的重要载体。总局历来倡导广播影视从业人员遵纪守法,自觉践行社会主义道德,抵制庸俗、低俗、媚俗之风;历来倡导广播影视文艺工作者追求德艺双馨,通过优秀作品和良好形象在社会上传播正能量。为进一步净化音频、荧屏、银幕和网络环境,营造良好从业氛围,现重申有关要求如下:

一、各级广播电视播出机构要坚持正确导向,不得邀请有吸毒、嫖娼等违法犯罪行为者参与制作广播电视节目;不得制作、播出以炒作演艺人员、名人明星等的违法犯罪行为为看点、噱头的广播电视节目;暂停播出有吸毒、嫖娼等违法犯罪行为者作为主创人员参与制作的电影、电视剧、各类广播电视节目以及代言的广告节目。

二、各级有线电视网络公司在电视视频点播、电视回看等业务服务中,暂停播出(点播)有吸毒、嫖娼等违法犯罪行为者作为主创人员参与制作的电影、电视剧和各类电视节目。

三、城市电影院线、电影院、农村电影放映院线和电影队暂停放映有吸毒、嫖娼等违法犯罪行为者作为主创人员参与制作的电影。

四、网络视听节目服务机构暂停传播有吸毒、嫖娼等违法犯罪行为者作为主创人员参与制作的电影、电视剧、网络剧、微电影和各类节目,不得邀请有吸毒、嫖娼等违法犯罪行为者参与制作网络视听节目、网络剧、微电影;不得制作传播以炒作演艺人员、名人明星等的违法犯罪行为为看点、噱头的网络视听节目;

五、在广播影视对外交流中,暂停有吸毒、嫖娼等违法犯罪行为者作为主创人员参与制作的电影、电视剧和各类节目的赠送、销售和交流。
