“十一五”时期哲学社会科学研究取得显著成就。过去五年,在党中央的高度重视和正确领导下,哲学社会科学战线高举中国特色社会主义伟大旗帜,牢牢把握正确政治方向,紧密结合全面建设小康社会实际,积极开展理论研究和实践探索,充分发挥认识世界、传承文明、创新理论、咨政育人、服务社会的重要作用,为巩固马克思主义在意识形态领域的指导地位、服务党和国家工作大局作出了重要贡献。马克思主义理论研究和建设工程取得突破性进展,有力推进了马克思主义中国化、时代化、大众化进程。围绕改革发展稳定面临的重大现实问题和关系哲学社会科学发展全局的基础研究课题,推出了一批学术价值厚重、社会影响广泛的优秀成果。学科建设不断加强,传统学科日益完善,新兴学科、交叉学科快速发展,初步形成了门类较为齐全、布局较为合理的学科体系。对外学术交流与合作不断扩大,我国哲学社会科学研究“走出去”步伐进一步加快,在国际学术舞台上的话语权和影响力明显增强。研究队伍不断壮大,涌现出一批学术领军人物、学科带头人和中青年科研骨干。“十一五”期间,国家社科基金覆盖面和影响力不断扩大,导向和示范作用日益突出,服务党和政府决策的能力明显提升。基金总量逐年增长,项目类别进一步拓展,在原有四大类项目基础上,新增国家哲学社会科学成果文库项目和中华学术外译项目。学科设置更加完善,增设管理学科,国家社科基金学科总数发展到26个。研究成果数量和质量显著提升,推出4800多项最终成果和37600多篇阶段性成果,其中许多成果被党和政府有关部门纳入决策参考,1000多项成果获得省部级以上奖励。总的看,“十一五”时期哲学社会科学研究保持和巩固了健康向上、繁荣发展的良好势头,为今后五年的发展奠定了坚实基础。
同时也要清醒地看到,与经济社会发展的要求相比,哲学社会科学研究创新能力还不强,结构、质量与效益需进一步优化和提高;研究成果应用转化机制还不健全,服务社会的能力和水平需进一步提升;经费投入依然不足,布局还不够科学合理,使用效率需进一步提高;学术浮躁现象还比较突出,学术失范、学术不端行为时有发生,学风建设亟待加强。这些问题,需要认真研究并采取有力措施加以解决。
“十二五”时期是哲学社会科学研究大有作为的重要发展阶段。未来五年,世情国情党情继续发生深刻变化,我国经济社会发展呈现新的阶段性特征,哲学社会科学研究面临难得的发展机遇,同时也面对诸多挑战。世界经济政治格局出现新变化,国际环境总体上有利于我国和平发展,但国际上不稳定不确定不安全因素明显增多,迫切需要哲学社会科学拓展和深化国际重大问题研究,更好地为统筹国内国际两个大局服务。我国经济社会发展迈上新台阶,但不平衡、不协调、不可持续问题依然突出,改革攻坚和统筹协调的难度进一步加大,迫切需要哲学社会科学研究探索解决新矛盾新问题的思路和办法,更好地为推动科学发展、加快转变经济发展方式服务。我国意识形态领域继续保持积极健康向上的良好态势,但世界范围各种思想文化交流交融交锋日益频繁,国内社会思想多元多样多变特征更加明显,迫切需要哲学社会科学积极探索用社会主义核心价值体系引领国内社会思潮的有效途径,不断巩固壮大社会主义主流意识形态。我国社会建设不断推进,社会管理总体上与我国国情和社会主义制度相适应,但社会结构发生深刻变动,社会矛盾呈现许多新情况新特点,迫切需要哲学社会科学深化创新社会建设和社会管理研究,更好地服务改革发展稳定大局。我国文化消费日趋旺盛,文化在促进经济社会发展中的重要作用更加凸显,但文化产品和服务在数量、质量和结构上,还不能很好地适应人民群众精神文化需求的快速增长和经济社会发展的内在要求,迫切需要哲学社会科学研究探索新形势下文化发展的特点规律、政策措施和体制保障,更好地推动社会主义文化大发展大繁荣。党的建设不断取得新的进展,但党面临的各种考验更加复杂严峻,迫切需要哲学社会科学研究探索进一步加强和改进新形势下党的建设的有效途径和办法,不断提高党的建设科学化水平。哲学社会科学研究发展迈入立足创新、提升质量的新阶段,迫切需要不断拓展研究领域、丰富研究内容、改进研究方法,努力提高创新能力、科研质量和学术水平。新形势新任务需要哲学社会科学工作者不断增强机遇意识和忧患意识,增强责任感使命感,紧跟时代步伐,把握大局大势,为推动哲学社会科学繁荣发展作出新的贡献。
二、“十二五”时期哲学社会科学研究必须坚持的指导思想和方针原则
“十二五”时期哲学社会科学研究的指导思想是:高举中国特色社会主义伟大旗帜,以马克思列宁主义、毛泽东思想、邓小平理论和“三个代表”重要思想为指导,深入贯彻落实科学发展观,坚持正确政治方向,遵循社科研究规律,牢固树立精品意识,注重引导学风建设,加快建设哲学社会科学创新体系,进一步增强哲学社会科学研究的战略性和前瞻性,为实现国民经济和社会发展“十二五”规划宏伟目标、夺取全面建设小康社会新胜利提供理论支撑和智力支持。
“十二五”时期哲学社会科学研究要坚持以下方针原则:
坚持马克思主义在哲学社会科学研究中的指导地位。用中国特色社会主义理论体系统领哲学社会科学研究工作,把马克思主义立场观点方法贯穿到哲学社会科学研究的各个领域,融入到哲学社会科学研究的全过程,使哲学社会科学研究始终沿着正确方向发展。

深化文化体制改革和文化建设研究,推动社会主义文化大发展大繁荣。未来五年,我国文化改革发展面临良好机遇和广阔空间,积极开展文化体制改革和文化建设研究,是哲学社会科学战线义不容辞的责任。要围绕加快推进文化体制改革、加快构建公共文化服务体系、加快发展文化产业,深入研究进一步推进文化管理体制改革的思路和政策,研究提出加强公共文化产品和服务供给、促进基本公共文化服务均等化和推进文化产业结构调整、培育新的文化业态、提高文化产业规模化集约化专业化水平的对策措施,推动建立有利于文化科学发展的体制机制。围绕加强对文化产品创作生产的引导,深入研究建立科学的文化产品评价标准、评价机制和有利于优秀人才脱颖而出的体制机制,营造有利于文化创新、使优秀文化产品竞相涌现的良好环境,充分发挥文化引导社会、教育人民、推动发展的功能和作用。围绕保护和弘扬民族优秀传统文化,深入挖掘民族传统文化和特色地域文化的丰厚资源,实施民族传统文化和特色地域文化重大专项研究,推出一批具有传世价值的研究成果,打造中华民族文化品牌。围绕加强网络文化建设和管理,深入研究新形势下网络文化建设的特点和规律,积极探索符合我国实际的网络文化管理模式,推动用积极健康的网络文化占据网上主导地位。围绕推进文化“走出去”战略,深入研究扩大文化产品和服务出口的措施,建立中华文化海外传播动态数据库,实施一批资助翻译、出版推介中华经典和文化精品的中华学术外译项目,努力增强中华文化的对外影响力。
深化加强和创新社会建设与社会管理研究,推动社会主义和谐社会建设。加强和创新社会建设与社会管理,是构建社会主义和谐社会、维护最广大人民根本利益的必然要求,对于全面建设小康社会、实现党和国家长治久安具有重大战略意义。要围绕建设中国特色社会主义社会管理体系,深入研究新中国成立60多年来特别是改革开放30多年来社会管理的有效做法和成功经验,借鉴国外社会建设理论和实践,积极探索新形势下社会管理规律,推动建立党委领导、政府负责、社会协调、公众参与的社会管理体系,提高社会管理科学化水平。围绕加强和创新社会管理的重点领域和重点任务,深入研究做好新形势下群众工作的思路和举措,研究进一步加强和完善社会管理格局、党和政府主导的维护群众权益机制、流动人口和特殊人群管理和服务、基层社会管理和服务体系、公共安全体系、非公有制经济组织和社会组织管理、信息网络管理、思想道德建设等问题,为实现“十二五”时期经济社会发展目标营造良好社会环境。围绕加强和创新社会建设,深入研究社会建设的基本内涵、重点领域和主要途径,研究影响社会和谐稳定的突出问题和人民群众最关心最直接最现实的利益问题,探索解决教育、就业、收入分配、社会保障、医疗卫生、住房保障、安全生产、扶贫开发等重大社会问题的思路和办法,更好地推动以保障和改善民生为重点的社会建设。
深化加强和改进新形势下党的建设研究,推动党的建设理论创新和实践创新。加强和改进新形势下党的建设是全党的重大政治责任,深化党的建设研究是哲学社会科学的重要任务。要深入研究阐释加强和改进新形势下党的建设的重要性紧迫性,研究马克思主义建党学说及其历史发展,总结运用党加强自身建设的基本经验,探索新形势下党的建设的特点和规律,借鉴国外政党建设的有益做法,不断丰富和发展富有时代特征的党的建设理论。深入研究提高党的建设科学化水平的基本内涵和有效途径,研究回答如何以科学理论指导党的建设、以科学制度保障党的建设、以科学方法推进党的建设。围绕党的执政能力建设和先进性建设这一主线,深入研究以坚定理想信念为重点加强思想建设、以造就高素质党员干部队伍为重点加强组织建设、以密切党同人民群众联系为重点加强作风建设、以健全民主集中制为重点加强制度建设、以完善惩治和预防腐败体系为重点加强反腐倡廉建设的新举措新办法。围绕提高党的领导水平和执政水平、提高拒腐防变和抵御风险能力,深入研究党的建设面临的新情况新问题新挑战,着力探索解决党内存在的不适应新形势新任务新要求、不符合党的性质和宗旨的问题。深入研究阐释建设马克思主义学习型政党的重大意义、深刻内涵、主要任务和基本要求,总结学习型党组织建设的新鲜经验,探索建立健全科学完备、符合实际、行之有效的学习制度和长效机制,更好地推动建设学习型政党和学习型社会。
深化国际问题研究,营造有利于我国和平发展的良好外部环境。未来五年,我国与世界的相互联系、相互依存更加紧密,国内问题与国际问题、内政与外交的相互影响、相互作用日益深刻,拓展和深化国际问题研究对于维护我国国家利益、更好地统筹国内国际两个大局具有重要意义。深入研究马克思主义国际关系理论,学习借鉴世界各国相关研究成果,结合国际形势发展变化,进一步梳理国际关系理论的基本范畴和基本方法,不断丰富和完善具有中国特色的国际关系理论体系。深入研究国际政治发展新动向和国际政治格局新变化,特别是西方发达国家、新兴发展中国家和周边国家国内发展和国际战略对我外部安全环境的深刻影响,提出有针对性的对策措施,切实维护和用好我国发展的重要战略机遇期。深入研究我国国家安全和外交战略,研究阐释中国坚持走和平发展道路与推动和谐世界建设的理念和构想,研究阐释我对解决全球性问题的立场主张,维护国家根本利益,展示国家良好形象。深入研究世界经济发展新趋势和世界经济格局新变化,研究我国参与国际经济合作竞争存在的突出问题,推动国际经济体系朝着更加公正合理的方向发展。深入研究当代国际社会思潮变动规律和各种思想文化交流交融交锋的新特点,探索国家文化软实力建设的总体规划和战略重点,切实维护我国意识形态安全和文化安全,推动人类不同文明平等交流、共同发展。
深化基础理论研究,推动建立具有中国特色的哲学社会科学学科体系。基础理论研究是哲学社会科学持续发展的支撑,建设具有中国特色的哲学社会科学学科体系是加强基础理论研究的一项战略性任务。要从实现哲学社会科学可持续发展的战略高度,加大对基础理论研究的投入力度,大力扶持关系哲学社会科学发展全局和学科创新发展的基础研究,大力扶持对巩固和加强马克思主义指导地位有重要现实意义的基础研究,大力扶持对弘扬民族精神、传承中华文化有重大作用的基础研究,大力扶持对经济社会发展和国家安全有长远影响的基础研究。实施原创性基础理论重大专项研究,加强对重要文献资料的整理和研究,推出一批具有重大理论创新和文化传承价值的标志性成果,推动基础理论研究整体水平明显提升。顺应学科发展新趋势新要求,大力推进学科建设和学科创新,重点扶持基础学科,切实加强应用学科,积极发展交叉学科,着力培育新兴学科,促进学科布局调整和结构优化,推动建立门类齐全、结构合理、特色鲜明、协调发展,充分体现中国特色、中国风格、中国气派的哲学社会科学学科体系。实施跨学科重大专项研究,大力促进基础学科之间、基础学科和应用学科、哲学社会科学和自然科学的渗透融合,在推动各学科互为借鉴、共同发展中培育新的学科增长点。
四、充分发挥国家社科基金在繁荣发展哲学社会科学研究中的重要作用
“十二五”时期,随着国家社科基金项目和经费大幅增加,规划和管理工作的任务越来越重,要求越来越高,责任越来越大。面对新形势新任务,国家社科基金管理工作要抓住机遇,改革创新,坚持正确导向、注重科学管理、突出国家水准、弘扬优良学风,进一步推动哲学社会科学研究繁荣发展,更好地服务党和国家工作大局。
优化项目布局,进一步完善国家社科基金项目资助体系。健全以年度项目为主体,以重大项目为龙头,以西部项目、后期资助项目、国家哲学社会科学成果文库项目、中华学术外译项目等为补充,类别多样、定位明确、功能互补、相互衔接的项目资助体系。年度项目主要资助专题性应用研究和一般性基础研究,着眼于培养人才、锻炼队伍。重大项目主要资助关系经济社会发展全局和哲学社会科学发展全局的重大应用研究和基础研究,着眼于服务决策和推动学科建设。西部项目主要资助推动西部地区经济发展、社会稳定、民族团结的课题研究,着眼于培养激励稳定西部地区哲学社会科学研究队伍。后期资助项目主要资助哲学社会科学基础研究领域基本完成且尚未出版的优秀科研成果,着眼于鼓励和倡导严谨治学、崇尚精品的优良学风。国家哲学社会科学成果文库项目主要资助出版代表我国哲学社会科学研究最高水平的成果,着眼于集中展示我国哲学社会科学界的学术创造力。中华学术外译项目主要资助我国哲学社会科学研究优秀成果以外文形式在国外出版,着眼于对外介绍我国优秀传统文化和当代中国发展变化。“十二五”期间,资助年度项目20000项左右,其中重点项目约3000项,一般项目约10000项,青年项目约7000项;资助重大项目1200项左右,其中基础研究项目约600项,应用研究项目约600项;资助西部项目约2500项,后期资助项目约2000项,国家哲学社会科学成果文库项目约400项,中华学术外译项目约300项。组织实施中国发展道路和发展战略、加强和创新社会建设与社会管理、地方和区域经济社会发展、国际问题、面向海外学者的中国问题重大专项研究,积极稳妥地探索其他项目类别及资助方式。
强化质量意识,着力推动国家社科基金项目多出精品力作。完善项目评审制度,不断提升国家社科基金立项水平。每年组织开展一次专题性的学科调查,“十二五”末组织开展一次全面系统深入的学科调查,分析各学科各专业各领域的基本情况、重点难点问题以及薄弱环节和空白地带,把握哲学社会科学研究的总体状况和发展趋势,为科学制定年度课题指南和中长期研究规划提供基本依据;进一步完善课题指南公开征集制度以及专家学者和决策部门咨询论证制度,切实增强指南的科学性针对性准确性;按照总体调控立项数量、着力提高立项质量的原则,建立健全科学合理的项目申报调控机制;积极探索新兴学科、边缘学科、交叉学科和跨学科研究课题评审机制。建立健全项目淘汰机制,严格中期管理,督促课题承担者及时高效地完成项目研究。严把成果鉴定结项关,在坚持正确政治方向前提下着重考察成果的学术规范性,探索实行灵活多样的成果鉴定方式,进一步提高成果验收质量,增强权威性。
健全宣传推介机制,不断增强国家社科基金项目的影响力和带动力。加强国家社科基金项目成果宣传推介工作,促进研究成果更好更快地运用于党和政府决策、运用于经济社会发展、运用于哲学社会科学学科建设,不断提升研究成果的应用价值和社会效益。要把日常宣传推介与集中宣传推介结合起来,注重宣传策划,把握宣传节奏,努力增强成果宣传推介的针对性和实效性。要把宣传推介优秀成果与宣传推介优秀人才结合起来,鼓励项目承担者潜心钻研、严谨治学,积极推动学风建设。要把对内宣传与对外宣传结合起来,资助翻译推介一批代表我国哲学社会科学发展方向和研究水平的优秀成果,进一步扩大中华学术的国际影响力。努力拓展宣传推介渠道,充分利用报刊、广播、电视、网络等大众媒体,通过组织座谈会、专家访谈、成果报告会等活动,大力宣传推介国家社科基金项目优秀成果,不断增强国家社科基金项目的示范带动作用。建立国家社科基金项目成果库,提供相关信息服务,推动成果应用转化。
遵循社科研究规律,努力提高国家社科基金管理工作科学化水平。积极探索新形势下国家社科基金管理工作的特点和规律,以改革创新精神不断加强管理制度建设,切实做到科学管理、民主管理、依法管理。把关心和团结知识分子作为国家社科基金管理的重要工作原则,把尊重和依靠专家学者作为基本工作方法,寓管理于服务之中,在科学管理中开展服务,在规范服务中加强管理,努力使国家社科基金成为服务社科界的重要平台,将国家社科基金管理机构建设成为哲学社会科学工作者之家。进一步加强工作调研和信息沟通,及时主动了解广大哲学社会科学工作者的需求和愿望,积极回应社科界对一些重点工作的关切,提高管理工作的开放性和透明度,自觉接受学术界和社会监督。加快国家社科基金管理数据库建设,积极推动管理工作信息化。做大做强全国社科规划网站,使其成为社科界了解国家社科基金的重要窗口和资讯平台。在广泛征求意见和总结实践经验的基础上,修订《国家社会科学基金管理办法》,进一步明确国家社科基金管理的指导思想、体制机制和目标任务。科学确定项目资助额度,合理安排资金使用方向,严格经费预决算管理,加大经费预算执行和使用检查力度,确保基金安全运行,提高基金大幅增长后的使用效益。
五、“十二五”时期哲学社会科学研究的保障措施
加强对哲学社会科学研究工作的领导。党委和政府要高度重视哲学社会科学研究工作,努力把握哲学社会科学研究工作规律,改进领导方式,提高领导水平,为哲学社会科学研究发展创造良好环境。引导哲学社会科学工作者经常关注和深入研究重大现实问题,及时把优秀研究成果运用于各项决策中,充分调动哲学社会科学工作者的积极性创造性,帮助他们解决工作和生活中的实际困难。牢固树立科学发展理念,加强对哲学社会科学研究工作的统筹规划,充分发挥各级各类哲学社会科学研究机构的作用。加强对哲学社会科学工作协会、研究会等阵地和研讨会、报告会、讲座等载体的引导和管理,使其健康发展。
加强哲学社会科学创新体系建设。适应新形势新任务新要求,着力改革哲学社会科学研究体制机制,培育创新主体,建立创新平台,全面推进哲学社会科学创新工程,加快建设以学科体系、学术观点、科研方法和科研组织管理创新为主要内容的哲学社会科学创新体系,努力提高哲学社会科学研究的创新能力。建立和完善符合哲学社会科学研究特点的分类评价标准,构建以创新和质量为导向的多元评价体系,更加注重学术原创性和实际应用价值。完善哲学社会科学研究激励机制,进一步激发哲学社会科学工作者的创造活力和创新潜能。探索制定哲学社会科学学术道德规范,建立健全科研诚信机制和学风监督机制,大力推动学风建设。注重哲学社会科学研究体制机制改革顶层设计,加快建设国家哲学社会科学研究数据库,集中搜集各级各类哲学社会科学研究项目相关信息,系统分析项目研究的经费来源、研究人员分布、课题研究布局和方向,为统筹协调各类基金项目经费投入、不断提高经费使用效益创造条件。加快建设一批社会调查、统计分析、基础文献、案例集成等专题数据库,推动哲学社会科学研究信息资源共建共享。充分发挥个人研究与集体攻关的优势,鼓励跨学科跨部门跨地域专题研究,积极推动科研组织管理创新。
加强哲学社会科学研究队伍建设。坚持尊重劳动、尊重知识、尊重人才、尊重创造,创新哲学社会科学人才培养模式,努力营造人才辈出、人尽其才的良好环境。依托重点学科、重点研究基地、重大研究项目,造就更多拔尖人才和各学科各专业领军人物。通过实施项目倾斜政策,扶持和培养一批理论功底扎实、勇于开拓创新的中青年学科带头人,每年选派一批中青年科研骨干出国访问和交流,拓宽他们的学术视野。注重培养科研管理人员,有计划有步骤地对全国重点科研单位主管负责人和科研管理部门负责人,以及各省区市社科规划办工作人员进行业务培训,五年内轮训一遍。按照分级负责、分层管理的原则,各省区市和有关部门也要根据实际,制定本地区本部门哲学社会科学研究人才培养计划并认真组织实施。切实加强哲学社会科学队伍思想道德建设和学风建设,引导哲学社会科学工作者树立正确的世界观人生观价值观,树立良好的职业精神和职业道德,发扬严谨治学、崇尚精品的优良学风。
加大哲学社会科学研究经费投入。国家统筹安排各类科研经费投入,确保哲学社会科学研究经费逐年增长。各省区市和有关部门要结合实际加大本地区本部门哲学社会科学研究经费增长幅度,更好地满足哲学社会科学事业发展需要。在以国家支持为主体的前提下,鼓励有条件的哲学社会科学研究机构和研究人员面向市场和企业需求,形成多元化的科研经费融资渠道。
实施哲学社会科学研究“十二五”规划,对于未来五年哲学社会科学研究繁荣发展具有重要意义。各省区市和有关部门要加强组织领导,结合自身实际,采取有力措施,把《规划》提出的各项任务落到实处,同时抓紧制定本地区本部门哲学社会科学研究规划并认真组织实施。
