Chapter I: General provisions.
Article 1: In order to standardize Internet news information service activities, stimulate the healthy and orderly development of Internet news information services, protect the lawful rights and interests of citizens, legal persons and other organizations, safeguard national security and the public interests, on the basis of the “National People’s Congress Standing Committee Decision concerning Strengthening the Protection of Online Information” and the “Internet Information Service Management Rules” and other such laws and administrative regulations, these Rules are formulated. Wuzhen Initiative
The Internet is an important achievement in the progress of human civilization, it has become an important force that drives innovation, stimulates economic and social development, and enriches all of humanity. The Internet will transform the world into a “global village”, so that international society increasingly is becoming an interdependent community of common destiny. At the same time, the rapid development of the Internet has also brought challenges to national sovereignty, security and sustainable development. Vigorously and steadily responding to these challenges is the common responsibility of international society. From the World Summit on the Information Society in 2003, the Geneva Declaration of Principles and the 2005 Tunis Agenda to the Montevideo Statement as well as the Report of the United Nations Group of Governmental Experts on Information Security, international society’s consensus concerning Internet development and governance is broadening incessantly, and cooperation is deepening incessantly. We express congratulations for the results of the United Nations General Assembly WSIS +10 High-Level Meeting, and look forward to international society further deepening cooperation in the area of the Internet on the basis of the UN Charter as well as universally accepted international norms and principles. Notice concerning Approving and Issuing Journalist Credentials in News Websites

All provincial, autonomous region and municipal press, publications, radio, film and television bureaus and Internet information offices, the Xinjiang Production-Construction Corps Press and Publications Bureau and Internet information office, the Liberation Army General Political Department Propaganda Department Press and Publications Bureau and Internet Information Office, all Central and State bodies’ ministries and commissions, all democratic parties, all controlling work units of people’s organization’s news bodies and central news websites:
In order to strengthen the construction of editorial and journalistic teams in news websites and raise the overall quality of teams, on the basis of the relevant requirements of the Centre, and according to the relevant provisions of the “State Council Notice concerning Authorizing the Cyberspace Administration of China to Be Responsible for Internet Information Content Management Work”, the Internet Information Service Management Rules”, the “Internet News Information Service Management Regulations” and the “Journalist Credential Management Rules”, it has been decided that journalist credentials will be approved and issued to news websites who have obtained a Category I Internet News Information Service Permit and conform to conditions, according to the principles of “careful implementation, phased approval, security and order, manageability and controllability”. Announcement concerning Launching a Special Campaign to Attack Online Obscenity and Sexual Information
At present, online obscenity and sexual information has not been stopped despite repeated bans, and has not been eliminated despite repeated bans, this gravely harms the physical and mental health of minors and gravely harms the social atmosphere, all walks of society deeply abhor this, and the popular masses’ calls demanding strict punishment have grown strong.
