The Internet is an important achievement in the progress of human civilization, it has become an important force that drives innovation, stimulates economic and social development, and enriches all of humanity. The Internet will transform the world into a “global village”, so that international society increasingly is becoming an interdependent community of common destiny. At the same time, the rapid development of the Internet has also brought challenges to national sovereignty, security and sustainable development. Vigorously and steadily responding to these challenges is the common responsibility of international society. From the World Summit on the Information Society in 2003, the Geneva Declaration of Principles and the 2005 Tunis Agenda to the Montevideo Statement as well as the Report of the United Nations Group of Governmental Experts on Information Security, international society’s consensus concerning Internet development and governance is broadening incessantly, and cooperation is deepening incessantly. We express congratulations for the results of the United Nations General Assembly WSIS +10 High-Level Meeting, and look forward to international society further deepening cooperation in the area of the Internet on the basis of the UN Charter as well as universally accepted international norms and principles.
Between 16 and 18 December 2015, more than 2000 representatives from more than 120 countries (regions) around the world and more than 20 international organizations gathered at the second “World Internet Conference – Wuzhen Summit”, China’s president Xi Jinping as well as leaders and high-level representatives from governments, enterprises, academia, civil organizations, the technology community and international organizations attended this Conference. Under the slogan of the conference “An Interconnected World, Shared and Governed by All – Building a Community of Common Destiny in Cyberspace”, the participating representatives discussed topics including Internet construction, development and governance. Through discussion by the high-level expert advisory committee, the Conference Organizing Committee puts forward the following Initiative:
I, Accelerating the development and spread of the Internet. Speed up the construction of Internet infrastructure, encourage exchange in innovations in Internet technology and applications, move forward research and development in cloud computing, big data, the Internet of Things and other such areas, bridge the digital divide, stimulate interconnectivity, and ensure that Internet technology can be broadly applied in all countries, especially in developing countries and underdeveloped regions.
II, Stimulating online cultural exchange. Encourage the protection, inheritance, and development of humankind’s excellent cultural achievements through digitalization, strengthen cultural exchange in cyberspace, stimulate the diversity, flourishing and development of human culture, and build cyberspace into a common spiritual garden for humankind.
III, Sharing the fruits of Internet development. Forcefully develop the digital economy, stimulate the deep convergence of the Internet and all other industries, ensure that data flows in cyberspace are free and orderly, shape online markets connecting the entire globe quickly, create ever more employment opportunities, stimulate the realization of the United Nations “2030 Sustainable Development Agenda”, provide powerful support for the sustained and healthy development of the global economy, and let ever more countries and people jump on the information age express.
IV, Safeguard online peace and security. Respect national sovereignty in cyberspace, protect cyberspace and crucial information infrastructure from threats, interference, attacks and destruction, protect individual privacy and intellectual property rights, and attack cybercrime and terrorist activities together.
V, Promote international Internet governance. International society should cooperate sincerely, meet each other in the middle, help each other in the same boat, and seek mutual trust and benefit, it should commonly promote international norms and regulations for cyberspace, respect humankind’s basic online rights, safeguard order in cyberspace, jointly build a peaceful, secure, open and cooperative cyberspace, built a multilateral, democratic and transparent global Internet governance system, support governments, enterprises, civil organizations, technological communities, academia, international organizations and other stakeholders to play an ever greater role on the basis of their own functions and responsibilities, and forge a community of common destiny in cyberspace.
Humankind has grown closer together because of the Internet, and the world has become more colourful because of the Internet. International society and all stakeholders should continue with the ideas of cooperation and win-win, jointly promote the development, governance and flourishing of the Internet, ensure that cyberspace becomes a new frontier for humanity’s existence and development, and let the Internet develop so as to ever better enrich all of humankind.
The future of the world belongs to the young, the development of the Internet moulds the young. We should pay high regard to the Internet needs of the broad youth, strengthen online protection of minors, ensure that the Internet truly becomes a civilized network, a green network and a healthy network, and jointly build a beautiful future for the world!
