Comrades, students, friends:

Good morning, everyone! Today is “1 June”, the International Children’s Day, on this beautiful day that belongs to children, we are holding the initiation ceremony for the 2nd National Cybersecurity Propaganda Week in the China Science and Technology Museum. First and foremost, on behalf of the Central Internet Information Office [Note: this is a literal translation, the official English name for this body is the Cyberspace Administration of China], I’d like to send my congratulations to children on this holiday, and would like to express heartfelt thanks to all sponsoring work units, all localities and all departments, all enterprises and news media that support and participate in this Cybersecurity Propaganda Week!

In the wake of the information technology revolution, the Internet is powerfully promoting the development and progress of human societies, it is deeply changing people’s ways of production and life, people interact, associate and trade online, words are spoken online, money is spent online, business is handled online, this has become a sort of custom, and a sort of normality. At the same time, the problem of cybersecurity has emerged in its footsteps, cyber attacks, cyber terrorism and other such security incidents happen from time to time, infringement of personal data, theft of personal information, financial swindling of netizens and other such unlawful and criminal activities remain rampant, online pornography, gambling and drugs, as well as online rumours are common occurrences, and have become prominent problems influencing national public security, the popular masses’ calls to attack harmful online information and unlawful activities is extremely strong, safeguarding cybersecurity is an extremely urgent matter that brooks no delay.

General Secretary Xi Jinping pays great attention to cybersecurity work, he has stressed that we must strengthen the cultivation of cybersecurity consciousness in the entire Party and the entire society, spur all of society to participate in the safeguarding of cybersecurity, and foster “good Chinese netizens”. We must deeply understand that cybersecurity not only affects national security and national development, it also directly relates to the personal interests of every netizen. Only by protecting the security of every netizen will it be possible to make cybersecurity take root everywhere, and use solid bricks and tiles to build a firm Great Wall of national cybersecurity.

The creation of the National Cybersecurity Propaganda Week is an important policy of the Central Leading Group for Cybersecurity and Informatization, and is a real action to promote the safeguarding of cybersecurity in all of society, its objective is to strengthen society’s consciousness about cybersecurity, disseminate cybersecurity knowledge and raise cybersecurity skills. Last year, we successfully organized the first National Cybersecurity Propaganda Week, with a number of direct participants in excess of 20 million, and information covering nearly 500 million, which raised an upsurge of “jointly building cybersecurity, jointly enjoying online civilization” among all the people. We launch this National Cybersecurity Propaganda Week today, in order to give prominence to propaganda and education about cybersecurity for the young, to start from the basis, to start with children, to forcefully foster “good Chinese netizens”, build security together, and create gains for the future. As I understand it, to make “good Chinese netizens”, the crucial matter is to ensure “Four Haves”:

First, they must have a high sense of security. The greatest risk in the area of cybersecurity is that there is no awareness of risk, cybersecurity risks are not remote, they are close to us, safeguarding cybersecurity not only is a matter for the State, experts of others, it is a matter for everyone themselves. When cybersecurity problems occur, they may affect a broader sphere and present greater risks than traditional security problems, we must tension the base string of cybersecurity at all times, build a firm “defence line of the mind”, and let awareness about cybersecurity be internalized in hearts and be realized in practice.

Second, they must have civilized online cultivation. They must consciously practice the Socialist core value view, carry forward online positive energy, advocate civilized and healthy online lifestyles, foster online behavioural norms that venerate virtue and are inclined towards the good, use outstanding ideas, morals and culture to nourish the network and nourish society, consciously eliminate filth and mire such as online rumours, online violence, sex and vulgarity, and make cyberspace become clean.

Third, they must have behavioural habits of observing the law. Cyberspace is not a space outside the law, the legal baseline may not be crossed, things that cannot be done offline can equally not be done online. They must use the yardstick of the law to measure their online words and acts, stress sincerity, abide by order, consciously study the law, respect the law, abide by the law and use the law, and build a firm protective rule of law screen for cybersecurity.

Fourth, they must have the skills to protect themselves. Internet is a “double-edged sword”, they must, at the same time as enjoying the convenience that the Internet brings, simultaneously grasp corresponding cybersecurity protection skills, be able to see pitfalls, be able to ward off underhanded attacks, and be able to plug loopholes, they must not lightly download software of unclear origins, they must not carelessly retweet harmful information, they must pay attention to protecting personal accounts and passwords, timely update application and software patches, change unhealthy surfing habits, and give online unlawful elements no chance to take advantage.

To foster good netizens with the “Four Haves”, the focus must be on work in four areas:

First, we must start from education. We must establish and complete education and propaganda systems concerning cybersecurity for all of society, stimulate cybersecurity propaganda and education to become mechanized, regularized and long-termized. We must strengthen propaganda and dissemination, and shape a fine atmosphere in all of society in which everyone takes cybersecurity seriously and everyone participates in cybersecurity; strengthen education and training, broadly utilize all kinds of education and training bodies to impart cybersecurity knowledge; we must strengthen practical training, and let the broad netizens strengthen their cybersecurity knowledge and raise their cybersecurity skills through interaction and experience.

Second, we must start with children. We must promote cybersecurity knowledge entering into schoolyards, classrooms, textbooks and minds, launch taught courses, skills training, security competitions and public good activities to ensure that children study security, know security and understand security from an early age, and cultivate good habits of online behaviour. We must launch special campaigns to “protect seedlings”, “clean the Web”, etc., to eradicate obscenity and sex, violence, terror and other such harmful information, and create a clean and healthy cyberspace for children to grow up in.

Third, we must start from ourselves. Cybersecurity affects everyone, and everyone has responsibilities in safeguarding cybersecurity. We must strengthen netizens’ sense that they are the leading protagonists, guide netizens to start with small matters in their immediate environment, and with bits and bobs in their lives, and conform to the demands of cybersecurity with every online word and deed. At the same time as safeguarding cybersecurity themselves, they must also spur their family members, colleagues and fiends to jointly safeguard cybersecurity in their immediate surroundings.

Fourth, all of society must participate. Safeguarding cybersecurity is a common responsibility of all of society, and it is necessary to broadly mobilize forces from all sides to participate jointly. All levels’ Party Committees and governments must perfect policies, complete legal structures, strengthen law enforcement and attack crime, in order to promote the legalization of cyberspace; Internet enterprises must realistically bear social responsibilities, protect users’ privacy, guarantee data security and safeguard netizens’ rights and interests; Internet social organizations must strengthen sectoral self-discipline, promote the construction of an online honesty system, and powerfully punish unlawful and trust-breaking acts online; expert scholars, new media representatives and online employees must play a positive role and realistically create strong joint forces with all of society in order to safeguard cybersecurity together.

Comrades, students, friends:

The future of the country lies in its youth, the future of the Internet lies also in its youth. Whatever youth there is, whatever network there will be; whatever youth there is, whatever future there will be. Let us jointly take up the task, love youth, serve youth, guide youth, foster and bring up a new generation of “good Chinese netizens”, and look forward and create an ever more beautiful future for cyberspace!

鲁炜:培育“四有”中国好网民

——在第二届国家网络安全宣传周启动仪式上的讲话

同志们、同学们、朋友们:

大家上午好!今天是 “六一”国际儿童节,在这个属于孩子们的美好节日里,我们在中国科技馆举办第二届国家网络安全宣传周启动仪式。首先,我代表中央网信办,向少年儿童们致以节日的祝贺,向支持和参与本届网络安全宣传周的各主办单位、各地各部门、各企业和新闻媒体,表示衷心的感谢!

伴随信息技术革命的浪潮,互联网正有力推动着人类社会的发展进程,深刻改变着人们的生产生活方式,人们在网上交流、交往、交易,话在网上说,钱在网上花,事在网上办,已经成为一种习惯、一种常态。同时,网络安全问题也相伴而生,网络攻击、网络恐怖等安全事件时有发生,侵犯个人隐私、窃取个人信息、诈骗网民钱财等违法犯罪行为依然猖獗,网上黄赌毒、网络谣言等屡见不鲜,已经成为影响国家公共安全的突出问题,人民群众对打击网络有害信息和不法行为的呼声非常强烈,维护网络安全迫在眉睫、刻不容缓。

习近平总书记高度重视网络安全工作,强调要加强全党全社会网络安全意识培养,发动全社会参与维护网络安全,培育“中国好网民”。我们要深刻认识到,网络安全不仅事关国家安全和国家发展,也直接关系到每一个网民的切身利益。只有保护好每一个网民的安全,才能让网络安全落地生根,用坚实的一砖一瓦,构筑起国家网络安全的坚固长城。

设立国家网络安全宣传周,是中央网络安全和信息化领导小组作出的重要决策,也是推动全社会共同维护网络安全的实际行动,其目的就是要增强网络安全意识、普及网络安全知识、提高网络安全技能。去年,我们成功举办了首届国家网络安全宣传周,直接参与人数超过2000万、信息覆盖近5亿人,掀起了全民“共建网络安全、共享网络文明”的热潮。我们在今天启动本届网络安全宣传周,就是要突出青少年网络安全宣传教育,从基础做起、从娃娃抓起,大力培育“中国好网民”,共筑安全、赢在未来。我理解,做“中国好网民”,关键要做到“四有”:

一是有高度的安全意识。网络安全方面最大的风险是没有意识到风险,网络安全隐患并不遥远、就在身边,维护网络安全不仅是国家、专家、人家的事,更是自己的事。网络安全出了问题,可能比传统安全问题涉及面更广、危害更大,必须时刻绷紧网络安全这根弦,筑牢“头脑中的防线”,让网络安全意识内化于心、外践于行。

二是有文明的网络素养。要自觉践行社会主义核心价值观,弘扬网上正能量,倡导文明健康的网络生活方式,培育崇德向善的网络行为规范,用优秀思想道德文化滋养网络、滋养社会,自觉把网络谣言、网络暴力、网络欺诈、色情低俗等污泥浊水清除出去,让网络空间清朗起来。

三是有守法的行为习惯。网络空间不是法外之地,法律底线不可逾越,网下不能做的事网上同样不能做。要用法律的尺子来衡量自己在网上的言行,讲诚信、守秩序,自觉学法、尊法、守法、用法,筑牢网络安全的法治屏障。

四是有必备的防护技能。互联网是把“双刃剑”,我们在享用互联网带来便利的同时,也要同步掌握相应的网络安全防护技能,看得见陷阱、挡得了暗箭、补得上漏洞,不轻易下载来路不明的程序,不随便转发有害信息,注意保护个人账号和密码,及时更新应用程序补丁,改变不健康的上网习惯,让网络不法分子无机可乘。

培育“四有”好网民,重点要做好四方面工作:

一要从教育入手。要建立健全全社会网络安全宣传教育体系,促进网络安全宣传教育机制化、常态化、长效化。要加大宣传普及力度,在全社会形成人人重视网络安全、人人参与网络安全的良好氛围;加大教育培训力度,广泛运用各种教育培训机构,传授网络安全知识;要增强实践锻炼,让广大网民在互动体验中增强网络安全意识、提高网络安全技能。

二要从娃娃抓起。要推动网络安全知识进校园、进课堂、进教材、进头脑,开展课程教育、技能培训、安全竞赛、公益活动,使孩子们从小学安全、知安全、懂安全,养成良好的网络行为习惯。要开展“护苗”、“净网”等专项行动,铲除淫秽色情、暴力恐怖等有害信息,为青少年成长营造清朗、健康的网络空间。

三要从自身做起。网络安全事关人人,维护网络安全人人有责。要增强网民主人翁意识,引导网民从身边小事做起、从生活点滴做起,网上一言一行都要符合网络安全要求。在自己维护网络安全的同时,还要带动家人、同事、朋友,共同维护身边的网络安全。

四要全社会参与。维护网络安全是全社会的共同责任,需要广泛动员各方面力量共同参与。各级党委政府要完善政策、健全法制、强化执法、打击犯罪,推动网络空间法治化;互联网企业要切实承担起社会责任,保护用户隐私,保障数据安全,维护网民权益;网络社会组织要加强行业自律,推动网上诚信体系建设,有力惩戒违法失信行为;专家学者、新媒体代表人士、网络从业人员要发挥积极作用,切实形成全社会共同维护网络安全的强大合力。

同志们、同学们、朋友们:

国家的未来在青少年,网络的未来也在青少年。有什么样的青少年,就有什么样的网络;有什么样的青少年,就有什么样的未来。让我们共同携起手来,关爱青少年,服务青少年,引导青少年,培育造就新一代的“中国好网民”,引领和开创网络空间更加美好的未来!
