Notice concerning Further Strengthening Management of Radio and Television Presenters and the Use of Guest Stars
This translation is based on a Xinhua announcement via QQ News. I am not sure this is the complete text of the Notice, given its brevity and lack of detail, but no more complete version has so far been published.
XGDF No. 129
I, Strictly implement on-the-job management regulations for presenters.
News, commentary and interview programmes may not have or covertly have assisting presenter positions, radio and television programmes must have a clear division of work between presenters and guest stars, presenters shall be responsible for anchoring, guiding and controlling the programme, it is prohibited to have “guest star presenters”, and guest stars cannot exercise the duties of presenters.
II, Strengthen information management of presenters’ professional conduct.
III, Earnestly implement pre-broadcast censorship and rebroadcast re-censorship structures.
IV, Strengthen education and training for presenters and guest stars.
V, Make clear who bears chief responsibilities, and ensure they are satisfactorily carries out.
VI, Ensure that presenter qualifications are inspected and management structures are constructed for presenters and guest stars.
This Notice takes effect on 1 July 2015. The Notice requires that all radio and television work units “grasp the research and formulation of management rules for presenters and the use of guest stars in that work unit, professional conduct information management rules, pre-broadcast censorship regulations and education and training plans.
Notice concerning the Standardized Use of the National Common Spoken and Written Language in Radio and Television Programmes and Advertising”
In recent years, all levels’ radio and television organs earnestly cleaned up and rectified the phenomenon of non-standard language being used on radio and television, according to the requirements of the “Notice concerning Standardizing Language Used in Radio and Television Programmes and Spreading Putonghua”, and they have obtained clear results, phenomena such as the sedulous imitation of pronunciation with local characteristics, the indiscriminate use of foreign words and online jargon, etc., has been contained. But recently, we have heard reactions from audiences claiming that some radio and television programmes and advertising still contain problems of non-standard language and writing, such as wilful distortions and the messy use of proverbs, “the acme of perfection” was turned into “Shanxi is good and beautiful” [a play on words in which the homophone characters 尽 – the utmost – and 晋 – the abbreviation for Shanxi – are interchanged], or where “haste brooks no delay” was turned into “coughing brooks no delay” [a play on words in which the homophone characters 刻 – the moment – and 咳 – coughing – are interchanged], and so on. These ways do not conform to the basic demands of the “National Common Spoken and Written Language Law”, the “Radio and Television Management Regulations” and other such laws and regulations, they violate the spirit of inheriting and carrying forward the excellent traditional culture of the Chinese nation, they mislead the social public and especially the youth, and they must be firmly corrected. For a while, a few screenwriters, directors, actors and other radio, film and television employees have been investigated and prosecuted by public security bodies because they used drugs, solicited prostitutes and engaged in other unlawful acts, their acts violated laws and regulations, corrupted the social atmosphere, and especially as social public personalities, they harmed the image of the sector, created a very harmful influence on society, and damaged the healthy growth of the broad minors. Radio, film and television works are important carriers for the dissemination of advanced Socialist culture and carrying forward the Socialist core value system. The Administration has always advocated that radio, film and television employees must abide by discipline and observe the law, consciously practice Socialist morality, resist vulgar, base and philistine tendencies; it has always advocated that the broad radio, film and television literature and art workers must pursue excellence in virtue and artistry, and disseminate positive energy to society through excellent products and a fine image. Notice concerning issuance of the “Rules on the Management of Information from Professional Activities of News Employees”

In recent years, the phenomenon that news employees abuse information gained during their professional activities has appeared now and then. In some cases, information involving secrets has been wilfully disseminated and spread in violation of secrecy protection laws and regulations, in some cases, information obtained during professional activities has been published on online platforms without authorization, in some cases, unpublished reports of a news work unit have been handed over to other domestic and foreign media for publication, in some cases, news work unit resources have been used to seek improper gain, this disturbs the regular news dissemination order, and harms the interest of the Party and the State. In order to realistically strengthen management over information from professional activities of news employees, on the basis of the “State Secret Protection Law” and other such relevant laws and regulations, SAPPRFT has formulated the “Rules on the Management of Information from professional Activities of News Employees”, these are hereby issued, please implement them earnestly. Since the issuance of the “Notice concerning Further Strengthening the Management of Online Dramas, Microfilms and Other Such Online Videos) (GF No. (2012)53), the implementation situation in all localities generally is good, which has had a stimulating effect on standardizing online dramas, microfilms and other such online videos. However, there are also some localities that report that some Internet audiovisual programme service work units examine and broadcast online dramas, microfilms and other such online videos themselves, there are different examination standards and measures, leading to different versions emerging of the same programme; a few programme producers do not hold production qualification for radio and television programmes, and for some programmes that require editing, it is difficult to contact the producer and have them re-edit it; there are also some programmes that have not been filed timely according to requirements.
